Upon arrival to the facility at approximately 10:05am, Staff Person #2 was observed to be in their car in the parking lot outside the facility. Staff Person #2 went in through a side door as Cert Rep went in through the front door with two parents dropping off 2 preschool age children. Upon entering the PS Classroom Cert Rep observed Staff Person's #2 and #3 moving children between the PS and Toddler Classrooms. It was reported that Staff Person #3 was caring for the children together in the PS classroom prior to Staff Person #2's return inside the facility. After reviewing the emergency contact forms to confirm dates of birth of the children present it was determined that Staff Person #3 was caring for a mixed age group that included 2 young school agers, 2 older school agers, 3 preschoolers and 1 older toddler while Staff Person #2 was outside in their car. Initially Staff reported that the older toddler was a preschool age child. With the determination that the youngest child in the mixed age group was an older toddler, Staff Person #3 was not compliant with the required 1:6 ratio as she was caring for 8 children. These 8 children did not include the 2 preschool children being dropped off at Cert Reps arrival.
