Interviews were also conducted with facility staff that revealed that children were sitting on the bus for approximately 50 minutes while a plan was developed and executed to handle a crisis. Facility Person #1 was observed standing in the bus aisle, talking to a seated young school age child, when they turned towards Child #1, who was also seated, looked at the child, and pushed their elbow into that young school age child's face. Facility Persons #1 and #2 had directed Child #2 to move their legs out of the aisle. When the child did not comply, both staff physically moved the child's legs. When the child placed their legs in the aisle again, Facility Person #1 responded by aggressively moving the child to the seat in front of where the child had been sitting. The child's head was hit off of the bus ceiling while attempting to clear the seat back. The child immediately began to cry. When the bus returned to the facility at 2:30 PM, and as children were exiting the bus, Facility Person #3 was observed pulling Child #3 by the arm forcefully out of the seat.
