3A:52-7.8(d)(1)(i)(1) · diapering requirements for centers serving children who are not toilet trained are as follows, staff members shall ensure that each child's diaper is changed when wet or soiled; staff member shall ensure each child's bottom is washed and dried during each diaper change with an individual disposable wash cloth, paper towel, or disposable diaper wipes.

Ensure the health, safety, and well-being of the children served. At the time of the inspection a man was observed sitting at a child's picnic table in the center's playground. When asked who he was, the man answered in Spanish, and what as interpreted was that he was waiting for someone inside the building. A few minutes into the inspection, a named staff person opened the door to this man because he needed to use the bathroom and was let into the center unbeknownst to the sponsor and inspectors. OOL found the man in the center's office and was asked to leave immediately.
