3270.113(b) · A facility person may not use any form of physical punishment, including spanking a child.

On 09/03/2025 at approximately 1:06 pm, video footage shows staff person #1 walk toward child #1's rest mat and sit down on the floor on the left side of the mat. After staff person #1 sat down, child #1 moved back to the center of the mat and while lying on their belly pulls their blanket and scrunches it underneath themself between their chin and chest. Staff person #1 reached over the child's body and grabbed the blanket from the right side and begins to pull the blanket out from underneath the child. Child #1 resists and tries to hold on to the blanket. Staff person #1 continues to pull the blanket which causes the blanket to rub against the child's neck from the force causing an abrasion on the right side of the child's neck.
