C. Diaz, Lead Teacher, was present and assisted with the visit. Currently, this center operates with a Five-Star license issued on February 20, 2020, earning seven (7) points in the Education Component, seven (7) points in the Program Component and one (1) Quality point. The last annual compliance visit was conducted on April 16, 2025. The last sanitation inspection was completed June 5, 2025 earning a Superior rating. The last fire inspection was completed March 4, 2026 and the facility was approved for care on first shift only. Children were observed participating in group time, free choice activity center play, and outdoor play. Observed interactions were positive and nurturing in nature. FACILITY PROFILE This facility is owned by Franklin County Public Schools. I reviewed contact information for the owner and the facility with you and you verified the current information listed with DCDEE remains correct. The following violations of child care requirements were documented. Violation Number Comment Rule 721 All equipment and furnishings were not in good repair. There are several raised metal stakes protruding from the black border surrounding the airplane play equipment. G.S. 110-91(6); .0601(b) The violations documented above must be corrected immediately. A signed and dated letter of compliance can be mailed or emailed to me and must be received by April 27, 2026. If mailing, you must submit two (2) signed and dated copies. My mailing and email addresses are noted at the bottom. The letter of compliance must detail how the violations were corrected. Please be aware that any written information you submit regarding the correction of the violation is legal documentation. Therefore, it is important that all submitted information is accurate and truthful. If it is determined that submitted information was inaccurate or willfully falsified, an Administrative Action, including Revocation of the facility’s license could be issued. COMPLIANCE HISTORY Prior to today’s visit your compliance history was 95% over an eighteen (18) month period. CHILDREN RECORDS I reviewed ten percent of children’s records, and no violations were documented. STAFF RECORDS I reviewed ten percent of staff records, and no violations were documented. NC PRE K REQUIREMENTS This program is an NC Pre-K class. Therefore, the NC Pre-K program requirements were monitored today including DPI transportation. Staff on-site match those listed in the NC Pre-K Plan website and continue to meet staff requirements. The Brigance III screening was completed within the required timeframe. The NC Pre-K Plan website lists Brigance II as the developmental screening but the program uses Brigance III. Please update this on the website. This program operates from 8am to 2:45pm and meets the operational hour requirements. I reviewed the required documents in order for enrolled children to ride the public-school bus. All requirements are currently in compliance with Child Care Rules. OUTDOOR PLAY AREA There are several metal stakes that have risen above the top of the black border surrounding the airplane play equipment. The raised stakes prose a protrusion and tripping hazard. Please request that maintenance, or appropriate staff, hammer them down. These stakes should always be flush or lower with the border top to avoid possible injury. QRIS RATED LICENSE TRANSITION This program has completed the required ECERS-3 assessment as of March 24th. However, the rated license cannot be processed until the required three (3) month self-study is completed as this program is following the Program Assessment pathway (#2). Once the self-study is completed please reach out to me, or have T. Sidberry, reach out to me so I may review the documentation, the ECERS-3 results, assess education standards and process the rated license. TECHNICAL ASSISTANCE & REMINDERS Technical assistance discussed regarding having staff document departure times, with their signatures, should parents not do so at the time they leave. Unless bus drivers are required to note departure times and sign staff should also list this information. Please remember that items discussed as technical assistance may warrant a violation if observed out of compliance. C. Diaz, lead teacher, and M. Moody, instructional assistant, were present and assisted with the visit. Currently, this center operates with a Five-Star License issued December 17, 2018, earning seven (7) points in the Education Component, seven (7) points in the Program Component and one (1) Quality point. The last annual compliance visit was completed on April 30, 2024. The posted sanitation inspection was completed June 5, 2024 earning a “Superior” rating. The last fire inspection was completed September 17, 2024 and the facility was approved for daytime care only. Children were observed engaging in activity center play and teacher-directed art. Interactions between the children and teachers were nurturing in nature. The following violation of child care requirements was documented. Operator did not submit the original approved report to DCDEE within one week of the inspection visit on a form provided by the Division. STAFF/CHILD INTERACTION I observed a schedule and current lesson plan posted in the classroom. The schedule noted that center play from 8:40am-10:15am and children were engaged in activity center play when I arrived at 9:30am. There were a variety of age-appropriate toys and materials for the children to play with, stimulate developmental domains and complete their lesson plan. While the group did not go on the playground due to the temperature C. Diaz told the children they would go outside in the afternoon. They then engaged in gross motor activities indoors by listening to a song and performing the moves as they were sung. This included marching, tiptoeing, etc. The children also stretched after and discussed what exercise is and how it helps the heart and body. This was one of the topics of their lesson plan. I observed children playing with a winter themed “cookie” match game which develops cognitive skills and fine motor skills. This was in addition to two sensory tables, dramatic play, art, water table and other centers that were open for children to choose. The IA worked on an art project with individual children decorating a picture with the word “love” with different color fingerprints as holiday lights. The teachers and children engaged with each other in familiar and nurturing manner. ANNUAL INSPECTIONS Licensed programs are required to be inspected by their local fire inspectors at least every twelve (12) months. The previous inspection was completed 9/12/23 and the current one was completed 9/17/24. I recommend that maintenance, or other staff that handle these inspections for the school, contact the local fire inspector in the weeks prior to expiration. TECHNICAL ASSISTANCE & REMINDERS Technical assistance given regarding continuing to ensure arrival and departure times, with adult signature, are always documented on the program’s sign in/out sheets as they occur. Please be reminded that menus must be posted for the current week and meals are required to be planned a week in advance. The Clean Water for Carolina Kids program has expanded to the Clean Classrooms for Carolina Kids program. This is a legislatively mandated effort to address lead and asbestos hazards in North Carolina public schools, licensed child care centers, and licensed family child care homes. Participation allows facilities to meet all rule requirements for identified lead and asbestos hazards, as required by law. Rules 10A NCAC 41C .1001 through .1007 require all programs to be free of lead and asbestos hazards. RTI is coordinating all the lead in water, paint and asbestos testing and remediation. There are webinars that child care providers can watch to get instructions. Currently operating child care facilities are required to test for lead in paint and asbestos once unless the consultant notes a concern during a visit and refers the program to environmental health. All existing licensed programs must complete the application summary for their program regarding lead paint and asbestos by May 1, 2025.
