This was evidenced by the video provided by the center showing that on 2/16/26, from 3:37:47pm - 3:38:37pm, Staff Person #1 is in the Eagles Room, where they cannot see 4 of the children in their primary group. One of the children is seen walking between the Dragons and Eagles Room during this time. The Eagles, Dragons and Falcons rooms are adjoining rooms next to each other but are 3 separate spaces. Two children are seen laying on a large pillow just inside the Dragons Room, where they cannot be seen by Staff Person #1 who is in the Eagles room during this time period. Staff Person #1 stated that Child #1 was upset after an incident with two other children. Child #1 is seen alone in the Falcons Room retrieving a plastic bag from their cubby at 3:38:12pm and then walking into the Dragons Room. Staff Person #2 enters the room and follows behind Child #1 into the Dragons Room. Child #1 places the plastic bag over their head at 3:38:17pm for 6 seconds before removing the bag. Staff Person #2 appears to get down to speak with Child #1. Child #1 then places the bag over their head a second time from 3:38:34pm - 3:39:03pm. Staff Person #2 keeps the child in their line of sight during this time. The staff did not take the plastic bag from Child #1.
