    It was observed at the time of the inspection that there was not a written policy on file to address potential signs/symptoms of abusive head trauma, strategies for coping with a crying, fussing, or distraught child, nor the prevention and identification of child maltreatment. It was observed that the trash can used by the program did not have a lid.
