    Based on staff statements, the older toddler classroom normally has 4--6 older toddler-age children, and during restroom use the restroom located inside the classroom is used by staff with the door closed, leaving the children alone. Staff also stated that the young toddler room normally has 7--8 young toddlers and requires two staff; when one staff person uses the restroom, the remaining staff person is left alone with 7--8 young toddlers.

In the hallway outside of Room 7 a bottle of detangler hair spray, labeled, 'Keep Away from Children' was observed inside a child's cubby and accessible to children in care. In the hallway outside of Room 4, a container of Desitin diaper rash cream labeled, "Keep Out of Reach of Children' was observed stored in a child cubby storage unit on a shelf accessible to children in care. In Room 5, the left cabinet under the sink in the classroom was observed to be unlocked making a 64oz. container of bleach and container of Clorox wipes accessible to children in care. A lock was observed inside the cabinet door; however, at time of inspection, the lock was not engaged.
