Restrictions include first shift care; second shift care; children in care on ground level only; meets enhanced ratios; children under 2 1/2 years old in rooms with direct exits only; door locked to can wash; and foods prepared & served same day-no reheating foods. The license was observed, and the restrictions were found in compliance. The NC Secretary of State website was reviewed on 04/07/2025 and A Better World Learning Center Inc. was listed as current and active. The program’s compliance history was 95% prior to today’s visit. All programs are required to maintain at least 75% compliance. A walk-through of the facility was completed today. Indoor and outdoor areas were observed. Staff/child ratio and space capacity were monitored as indicated on the attached worksheet. Supervision was adequate during the visit. I observed staff/child interactions today. I observed children eating breakfast, engaging in free play, routine activities, group time, and graduation practice. I observed materials and activities that were available to the children in the classrooms. Your program was also monitored for compliance with implementing an approved curriculum as required for all four- and five-star licensed facilities where four-year-old children are enrolled. Your facility uses the Creative Curriculum. The last annual compliance visit was conducted on 06/20/2024. A sanitation inspection was completed 04/01/2025 with a superior classification. The last fire inspection was conducted 02/27/2025. Program records and required postings were monitored. A fire drill was conducted on 04/29/2025. A shelter in place drill was documented on 04/28/2025. An outdoor inspection was documented on 05/07/2025. Staff files and children’s records were monitored per DCDEE procedures. Nutrition requirements were monitored per DCDEE procedures. Storage of hazardous items was monitored today. Hazardous items were stored in locked closets and in the kitchen. Storage and administration of medication were monitored. Medication authorization was monitored. The program does not provide transportation. The following violation was cited during today’s visit: Violation Number Comment Rule 1805 A child care operator did not notify the Division of any new child care providers, as defined in G.S. 110-90.2(a)(2), who were hired or moved into the child care facility within five business days. During the visit, I observed the ABCMS Provider Portal that did not have a current roster documenting any employees. G.S. 110-90.2 & .2703(r) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. You must correct the violation cited during today's visit immediately and send me documentation verifying compliance on or before 05/28/2025. The following information must be included in your signed and dated compliance letter: • the name of your center • facility ID number • date • title of the person who signs the letter • each violation number(s) • describes accurately and in detail how and when you corrected each violation You may email the letter to whitney.parker@dhhs.nc.gov or mail two copies of the letter to: Whitney Parker P.O. Box 1342 Lexington, NC 27293 If you state in your letter that corrections or changes have been made when they have not, it will be considered falsification of information and could lead to administrative action taken by the DCDEE. Repeated violations, continued non-compliance, or failure to submit the compliance letter prior to the date given in this visit summary can also lead to administrative action taken by the DCDEE. Additional monitoring visits may be conducted during the year to monitor compliance with applicable childcare requirements. Technical assistance discussed during today’s visit related to violations: • During the visit, we discussed the process of notifying the Division of new employees has changed and is now captured in ABCMS. This change has been in effect since February 2024. Effective immediately, you will need to obtain a Business NCID and complete Provider Portal training in Moodle at https://www.dcdee.moodle.nc.gov/course/view.php?id=119. No action is needed on your part if you have completed the reference training and are currently using the ABCMS Provider Portal to update information regarding new hires or residents. Once the training has been completed and access has been given, you must verify your facility roster to ensure current staff are noted on the roster. This information should be updated in ABCMS on an ongoing basis as staff members are hired and when their employment is terminated. This satisfies the requirement to notify the Division of new childcare providers working who were hired or moved into the childcare facility within five business days. The compliance of this rule will be monitored during your next visit. Please note, the hard copy of the Change of Information form will no longer be needed or accepted. Should you need assistance please contact the Criminal Background Check Unit at (919) 814-6401 and someone will assist you. Additional Information/Consultation: • You must notify your consultant 30 days prior to changing the ownership status of your facility. • During the visit, we discussed the additional room being added to your facility. As we discussed at your annual compliance visit on 06/20/2024, prior to enrolling children in the new classroom, you will need to complete all required inspections including building, zoning, fire, and sanitation. Once all the inspections have been completed, you will be able to set up the space for use. Once the classroom has been fully furnished and set up, you will need to contact me to come measure the space and determine how many children can be present. At that time, I would be able to view the room and take the necessary measurements to determine if the room is approved. At that time, I will also need to remeasure your playground to recalculate the number of children that can be on the playground since some of the playground space is being used for the new space. Let me know if you have any questions during the construction. • We discussed that you are now using the small playground for outdoor play and allowing children to rotate times on this playground. At the completion of the visit, this visit summary was reviewed with and provided to you. Thank you for your time and assistance during the visit. If you have any questions about the visit, please contact me or my supervisor using the information below. Additional monitoring visits may be conducted during the year to monitor compliance with applicable childcare requirements. Technical assistance discussed during today’s visit: • We discussed rule .0601(a). Aerosol cans, gas cans, and power tools must be inaccessible to children. You stated the workers came yesterday to begin construction on your new addition. The workers arrived during the visit and removed the items that needed to be inaccessible. You stated you told them at the end of each day, they need to ensure the items are removed and inaccessible to children. I recommend doing a walk through first thing in the morning to ensure all hazardous items are not accessible to children while construction is taking place. • We discussed rule .0701(d). Each employee must have a medical file stored separately from their personnel file. The medical file must include a TB test, annual health questionnaire, and the medical report. The file must be stored separately from the personnel file and cannot be inside the personnel file. During the visit, you made medical files for all employees and stored them behind the personnel file. • We discussed rule .0607(f). Employees must review the EPR plan on an annual basis. Documentation of this review must be available to review. During the visit, you reviewed the EPR plan with the two employees who needed the annual review and placed documentation in their files. Moving forward you can have the employee sign a statement and renew it yearly when you review these documents. • We discussed rule .0802(a). Employees must review the EMC plan on an annual basis. Documentation of this review must be available to review. During the visit, you reviewed the EMC plan with the two employees who needed the annual review and placed documentation in their files. Moving forward you can have the employee sign a statement and keep renew it yearly when you review these documents. Additional Information/Consultation: • You must notify your consultant 30 days prior to changing the ownership status of your facility. • On 02/21/2024, I emailed you a document regarding required Lead and Asbestos Testing. Ms. Grinton confirmed during today’s visit that the email was received and provided information that they completed the webinar and testing. • On your staff and training worksheets, make sure you include the date the employees receive their operational and personnel policies. • Seasonal employees, part time employees, floaters, and substitutes must be listed on the staff and training worksheets. These employees are required to have on-going training hours, employee evaluations, and all other documentation that regular full-time employees have. • During today’s visit, you stated you received the Expansion and Access grant and that you were using these funds to expand your facility to hopefully incorporate an NC Pre-K classroom. You stated you had contacted the building/zoning department and received all required permits prior to construction. Construction is currently in progress. Prior to enrolling children in the new classroom, you will need to complete all required inspections including building, zoning, fire, and sanitation. Once all the inspections have been completed, you will be able to set up the space for use. Once the classroom has been fully furnished and set up, you will need to contact me to come measure the space and determine how many children can be present. At that time, I will also need to remeasure your playground to recalculate the number of children that can be on the playground since some of the playground space is being used for the new space. The room will not be able to be used by children until all inspections have been completed and I approve the space. Let me know if you have any questions during the construction.
