Upon arrival, R Jackson, owner, assisted with the visit. You arrive shortly after and assisted. This center currently operates with a four-star license, earning seven points in the education component, two points in the program standard component and 1 quality point having a combined turnover rate of 20% or less for the administrator, program coordinator, lead teacher, teacher, and group leader over the last 12 months. This program continues to meet enhanced ratio and enhanced space requirements. The last annual compliance visit was completed on March 7, 2024. The last sanitation inspection was completed on December 5, 2024, earning a “Superior” classification. The last fire inspection was completed on June 12, 2024, and the center was approved for daytime care only. Twenty-seven (27) children ranging from ages zero (0) to five (5) years old were observed in care today. Children were engaged in morning routine/activities, free-choice play, eating lunch, completing hand washing and toileting routines, and interacting with caregivers. Lunch consisted of chicken, peas, strawberries, and milk. The following violations were documented. Two children were observed drinking from bottles that were propped with blankets in Space #1. SAFE SLEEP PRACTICES: An individual sleeping space such as a bed, crib, play pen, cot, mat, or sleeping bag with individual linens shall be provided for each pre-school age child in care for four hours or more, or for all children if overnight care is provided, to rest. An infant was observed sleeping on a bouncer. The caregiver removed the child from the bouncer approximately four to five minutes after I entered the classroom. The safe sleep policy adopted by your program specifies that infants aged 12 months or younger shall be placed in a crib, bassinet or play pen, mat, or cot with a firm padded surface when sleeping. I was recommended to review the safe sleep policy periodically with staff working with children under the age of twelve months as a refresher to ensure they are implementing practices as stated. NUTRITION: Bottle propping can lead to serious health issues for babies, including choking, aspiration, ear infections, and tooth decay. Bottle propping is an alternative to holding a bottle for your baby. It involves sitting baby in a bouncer seat, laying them flat in their crib, or otherwise positioning them — and then propping a bottle with a blanket or other object so they can eat hands-free. Bottle propping takes away bonding time with the infant and caregiver. Being held during feeding is how a baby bonds with caretakers. If you transition from holding, you’re an infant during feedings to bottle propping, you could potentially weaken your bond. It was suggested you have additional help available if needed to assist with feeding time to ensure children can be fed appropriately. EDUCATION EQUIVALENCY EXAM: The Division of Child Development and Early Education (DCDEE) prioritizes increasing career pathways for future ECE teachers. However, after lengthy careful consideration DCDEE has reluctantly decided it will not bring back the Early Childhood Equivalency Exam due to concerns about academic integrity. We make this decision to ensure fair and equitable opportunity for all aspiring early childhood teachers, uphold minimum educational standards, and keep staff and children in licensed child care environments safe. Children were observed eating lunch, engaged in free choice play with developmentally age-appropriate materials, outdoor play, interacting with the caregivers, and completing toileting, and hand washing routines. Lunch consisted of pork chop sandwiches, corn, mixed fruit and milk. Currently this program operates with a four-star license. COMPLIANCE HISTORY: The program's compliance history was reviewed with the operator. The program’s compliance history was 92% percent as of October 7, 2024. STAFF/CHILD INTERACTIONS: Upon arrival school-age children were engaged in free play on the large play structure inside the classroom#7. Later in the day the school-age children were given puzzles to put together I groups. Infants were having floor play, and one baby was being bottle fed. Children in Space# 6 played outside until lunch time. Children were served lunch and encouraged to eat. Children talked about the food served. Younger children in Space # were lying down on a medium sized mat while looking at books as the caregiver placed cots down for napping. A variety of toys and material were available for play. Toys and materials were in good repair. Staff talked to children as they actively played with each other. STAFFING CHANGES: You stated one new employee has been hired since the last visit conducted at your facility. The employee's staff file was reviewed during the visit. Based on my review, all requirements regarding staff records were met. SAFE ENVIRONMENT: We discussed ensuring potentially hazardous items are stored in locked spaces as required. White out must be locked in space inaccessible to children. Bolts should always be inserted flushed to the base on the borders. It is suggested that you conduct periodic safety check of spaces used by children to ensure safety requirements are met. Currently, this center operates with a Four-Star license issued on July 11, 2019, earning seven (7) points in the Education Component, six (6) points in the Program Component and one (1) Quality point. The last annual compliance visit was conducted on March 23, 2023. The last sanitation inspection was completed November 30, 2023, earning a Superior rating. The last fire inspection was conducted June 20, 2022, and the facility was approved for care on all shifts. Children were observed engaging in group time, free choice center, teacher directed art, and lunch. Observed interactions between teachers and children were nurturing in nature. Limited monitoring of child care requirements occurred during today’s visit. No violations were observed and/or confirmed during today’s visit.
