J. Watson, Owner/Operator, assisted with the visit. Three (3) children were observed in care today, all two (2) years old. Children were engaged in free choice play with developmentally appropriate toys/materials, outdoor play, interacting with the caregiver, completing toileting and hand washing routines and napping. You interacted with children during free play and outdoor play. You encouraged children to play together and share toys/materials. Behaviors were redirected in a positive and nurturing manner. Currently this program operates with a four-star License earning seven (7) points in education, two (2) points in the program standards and one quality point for caring for no more than two infants under age one. The following violations of the child care requirements were documented. Violation Number Comment Rule 1409 Operator did not provide a physically safe and healthy indoor and outdoor environment that meets the developmental needs of the children in care. Screws were protruding from the deck used by children to access the entrance of the facility. The deck also had areas of split wood which may cause splinters and pose safety concern. 10A NCAC 09 .1719 (a) 1848 A Division representative was denied access to inspect the child care facility. Access to monitor the facility was not provided on August 6, 2025, while children were in care and the program was in operation. GS 110-105 .1709 1922 Plastic bags, toys, and toy parts small enough to be swallowed, including but not limited to materials that can be easily torn apart such as foam rubber and styrofoam, were accessible to children under the age of three. A plastic grocery bag was on a shelf accessible to children and diaper wipes in packaging labeled keep out of reach of children were under the diaper changing table and accessible to two-year-old children in care. .1719(a)(18) The violations documented must be corrected immediately. Please send a compliance verification letter to me describing how the violations were corrected. The program’s compliance history was 95% as of August 6, 2025. OWNERSHIP STATUS: Jameese Watson is listed as the current owner of this family child care home. Prior to making any changes to the ownership status, contact me to discuss the changes in ownership procedures such as forming a corporation, etc. FACILITY PROFILE INFORMATION: You stated the mailing address, phone number and email address listed for your program are correct. ACCESS TO THE FACILITY: On August 6, 2025, the operator did not open the door to allow the child care consultant to enter and inspect the facility while children were in care. During today’s visit, you confirmed that a child was present at that time. You explained that you were addressing a situation requiring you to calm the child and, due to your location in the home, you did not hear the knock at the door, the doorbell, or the phone calls made to you while the consultant was on the premises. I informed you that entry to the child care facility must be granted to division representatives at any time children are in care and the program is in operation, for the purpose of monitoring compliance. Access must therefore be provided without delay. I advised you to develop a plan of action to ensure you are notified of visitors upon arrival and able to open the door promptly. This may include installing cameras, using a louder doorbell, or implementing other notification methods. SAFE INDOOR & OUTDOOR ENVIRONMENT: We discussed the importance of ensuring the environment is safe for children by removing any potential hazards that post a threat. I explained that plastic materials should not be in spaces accessible to children under the age of three; therefore, the plastic grocery bag and diaper wipe packaging must be removed to prevent access. I further shared that the screws on the deck should either be removed or securely covered on the deck, and the split wood observed should be repaired. Because the deck is used as a entrance to the child care program and to access the outdoor play area and accessible to children, it must always remain safe. HEAT SAFETY: To ensure heat safety in a child care setting, prioritize staying cool, hydrated, and informed, and be aware of the signs of heat-related illnesses. Move outdoor activities to cooler times, dress children in appropriate clothing, and provide plenty of fluids. Regularly check for signs of heat exhaustion or heatstroke and have a plan in place for extreme heat situations. Your program currently operates with a four-star license, issued 9/27/2023 earning 7 points in the education component, 2 points in the program standards component and 1 quality point for restricting Infant capacity to no more than two children under one year of age. The center's compliance history was reviewed with the operator. The program’s compliance history was one hundred percent as of 3/17/25. The NC Secretary of State website was reviewed on 3/17/2025 and your family child care home is not owned by a corporation. We reviewed your facility contact information listed on the Division of Child Development and Early Education (DCDEE) website and all information is current. A walk-through of the facility was completed today, all indoor and outdoor areas were monitored. You were caring for three children in the designated child care space. An example is: Jane Doe, Administrator AAA Child Care ID # 12345678 Technical assistance was provided on the following: CPR/First Aid - Knowing what to do in an emergency medical situation can mean the difference between life or death. Being trained in CPR and first aid can be invaluable when someone is in serious medical distress. Therefore, it is so important that all staff working directly with children have current CPR and First Aid Certification. You had CPR and first aid training certificate on file dated 11/3/24 from NationalCPRFoundations. We discussed that this organization is not an approved agency. I provided you with a copy of the approved agency list provided on DCDEE website. Handwashing: Hand hygiene is the most important way to reduce the spread of infection. Many studies have shown that improperly cleansed hands are the primary carriers of infections. The arrival of one child was observed, the child did not wash their hands. When frequent and proper hand hygiene practices are incorporated into a child care center’s curriculum, there is a decrease in the incidence of acute respiratory tract diseases. We discussed handwashing requirements. ABCMS: As stated in G.S. 110-90.2 & .2703(r) child care operators are to notify the Division of any new child care providers working who were hired or moved into the child care facility within five business days. The process of notifying the Division has changed and is now captured in ABCMS. This change has been in effect since February 2024. Once the training has been completed and access has been given, you must verify your facility roster to ensure current staff are noted on the roster. This information should be updated in ABCMS in an ongoing basis as staff members are hired and when their employment is terminated. This satisfies the requirement to notify the Division of new child care providers working who were hired or moved into the child care facility within five business days. To gain access to the Provider Portal complete the ABCMS Child Care Provider Portal Training on DCDEE's Moodle. A certificate will be issued upon successful completion of the test. Email the certificate and Powerform along with your full name, position and Facility ID to DCDEE_ABCMS_Provider@dhhs.nc.gov to get access to the portal. Additional Comments: Today we reviewed the child care rule .1719 safe indoor and outdoor environment. NCID: Did you know that if you do not login on any DCDEE platforms (e.g., Moodle, WORKS, CBC) for a period of 12 months, your account will be archived? An archived account cannot be reinstated. You will need to create a new one and then email all platforms (e.g., Moodle, WORKS, CBC) to merge accounts. As part of ongoing efforts to protect state systems and data, the N.C. Department of Information Technology will be changing the minimum length of NCID passwords from eight to 14 characters. When you change your current password after Feb. 23, however, you will be required to create a new one that must: • Be a minimum of 14 characters. • Consist of at least one numeric character, at least one uppercase letter, at least one lowercase letter, and at least one special character such as #, &, * etc. • Passwords shall not contain number or character substitutes to create dictionary words (e.g., d33psl33p for deepsleep). Public Notice: QRIS Modernization Proposed Rule This set of rules is proposed for adoption and amendment by the N.C. Child Care Commission in response to Session Laws 2023-40 and 2024-34 regarding the modernization of the state’s Quality Rating Improvement System (QRIS). QRIS is based on a star-rating licensing system that applies to child care centers and family child care homes that meet all minimum child care requirements which include but are not limited to health and safety standards and those who voluntarily choose to meet higher standards. You can access the Proposed Amendments and Adoption on the Division’s website under the “What’s New” tab visit QRIS Modernization. Public comments ends April 4, 2025. Being trained in CPR and first aid can be invaluable when someone is in serious medical distress. Therefore, it is so important that all staff working directly with children have current CPR and First Aid Certification. You had CPR and first aid training certificate on file dated 11/3/24 from NationalCPRFoundations. We discussed that this organization is not an approved agency. I provided you with a copy of the approved agency list provided on DCDEE website. Handwashing: Hand hygiene is the most important way to reduce the spread of infection. Many studies have shown that improperly cleansed hands are the primary carriers of infections. The arrival of one child was observed, the child did not wash their hands. When frequent and proper hand hygiene practices are incorporated into a child care center’s curriculum, there is a decrease in the incidence of acute respiratory tract diseases. We discussed handwashing requirements. ABCMS: As stated in G.S. 110-90.2 & .2703(r) child care operators are to notify the Division of any new child care providers working who were hired or moved into the child care facility within five business days. The process of notifying the Division has changed and is now captured in ABCMS. This change has been in effect since February 2024. Once the training has been completed and access has been given, you must verify your facility roster to ensure current staff are noted on the roster. This information should be updated in ABCMS in an ongoing basis as staff members are hired and when their employment is terminated. This satisfies the requirement to notify the Division of new child care providers working who were hired or moved into the child care facility within five business days. To gain access to the Provider Portal complete the ABCMS Child Care Provider Portal Training on DCDEE's Moodle. A certificate will be issued upon successful completion of the test. Email the certificate and Powerform along with your full name, position and Facility ID to DCDEE_ABCMS_Provider@dhhs.nc.gov to get access to the portal. NCID: Did you know that if you do not login on any DCDEE platforms (e.g., Moodle, WORKS, CBC) for a period of 12 months, your account will be archived? An archived account cannot be reinstated. You will need to create a new one and then email all platforms (e.g., Moodle, WORKS, CBC) to merge accounts. As part of ongoing efforts to protect state systems and data, the N.C. Department of Information Technology will be changing the minimum length of NCID passwords from eight to 14 characters. When you change your current password after Feb. 23, however, you will be required to create a new one that must: • Be a minimum of 14 characters. • Consist of at least one numeric character, at least one uppercase letter, at least one lowercase letter, and at least one special character such as #, &, * etc. • Passwords shall not contain number or character substitutes to create dictionary words (e.g., d33psl33p for deepsleep). Public Notice: QRIS Modernization Proposed Rule This set of rules is proposed for adoption and amendment by the N.C. Child Care Commission in response to Session Laws 2023-40 and 2024-34 regarding the modernization of the state’s Quality Rating Improvement System (QRIS). QRIS is based on a star-rating licensing system that applies to child care centers and family child care homes that meet all minimum child care requirements which include but are not limited to health and safety standards and those who voluntarily choose to meet higher standards. Currently this center operates with a four (4) star Family Child Care Home (FCCH) License issued September 27, 2023, earning two (2) points in Program Standards, seven (7) points in Staff Education, and one (1) quality point. Upon my arrival, J. Watson, Owner, was present and available to assist. Three (3) children were present today. The children were observed in teacher directed activities and free choice play, and lunch. Lunch consisted of baked chicken, black eyed peas and green beans, applesauce, and milk. All interactions between the caregiver and the children were nurturing and positive. A walkthrough of the home was completed today. Fire drills, shelter in place/lock down drills, and playground inspections were all current. I used the Annual Compliance Monitoring Checklist for Family Child Care Homes and the Family Child Care Home Item Number Listing (DCD 0357) as a basic monitoring tool to assess compliance with all applicable child care requirements pertinent to this facility. Please remember the entire home is licensed for child care and must meet the applicable child care requirements. Although you designated space to be used for child care in a specified section of your home, the license is issued for the entire location. Any monitoring visit conducted may include spaces other than those you designated for child care. The following violations were documented on today’s visit.
