Effective 12/31/19 a certified child care center cannot employ an individual as a provisional hire unless the provider has a waiver approved by the Office of Child Development and Early Learning (OCDEL) from the Pennsylvania Department of Human Services (DHS). The facility does not have a waiver for provisional hires on file. There was no DHS FBI clearance through Identogo on file for staff #15 (date of hire 7-30-14). The FBI clearance that was on file for staff #15 was from PDE and was dated 3-15-14 and therefore expired. Facility person #15 can not work in a child care position.
