Name of Operation: CHRISTINA'S DEVELOPING ANGELS Facility ID: 98000227 Consultant: KESHIA HAYWARD Operation Type: Family CC Home Case Number: Visit Date: 2/14/2025 Number Present: 4 Completed Date: 2/14/2025 Age: From 1 To 3 Total Minutes: 90 Time In: 10:15 AM Time Out: 11:45 AM Time In: Time Out: List to Use: Family CC Home Type Of Visit: Routine Unannounced Announced/Unannounced: Unannounced The purpose of today’s unannounced visit was to monitor your program for compliance with applicable child care requirements during a routine unannounced visit. C. Smith, Owner/Operator, assisted with the visit. Four (4) children were observed in care today ranging from ages one to three years old. Children were engaged in free-choice play, completing toileting, diapering, and hand washing routines, interacting with the caregiver and eating lunch. Lunch consisted of pizza, orange slices and milk. The operator's three school-age and one preschool children were in the home; however, they were not observed during the visit. Currently this program operates with a three-star license earning three points in education, five points in program standards and one quality point serving no more than two children under age one. The following violation was documented today. Violation Number Comment Rule 903 When medication is administered, authorization for the operator to administer the specific medication according to the parent's or health care professional's instructions was not on file and available. An authorization to administer medication form was not on file for an EpiPen kept on site for one preschool child enrolled. 10A NCAC 09 .1720(c)(1&2) & .1721(a)(4) The violation documented was corrected during the visit; therefore, a compliance letter is not required. The parent/guardian signed the administration form when the child returned. COMPLIANCE HISTORY: The program's compliance history was reviewed with the operator. The program’s compliance history was 100% percent as of February 13, 2025. CORPORATION STATUS: Christina's Developing Angels, LLC, is listed as the current owner of this center. According to information verified on the North Carolina Secretary of State’s website, Christina's Developing Angels, LLC remains current and active. I reminded you the corporation status for your program must always remain Current and Active. Failure to comply may affect your child care license. FACILITY PROFILE INFORMATION: You stated the mailing address, phone number and email address listed for your program are correct. If changes in your facility information occurs, please contact me at 252-214-2709 or email keshia.hayward@dhhs.nc.gov to discuss the changes and ensure the information is updated in the system. STAFF/CHILD INTERACTIONS: Upon arrival children were observed playing with toys freely in the space designated for child care. You continuously talked to children during the play and reminded them they were doing an awesome job. A clock was used to remind you and children of transitions; however, you told children what to expect next when the timer rings. Children were taken to the hall for toileting and diapering. Toys were provided for children who were waiting for their turn to use the bathroom or complete diaper changing. A variety of developmentally age-appropriate materials were available for play. Children were cared for in a positive and nurturing environment. MEDICATION REQUIREMENTS: Authorization documentation was not on file for an EpiPen kept onsite for one child enrolled. The action plan was stored in the box with the EpiPen; however, it did not include a statement for authorization to administer. You stated the EpiPen had not been administered to the child’ therefore, you did not know an authorization form was required. I explained any medication kept on site for administration must be accompanied with written permission from the parent or health care provider. I further shared, although the medication was not administered as of yet, in the event an allergic reaction was to happen you would have to administer the EpiPen to the child and authorization had not been given. You added the parent would be returning to bring the child back today and the forms would be completed at that time. CRIMINAL BACKGROUND REQUIREMENTS: As stated in G.S. 110-90.2 & .2703(r) child care operators are to notify the Division of any new child care providers working who were hired or moved into the child care facility within five business days. The process of notifying the Division has changed and is now captured in ABCMS. This change has been in effect since February 2024. Effective immediately, you will need to obtain a Business NCID and complete Provider Portal training in Moodle at https://www.dcdee.moodle.nc.gov/course/view.php?id=119. No action is needed on your part if you have completed the reference training and are currently using the ABCMS Provider Portal to update information regarding new hires or residents. Once the training has been completed and access has been given, you must verify your facility roster to ensure current staff are noted on the roster. This information should be updated in ABCMS in an ongoing basis as staff members are hired and when their employment is terminated. This satisfies the requirement to notify the Division of new child care providers working who were hired or moved into the child care facility within five business days. The compliance of this rule will be monitored during your next visit. Please note, the hard copy of the Change of Information form will no longer be needed or accepted. EARLY EDUCATION EQUIVALNCY EXAM: The Division of Child Development and Early Education (DCDEE) prioritizes increasing career pathways for future ECE teachers. However, after lengthy careful consideration DCDEE has reluctantly decided it will not bring back the Early Childhood Equivalency Exam due to concerns about academic integrity.
