This visit was conducted with Roxanna Steelman, Operator. Your program currently operates with a three (3) star license effective 11/8/19. Restrictions include 1st shift daytime care only; maximum of five (5) preschool children at any time.; no more than two (2) infants under one (1) year; Donnie Steelman and Amanda Steelman shall not be on the premises while children are in care. The license was observed, and the restrictions were found in compliance. Ms. Steelman is the sole proprietor of this family childcare home. The program’s compliance history was 99% prior to today’s visit. All programs are required to maintain at least 75% compliance. A walk-through of the home was completed today. Indoor and outdoor areas were observed. We tested the smoke detector during today’s visit, and it worked successfully. Capacity was monitored as indicated on the attached worksheet. Supervision was adequate during the visit. I observed staff/child interactions today. I observed children engaging in free play and routine activities. I observed materials and activities that were available to the children in the classrooms. The last annual compliance visit was conducted on 7/8/25. A Verification of Required Information for Operator and Additional Caregivers form was completed during the visit for the operator and additional caregiver. A FCCH and Centers Located in a Residence Operator’s Statement of Responsibility form was reviewed and signed during the visit. We discussed owner status of this facility. Individuals living in the home were discussed and are recorded on the Verification of Required Information for Operator and Additional Caregiver form. Be reminded that everyone living in the home must have criminal record checks conducted every five (5) years. You may go to the Division of Child Development & Early Education's website at https://ncchildcare.ncdhhs.gov and complete this process six (6) months prior to the expiration date on your qualifying letter. Program records and required postings were monitored. A fire drill was conducted on 5/20/26. A lockdown drill was documented on 3/6/26. An outdoor inspection was documented on 5/20/26. There are two (2) pets inside the home and all vaccinations, and parent acknowledgement forms were monitored. Staff files and children’s records were monitored per DCDEE procedures. Nutrition requirements were monitored per DCDEE procedures. Storage of hazardous items was monitored today. No medications were observed nor reported. The program does not provide transportation. The following violation was cited during today’s visit: Violation Number Comment Rule 2023 Operator and/or staff who work with children, did not complete health and safety training as part of on-going training so that every five years, all the topic areas were covered. During the visit, I observed that two (2) trainings (Building and Physical Premises Safety and Emergency Preparedness and Response) were not renewed in November 2025. .1703(d)(2) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. You need to take the Building and Physical Premises Safety and Emergency Preparedness and Response trainings. These two were due to be renewed in November 2025. You are scheduled to that the Building and Physical Premises Safety training at Smart Start on July 16. You are scheduled to take the Emergency Preparedness and Response training July 6. Additional Information/Consultation: • You must notify your consultant 30 days prior to changing the ownership status of your facility. • For the latest information on childcare rules and regulations, please visit the Division of Child Development and Early Education's website at https://ncchildcare.ncdhhs.gov/ • We discussed that you are due to renew your Prevention of Shaken Baby training by December 2026. • During the visit, we discussed lead water and well water testing. Lead water testing is completed every three (3) years through Clean Classrooms for Kids. Well water testing is completed every two (2) years through the county. Your lead water testing is not due until July 2027. Your well water testing is due immediately. Please schedule your well water testing and reach out to me once it has been completed. • Make sure you have an emergency drill this week. We discussed that you are the sole proprietor of this family childcare home. Ms. Steelman stated the only people living in the home with her are her granddaughter. Be reminded that you and your granddaughter must have criminal record checks conducted every five (5) years. You may go to the Division of Child Development & Early Education's website at https://ncchildcare.ncdhhs.gov and complete this process six (6) months prior to the expiration date on your qualifying letter. A lockdown emergency drill was documented on 6/4/25 at 3:46 pm with twenty-nine (29) seconds to lockdown by R. Steelman. The last outdoor inspection was documented on 2/4/25 at 3:54 pm by R.
