Staff person #1 went to the door of the Bunnies classroom to return child #2 and pick-up child #3. During this time, staff person #2 was lining up the remaining children to go inside. Staff person #2 was responsible for a group of 3 young toddlers and 5 older toddlers the staff:child ratio is 1:5 when a mixed group includes young toddlers. Staff person #2 brought the children inside and was standing at the door waiting for staff person #1 to return. Video footage showed staff person #1 walking toward the turtle classroom door from the bunnies classroom door and there was a child standing outside near the door, staff person #1 picked up the child and walked inside while staff person #2 was holding the door open. Child #1 was observed in the video to be standing alone outside while the remaining group was inside the classroom.
