Melissa Szulczewsi, Assistant Director, assisted me with today’s visit. Your program currently operates as a GS-110 and operates with a Notice of Compliance. The last annual compliance visit was conducted 3-27-23. The last sanitation inspection was completed 11-15-23 with a “Superior” classification. The last fire inspection was conducted 4-17-23 and your facility was approved for daytime care only. The NC Secretary of State website was reviewed on 2-20-24 and the owner, Heritage Baptist Church was listed as current- active. All spaces used by children were monitored today. The children were observed finishing lunch and transitioning to nap time. The Infants were observed having nap time and children were observed sleeping in cribs. Sleeping baby checks were monitored for all Infants ages 0-12 months and observed to be current and in compliance. Children under twelve months old received care according to individual needs including diapering and bottle feeding. During today’s visit we did discuss my concerns that I did not observe 100% compliance regarding handwashing after eating and after coming in from outside. As we discussed, this is a violation of child care requirements. Please refer to Child Care Rules pertaining to handwashing and it would be a great idea to review handwashing with all staff during the next staff meeting. Program records and a spot check was conducted on staff files. There are no new staff since my last visit to the center. Staff and Training Worksheets were complete and submitted to me during my visit. Ten children’s files were monitored and observed to be in compliance. Staff/child ratios and supervision were monitored and observed to be in compliance. The outdoor playground was monitored and no safety concerns were noted. The center does not provide transportation so those requirements were not monitored. Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. The following violation was observed and must be corrected immediately. On or before 3-5-24, I must receive a written, dated, and signed compliance letter that describes accurately and in detail, how and when the violation was corrected. Please be aware any information submitted by you is legal documentation. If it is determined the information provided in the letter is not true, this may be considered falsification of information. If sufficient information is not received by the due date, a follow-up visit will be conducted. Violation Number Comment Rule 608 Children did not wash their hands upon arrival at the center, after each visit to the toilet, before eating, before and after water activity play, after outside play, and after handling animals or animal cages. Children did not wash hands after eating before transitioning to play with toys in the classroom. 15A NCAC 18A .2803(c) Reminders/Technical Assistance: *The cot list for the 3 / 4 year old classroom needs to be updated. There are 14 children on enrolled and the cot list reflected 13 children. Even if some children do not attend full day, a cot should still be assigned to them in the event they are in attendance during nap time. *We discussed that one staff member’s criminal background check expires March 6, 2024. As we discussed, please send me a copy of the CBC qualification letter once a new one has been obtained. I will also be tracking as well. For future reference, criminal background checks can be renewed up to 6 months prior to expiration and it is not best practice to wait too close to the expiration to submit renewals. *In the 1 / 2 year old classroom I observed that there were no toys out for the children to play with in the Dramatic Play area. Though your program is exempt from some of the Child Care Rules regarding furnishings, it is best practice to have the furnishings required to play with items such as a “Pretend Kitchen.” When there are no furnishings present and accessible to the children, it does not allow for imaginative play. I observed a small amount of toys for the children to play with in this classroom. Some children were observed wandering through the room taking toys away from children because they wanted to play with what other children had and there were not enough toys similar for more than one child to play at a time. I did observe that one of the teachers sensed that children needed more things to play with and brought out magnetic letters and sat down with a group of children as a special activity. I also observed in this same classroom, items were stored on top of a cot. Even though the cot is not assigned to a child, it is not best practice to store items on top of cots. Today I observed 2 blankets, 2 bins of toys and a bag being stored on top of a cot. *I will reiterate again the importance of handwashing. Consistency of hand washing will aid in the reduction of germs being spread between staff and children. A copy of today’s report was e-mailed to you on 2-20-24.
