While at the unannounced visit I asked the staff in charge who the director and supervisor were, the staff stated Audrey Marsh(director) and Leah Locklear(supervisor). Staff are not listed in the system as Director or Supervisor and there has not been a Director/Supervisor change application completed prior to staff becoming the director or supervisor. Prior to the visit I was unaware of any staff changes.

75-03-11 · .1-08.1(3a-f)-A director shall Hold at least one of the following qualifications, in addition to those set out in subsection 1: a. A bachelor's degree in the field of early childhood education, child development, or elementary education. b. A bachelor's degree with at least six months of experience in a school-age childcare program or similar setting and one of the following: (1) Eight semester hours or twelve quarter hours of department-approved early childhood education, child development, or elementary education. (2) One hundred twenty hours of department-approved early childhood training; or (3) A director's credential approved by the department. c. An associate degree in the field of early childhood education or child development with at least six months of experience in a school-age childcare program or similar setting. d. An associate's degree with at least one year of experience in a school-age childcare program and one of the following: (1) Eight semester hours or twelve quarter hours of department-approved early childhood education, child development, or elementary education. (2) One hundred twenty hours of department-approved early childhood training; or (3) A director's credential approved by the department.
While verifying the staff indicated as the director during the unannounced visit, it was noted the staff who was said to be the director does not have the qualifications for the position of director.

An associate degree in the field of early childhood development or elementary education, or a secondary degree with an emphasis on middle school or junior high training. b. Current certification as a child development associate. c. Certification from a Montessori teacher training program; or d. A high school diploma or high school equivalency with at least one year of experience in a childcare program or similar setting.
During the unannounced visit made on 12/18/2024 the specialist was informed Audrey Marsh is currently the director, and Leah Locklear is supervisor of this program. As of today, director/supervisor qualifications have not been submitted for review.
