Children 1, 2, 3, 4, 5, 6, 7, 8, 9, and 10 who were ages 1 and 2 were observed. 11 infants, young toddlers, and preschoolers were observed in the classroom downstairs on the right with staff person 6 and 7. The required ratio should have been 1 adult to 4 children. Children 11, 12, 13, 14, 15, 16, 17, 18, 19. 20, and 21 were observed who were infants, ones, and a preschooler.
