Jennifer Bradshaw Garrett, Child Care Consultant, accompanied me on today’s visit. B. Bell, Lead Teacher, assisted me with the visit. D. Outlaw, Owner/Administrator, was contacted via telephone and notified of my presence. Your program currently operates with a five-star license, issued January 13, 2026, earning seven (7) points in the education component, six (6) points in the program standards component (meeting enhanced space and enhanced ratios) and one (1) quality point for offering a staff benefits package and infrastructure of parent involvement. The last annual compliance visit was conducted on February 5, 2026. The sanitation inspection was completed December 17, 2025, with a “Superior” classification. The last fire inspection was conducted on June 2, 2025, and your facility was approved for daytime care only. The center's compliance history was reviewed with the operator. The center's compliance history was reviewed with the operator. The program’s compliance history was ninety percent (90%) as of June 4, 2026. The NC Secretary of State website was reviewed on June 4, 2026, and Windsor Jumpin Jack Child Care Center, Inc. was listed as current- active. A walk-through of the facility was completed today; all indoor and outdoor areas were monitored. The children built with Legos on the floor. The caregiver led circle time. She discussed the day of the week, asked to spell their names and read the book “Corduroy”. The caregiver interactions were warm and responsive. No new staff have been hired. Rated license requirements were reviewed to ensure compliance was maintained with current program and education components as well as the quality point. Lunch was observed and consisted of chicken filet, bun, green beans, mixed fruit, and milk. The following two (2) violations were documented. Violation Number Comment Rule 807 A safe indoor and outdoor environment was not provided for the children. There were active ant hills on both outdoor spaces. Arrival/Departure Times: Promoting the health and safety of individual children requires keeping records regarding supervision of each child in care. You must know which children are receiving care at any given time and for how long they were in your care each day. There are leaves and sweet gum balls, seed pods from the sweet gum tree, built up at the base of the fence and vines starting to grown on the fence. These can compromise the height of your fence and harbor rodents. Clear the leaves, sweet gum balls, and vines to ensure compliance is always maintained. Open-ended Creative Activities: Open-ended creative activities give children complete freedom to explore, experiment, and make decisions without a predetermined "right" or "wrong" final outcome. These experiences focus purely on the creative process. They foster critical thinking, build confidence, and strengthen fine motor skills as children dictate their own play. Offer blank sheets of paper with items such as paint, markers, crayons, glue, and tissue paper and watch the children’s creativity unfold. Outdoor Materials: Balls were available for outdoor play. To enhance gross motor development, add additional materials such as, hula hoops, ride on toys, push toys, jump ropes, and frisbees. Menu Substitution: Mixed fruit was served rather than the mandarin oranges listed on the menu. Although the substitution was made on the menu, remember to document the change to the menu prior to the food served. According to the posted menu, the lunch served consisted of baked ham, cabbages, mandarin oranges, bread and milk. As discussed, you may use Moodle to start the repetition of topics and it will also count towards your on-going hours due for this year. In the future, I urge you to take workshops on a more regular basis. Broken Furnishings - All broken equipment or furnishings shall be removed from the premises immediately or made inaccessible to the children. Today on the playground there were two wooden benches with nails protruding. These items will need to be repaired or replaced immediately to ensure a safe environment for the children in care. Currently, this center operates with a Five-Star License, issued May 13, 2022, earning six (6) points in the Program Component, seven (7) points in the Education Component (meeting minimum requirements and meeting all enhanced requirements) and 1 Quality Point. The sanitation inspection was completed on June 13, 2023, earning a “Superior” classification. The last fire inspection was completed on June 30, 2023 and was approved for day time care only. The last annual compliance visit was completed on March 1, 2023. B, Bell, Administrator, was present and available to assist and D. Outlaw, Administrator, arrived before the end of the visit. Thirteen (13) children age ranging two (2) to three (3) years old were present. Children were observed engaged in free play in centers, completing transitions, teacher directed activities, and outdoor play. All staff and child interactions were positive and nurturing. I used the Annual Compliance Monitoring Checklist and the Child Care Center Item Number Listing (DCD 0357) as a basic monitoring tool to assess compliance with all applicable child care requirements pertinent to this facility. Staff and Training worksheets and 10% of children’s records were reviewed and violations were documented. Due to technical difficulties a hand written/ typed visit summary was reviewed and left with you at the conclusion of the visit. A computer-generated visit summary will be emailed to you.
