G. Kimbel, operator, assisted me with today’s visit. Your program currently operates with a four-star license, issued 4/11/17, earning 7 points in the education component, 2 points in the program standards component and 1 quality point for the programmatic option for an infant capacity restricted to no more than two children under one year of age. The center's compliance history was reviewed with the operator. The program’s compliance history was ninety eight percent as of 5/9/25. The NC Secretary of State website was reviewed on 5/9/25 and Loving Arms Family Child Care Home, LLC was listed as current- active. You confirmed household members as G. Kimbel and C. Kimbel. The license was posted, and the restrictions were in compliance. A walk-through of the facility was completed today, all indoor and outdoor areas were monitored. You arrived to the home with five preschool aged children in care. Children engaged in indoor free play at the table with toy animal and in dramatic play with a kitchen set and toy food and pots and pans. You engaged in conversation with the children as they play. The following violations were observed. Chester Kimbel did not complete and submit the required information to have a criminal background check complete prior to the expiration of the previous qualification letter. G.S. 110-90.2 & .2703(n) & (o) 1306 Operator has not completed ITS-SIDS training every three years from the completion date of the previous ITS-SIDS training. This violation must be corrected within fifteen (15) days, by May 27, 2025, and a copy of the qualification letter must be sent with the required compliance letter. If the qualification letter is not on file within the 15 days, the family child care home will move to an inactive status and cannot operate until the qualification letters of the operator and household member is received. You stated that there was a miscommunication about the expiration of the qualification letters. You stated that you had attempted to complete finger prints in 2022 and was told that the qualification letter would expire in five years from that date, making them good until January 2027. We reviewed the child care rules .2703 and you were able to log into ABCMS to create an new application for a background check during the visit. ITS-SIDS Training-Family child care home operators licensed to care for infants 12 months and younger must complete the ITS-SIDS training again no more than 3 years from the completion of previous ITS-SIDS training. The ITS-SIDS training certificate on file expired on 4/28/25. You stated that you thought the training expired later in the year. Today, we discussed tracking methods for keeping up with training and training expirations. Creating notes and visual reminders such as circling the date on desk calendar may be beneficial. G. Kimbal, operator assisted me with the visit. Your family child care home currently operates with a four-star license, issued 4/11/2017, earning 7 points in the education component, 2 points in the program standards component and 1 quality point for serving no more than 2 children under one year of age. The last annual compliance visit was conducted 12/14/2023. The family childcare home’s compliance history was reviewed with the operator. The program’s compliance history was one hundred percent as of 11/18/2024. We reviewed your facility contact information listed on the Division of Child Development and Early Education (DCDEE) website and all information is current. Contact me if you need to make any changes to your contact information, e.g., phone numbers, mailing address. Three children were present today and engaged in freeplay. Developmentally appropriate toys were available on low lying open shelving. There were pleasant interactions between the teacher and children. The outdoor play area on the side of the house consisted of push/pull cars, balls, and a variety of portable toys. The lunch menu reflected beef franks, baked beans, watermelon, whole grain bun, and milk. There following violations were documented. Violation Number Comment Rule 706 Corrosive agents, pesticides, bleaches, detergents, cleansers, polishes, and products under pressure in an aerosol dispenser and any substance that may be hazardous to a child if ingested, inhaled, or handled were not kept in locked storage when children were in care. A bottle of Dawn dish detergent was on the counter by the sink. .1719 (a)(7) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Children under six years of age account for over half of those potential poisonings. Any product under pressure and any product that includes more than one warning must be in locked storage. In the kitchen area a bottle of Dawn dish detergent was on the sink. These items are required to be inaccessible to children by storing at least five feet from the finished floor. You stated that you had just finished serving breakfast when I arrived and that it is kept in the kitchen storage closet. This was corrected during the visit.
