Staff person #1 and #2 then moved the child to the futon in the back room, where the child walked with assistance, but still would not open their eyes. Staff person #3 then laid her down while staff person #1 attempted to call the grandparent. Staff person #1 then called the next Emergency Contact Person on the list. Staff person #1 called EMS at approximately 3:20 pm. Staff person #1, #2 and #3 did not immediately call for emergency medical care, therefore, the overall safety of the child, due to the severity of the symptoms observed, posed a threat to the health and safety of that child.
