At the time of inspection, children in this room were observed to be sitting and standing on top of tables, running into and closing themselves in the bathroom, running around the room without socks and shoes on, and opening the classroom door and running down the hallway. Although staff were supervising and intervening, and the classroom was in ratio, a safe environment was not able to be continuously maintained.
