Upon returning to the facility, it was observed that there were toddlers inside even though the staff #3 that answered the door both times (9:25am and 10am) had said there were no children in the facility when she originally answered the door. Staff #3 left the children alone in the classroom to answer the door both times. It was observed that Staff #3's granddaughter an older school age child was in the classroom with the 6 toddler age children. When asked Staff #3 named the 1 young toddler and 5 older toddlers but did not name the 1 older school age child. Staff #3 was out of ratio. Upon review of emergency contact forms, it was determined that there were 4 young toddlers, 2 older toddlers, and 1 school age child which still left Staff #3 out of ratio.
