This visit was conducted by Cara McKeown-Stewart, Childcare Consultant, with Angelia Shipp, Operator. Ms. Shipp stated she had been closed for vacation from 10/02/2023 through 10/13/2023. Your program currently operates with a 4-Star license. Restrictions include 1st, 2nd, and 3rd shift care, children in care on ground level only, and a maximum of five preschoolers at any time. The license was observed, and the restrictions were found in compliance. A walk-through of the home was completed today. Indoor and outdoor areas were observed. Upon arrival, capacity was monitored as indicated on the attached worksheet. Supervision was adequate during the visit. I observed positive interactions today. I observed the children in care playing with toys, engaging in conversations and activities with Ms. Shipp, and participating in general routines during the visit. Ms. Shipp stated she uses Circle of Generations food program. I observed developmentally appropriate materials and activities were available to the children in the licensed space. Ms. Shipp stated she prepares all meals in the space designated for child care. The last annual compliance visit was conducted on 10/24/2022. A Verification of Required Information for Operator and Additional Caregivers form was completed during the visit for the operator. Ms. Shipp stated she is the only person who lives in the home, and she does not currently use an additional caregiver or substitute. A FCCH and Centers Located in a Residence Operator’s Statement of Responsibility form was provided to the operator during the visit. We discussed the owner status of this facility. Doletta Learning Center, LLC was listed on the Secretary of State Website as current and active on 10/23/2023. Program records and required postings were monitored. A fire drill was completed on 9/01/2023. A shelter in place drill was documented on 9/01/2023. An outdoor inspection was documented on 10/23/2023. The electrically operated smoke detector (with battery back-up) was tested and observed to be functioning properly during the visit. There are currently no pets at this facility. Ms. Shipp does not provide transportation, participate in aquatic activities, or off-premise activities with children enrolled at this time. Staff files and children’s records were monitored per DCDEE procedures. A physical copy of the Emergency Preparedness and Response Plan was not observed to be on file for review. Ms. Shipp stated no children enrolled take medication during operating hours. The following violations were cited during today’s visit: Violation Number Comment Rule 2056 Documentation of the operator's Emergency Preparedness and Response plan was not completed and/or maintained on the template provided by the Division of Emergency Management. The electrically operated smoke detector (with battery back-up) was tested and observed to be functioning properly during the visit. There are currently no pets at this facility. Ms. Shipp does not provide transportation, participate in aquatic activities, or off-premise activities with children enrolled at this time. Staff files and children’s records were monitored per DCDEE procedures. A physical copy of the Emergency Preparedness and Response Plan was not observed to be on file for review. Ms. Shipp stated no children enrolled take medication during operating hours. The following violations were cited during today’s visit: Violation Number Comment Rule 2056 Documentation of the operator's Emergency Preparedness and Response plan was not completed and/or maintained on the template provided by the Division of Emergency Management. A physical copy of the Emergency Preparedness and Response Plan was not on file for review. 10A NCAC 09 .1714(c) & .1721(e)(1) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. You must correct the violations cited during today's visit immediately and send me documentation verifying compliance on or before 11/06/2023. Technical assistance provided during today’s visit: • You must notify your consultant 30 days prior to changing the ownership status of your facility. - The following Child Care Rule was reviewed with Ms. Shipp: 10A NCAC 09 .1703 ON-GOING REQUIREMENTS FOR FAMILY CHILD CARE HOME OPERATORS (j) Each family child care home operator shall have a record of training activities in which each staff member participates, including copies of training certificates or official documentation provided by the trainer. That record shall include the subject matter, topic area in G.S. 110-91(11), training provider, date provided, hours, and name of staff who completed the training. This documentation shall be on file and current. • Please add copies of blank incident report forms to your Ready To Go file. - Please check the boxes on your posted Safe Sleep Policy which your facility follows; please also provide an updated copy of this policy to newly enrolling parents of infants. - Please ensure all baby gates, especially those near stairs, are properly secured to the wall. - Please be reminded your facility is in cohort one. Throughout the next few months, I recommend you consider completing the following tasks and activities that will help prepare you for your reassessment year, which will be sometime between July 1, 2024 and June 30, 2025. If possible, the Division will align the reassessment with your annual compliance visit timeframe. • Have all staff update WORKS accounts to reflect all currently completed coursework (DCDEE-WORKS) • Determine whether you wish to have Environment Rating Scale (ERS) Assessments [ITERS-R, ECERS-R, SACERS-U, FCCERS-R] conducted • Request technical assistance with your child care consultant and local partners • Participate in local CCR&R and NCPC quality related training/workshops (CCRR Information) • Reach out to your local Community College to discuss educational opportunities • Review NCRLAP website ERS resources (www.NCRLAP.org). A worksheet is available for each subscale of each rating scale. • Family child care home providers consider the FCCERS-R self-study process and timeline for completion since it must occur over a 3-month time period prior to your rated license reassessment • Consider requesting an ERS assessment (free of charge) during the preparation year. Remember the scores can be used in a variety of ways o ERS assessments can be requested during the preparation year and scores can be used as guidance to enhance program quality o If desired, assessment scores can be used during the preparation year if the operator wants to move forward with a rated license reassessment o Assessment scores can be saved to use during the reassessment year o Facilities can request another ERS assessment (free of charge) in your reassessment year for any ERS assessment scoring less than a 5.0 At the completion of the visit, you requested I not review visit summary documentation with you.
