Name of Operation: SHINING TIME CHILD DEVELOPMENT CENTER, INC. Facility ID: 3555033 Consultant: FELICIA FAISON Operation Type: Center Case Number: Visit Date: 8/21/2025 Number Present: 27 Completed Date: 8/21/2025 Age: From 2 To 9 Total Minutes: 170 Time In: 10:25 AM Time Out: 01:15 PM Time In: Time Out: List to Use: Center Type Of Visit: Routine Unannounced Announced/Unannounced: Unannounced The purpose of my unannounced visit today was to monitor compliance with child care requirements applicable to a routine unannounced visit. A. Barker, office manager, was present and assisted with the visit. Currently, this center operates with a Three-Star license issued on April 15, 2020, earning four (4) points in the Education Component, two (2) points in the Program Component and one (1) Quality point. The last annual compliance visit was conducted on January 14, 2025. The last sanitation inspection was completed June 23, 2025, earning a Superior rating. The last fire inspection was completed on January 9, 2025, and the facility was approved for care on first shift only. Children were observed engaging in activity center play, outdoor play, and lunch. Observed interactions between teachers and children were observed to be positive and nurturing in nature. The following violations of child care requirements were documented. Violation Number Comment Rule 707 Equipment and furnishings not meeting the requirements outlined in child care .0601(b) and (c) were not removed or made inaccessible. The child-sized blue couch in space #4 has a large rip on the seat cushion exposing the interior. .0601(d) 721 All equipment and furnishings were not in good repair. The white tricycle on the playground does not have handlebar covers. There is a gap between the bottom right corner of the shade structure on the toddler playground and the ground. G.S. 110-91(6); .0601(b) The violations documented above must be corrected immediately. A signed and dated letter of compliance can be mailed or emailed to me and must be received by September 4, 2025. If mailing, you must submit two (2) signed and dated copies. My mailing and email addresses are noted at the bottom. The letter of compliance must detail how the violations were corrected. Please be aware any written information you submit regarding the correction of the violation is legal documentation. Therefore, it is important that all submitted information is accurate and truthful. If it is determined that submitted information was inaccurate or willfully falsified, an Administrative Action, including Revocation of the facility’s license could be issued. STAFF/CHILD INTERACTION & OBSERVATIONS There were current activity plans and schedules posted in each classroom. Materials needed to implement activities on the plans were available in each space. During the visit I observed two (2) groups on the pre-k outdoor play area. Outdoor play time helps greatly to develop large motor skills as well as social-emotional skills as children interact and play with each other. The theme for activity plans this week focused on fruits. In space #4 the children were playing in activity centers. There was one group of three (3) at the table participating in a teacher directed art activity. This consisted of the children using yellow and red crayons to color a lemon shaped face. After coloring they pasted on a set of green accordion legs and a set of arms. This was great for fine motor skills and color recognition. I would review the schedules for each space to ensure they are still appropriate for that group. Routines are important for children and evaluating them throughout the year will help ensure they are appropriate as groups and ages change. STAFF RECORDS You confirmed that a new staff member has been hired since the last visit on January 14, 2025. I reviewed the file, and it was found to be in compliance. INDOOR EQUIPMENT & FURNISHINGS There was a child-sized, blue couch in space #4 that is not in good repair. There was a large, lengthwise tear in the seat cushion of the blue couch. You used duct tape to secure the tear so the couch stuffing was not accessible to the children. A blue, upholstery strip will soon be delivered to permanently repair the seat cushion on the blue couch. This violation was corrected during the visit. OUTDOOR PLAY AREA While monitoring the playgrounds I documented a violation. There was a white tricycle on the pre-k playground that did not have handlebar covers. This poses a risk in that the handlebars may become too hot to touch or possibly get fingers stuck. You had the teacher remove the tricycle from the playground, so it is not accessible by the children. The toddler playground has a large shade structure available for use. The front right corner of the structure has a gap between the bottom and the ground due to sand erosion. This gap must be filled in order to avoid a possible entrapment risk. TECHNICAL ASSISTANCE & REMINDERS Technical assistance given regarding monitoring the walls in each space for signs of peeling/chipping paint or wallpaper. Sanitation and child care rules required that the walls be in good repair. When signs of disrepair are observed the areas should be re-painted or otherwise repaired. Remind staff to check each outlet after use by themselves, or school-aged children to ensure they are covered between use. The Aquaphor stored in space #2 will expire after this month. Staff must ensure that families note the name of the medication, lotion, cream on the permission form as well as the amount to administer. This is a requirement in order for the items to be stored and used on-site. Violations may be warranted if these items are observed to be out of compliance.
