State agencies whose regulations may relate to the operation of a facility include the Department of Environmental Resources, the Department of Labor and Industry, the Department of Health, the Department of Education and the Department of Transportation. Conditions at the facility may not pose a threat to the health or safety of the children. Cleaning and other toxic materials shall be kept in an area or container that is locked or made inaccessible to children.

    The operator was unable to locate a copy of its policies and procedures that address how to identify and prevent abusive head trauma and child maltreatment. Observed a storage closet door in the hallway across from the girl's bathroom which was open and unlocked; the closet contained a variety of cleaning products labeled keep out of reach of children including: Febreze, Comet spray cleaner, all-purpose cleaner, glass cleaner and a mop bucket which was filled with water and cleaning products.
