Your program currently operates with a five-star license, issued 10/18/2019, earning 5 points in the education component, 7 points in the program standards component (meeting enhanced requirements) and 1 quality point for the programmatic option of having reduced group size by one in each group form the seven-point level as required in Rule .2818(c). The center's compliance history was reviewed with the operator. The program’s compliance history was ninety four percent as of June 9, 2026. The NC Secretary of State website was reviewed on June 9, 2026, and The Joy In Caring Child Care, Inc. was listed as current-active. The license was posted, and the restrictions were in compliance. A walk-through of the facility was completed, monitoring all indoor and outdoor areas. Two groups of children were observed in both the indoor and outdoor learning environments. Children throughout the facility were participating in indoor free play, transitions, and personal care routines. In the indoor space, children engaged with manipulatives and blocks materials. In the outdoor space, ride cozy cars and tossed balls. Proper handwashing techniques were observed. Fire and sanitation inspections remain current. Lunch was observed and consisted of cheese pizza, French fries, applesauce and milk. The following violations were observed. Violation Number Comment Rule 1846 A child two years or older was placed with children under one year of age without physician certificate that the developmental age of the child makes this placement appropriate. Three children, two years of age, were present in space #3 with five children 0 to 1 year of age. .0713(a)(3) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. The violation(s) documented must be corrected immediately. On or before June 25, 2026, I must receive a written, dated, and signed compliance letter that describes accurately and in detail, how and when the violations were corrected. You stated the infant had recently enrolled and you had not made transition for the two-year olds. We discussed your plan to transition children and your long-term goal for the program as you have infants enrolling in the near future. I suggested you use Space #4 for children two years of age or use Space #1 for children between two and five years of age, remembering to always follow the staff/child ratio for the youngest child. After the first hour of the day, if children under two years of age are present, they must be cared for and accompanied by a staff member in Space #3. Consultation: QRIS- You are still undecided on the pathway you will pursue. You have contacted NCRLAP for have an Outreach Assessment completed. S. Monk, QUEST Consultant, was present during the visit to assist you with room arrangements, observations and provide technical assistance as you prepare for the assessment. We looked at low scoring items from your last rated license assessment. During the visit we reviewed sections .3200 of the child care rules, with a focus on education requirements. We identified staff that need to update their WORKS accounts and those that need CEUs and or competency evaluations to mee the requirements of the desired star level. Facility Maintance-There was visible mold, present on the ceiling tile of the bathroom hall. You shared that you were area of it and had scheduled maintance repairs for June 13, 2026. You provided me with correspondence between you and the contractor. Please send pictures of the repairs when they are completed. We discussed how you complete building inspections, how staff report facility needs, and when you schedule routine maintenance. You shared that you have begun developing a plan for some renovations to the facility. Today there were two areas of the wall in space #1 that had peeling paint. We discussed furniture placement and room arrangement. We discussed the wall damage may be caused by furniture, such as chairs of shelving bumping against the wall. You may move furniture in front of the peeling areas, to make it inaccessible, while you wait for someone to come and paint the walls. Children’s Records- Children are required to have a medical exam by a doctor and a copy of their immunization record no later than 30 days from their first day of attendance. Immunization records are required for all children; however, a medical exam is required for all children from birth to five, that have not started Kindergarten. A medical exam can be accepted if completed within the last 12 months prior to enrollment. One of three children’s records reviewed contain an immunization record that was dated beyond 30 days of enrollment. One of three children’s records reviewed did not contain a health assessment. Today, you shared with me that you now require children to have a health assessment and immunization record on file on the first day of care. Review children’s records at least once a week for the first week of enrollment, verifying all required documents filed and you communication with families of any needs you may have in a timely manner. Transportation- Transporting children in child care is a high risk activity and caregivers must be prepared in case of an emergency. A fire extinguisher was not present of the van used to transport children. One of ten children’s identifying information did no contain a photograph. You stated you had purchased a new fire extinguisher and last saw it prior to having the van cleaned and were not aware it was missing. You stated you were no aware the photo was missing for the one child. Prior to transporting children, complete a van inspection ensure all required items and documents are present. Pathways to the Stars: During the visit an overview of section .3200 of the child care rules was provided. Each of the following pathway options were discussed: Program Assessment Pathway, Classroom and Instructional Quality Pathway, and Accreditation and Head Start Pathway. Additionally we reviewed education requirements, approved curriculums and formative assessments and requirements for competency evaluations. You informed me that your facility will pursue Pathway #2: Classroom and Instructional Quality. Have staff to review and update their WORKS accounts by May 2026. Safe Furnishings- Parents/guardians expect that their child will not be exposed to hazardous play environments, yet will have the opportunity for free, creative play. When items become broken or damaged, inspect the items and make them inaccessible to children if the hazard cannot be immediately corrected. The process of notifying the Division has changed and is now captured in ABCMS. This change has been in effect since February 2024. Effective immediately, you will need to obtain a Business NCID and complete Provider Portal training in Moodle at https://www.dcdee.moodle.nc.gov/course/view.php?id=119. Once the training has been completed and access has been given, you must verify your facility roster to ensure current staff are noted on the roster. This information should be updated in ABCMS in an ongoing basis as staff members are hired and when their employment is terminated. This satisfies the requirement to notify the Division of new child care providers working who were hired or moved into the child care facility within five business days.
