    On 2/24/2022 facility staff #1 used physical technique of restricting facility child #1's movements and confining child on staff's lap by placing the staff's legs over the child's legs for approximately one minute while trying to soothe a child who was having a behavior outburst. The use of any restraint that is meant to restrict a child's movement is not permitted in a child care facility.
