During the brief time the staff person was leaning in the vehicle, they were unable to supervise the children lined up next to the bus. After opening the door, staff person #1 walked the 5 children around the back of the bus to the passenger loading door. The 5 children and staff person #1 boarded the bus and staff person #1 helped the children get buckled into their seats. During this time, the bus was running and there wasn't anyone in the driver seat. There also was not an adult who remained outside the vehicle while loading the bus.
