Staff statements and video surveillance footage indicate that on 1/16/24 at approximately 4:00 PM, Facility Persons #1, #2, and #3 were supervising children in the infant room when Child #1, a young toddler, pulled Child #2's hair, also a young toddler. In response, Facility Person #1 lunged at Child #1, picked them up roughly, yelled at them, and put them down aggressively. Facility Person #2 then pulled Child #1's hair. Child #2 was then observed hitting Child #1 and pulling their hair while Facility Person #1 encouraged Child #2 by saying, "It's your turn now," and "Get them back."
