Prior to this visit, the facility’s eighteen-month compliance history was 96%. According to the Secretary of the State website, the corporation’s status, Wilmington Bilingual Preschool LLC is current and active. The last annual compliance visit was conducted by Child Care Consultant Shereen Pickett on 06/19/2024. Sanitation – 03/28/2025 – Superior Fire Inspection – 12/06/2024 – Approved for daytime care only A. Mellor, Administrator was available for consultation. Six indoor and two outdoor spaces are approved for use. Children in spaces 1, 4 and 6 were observed during outdoor play. Children in spaces 2 and 5 were engaged in free play, accessing a variety of age-appropriate materials. Children in space 3 were seated for morning snack. The children bring lunch from home daily and the program provides am and pm snack. AM snack served today consisted of carrots, pretzel sticks and water. The following violations were observed and must be corrected immediately. This is a violation of a requirement in .0605(k)(1-4). .0605(k)(1-4) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. AM snack served today consisted of peanut butter crackers, raisins, cheerios and water. Four violations were observed today. One of the violations was corrected during the visit. Childcare requirements pertinent to this visit type were monitored. The allegation of this report was discussed with A. Mellor, Administrator. You were given the opportunity to state your perceptions of the allegation and to share any pertinent information. This program currently operates with a One Star License, issued July 01, 2022. Restrictions include daytime care only; children under 2 1/2 years old in rooms with direct exits only. The last annual compliance visit was conducted by Child Care Consultant Shereen Pickett on 06/27/2023. Prior to this visit, the facility’s eighteen-month compliance history was 95%. According to the Secretary of the State website, the corporation’s status, Wilmington Bilingual Preschool LLC is current and active. Six spaces are approved for use. Space #3 is used as a nap room. Children in all spaces were observed during free play in centers or outdoor play. The children bring lunch from home daily and the program provides morning and afternoon snacks. Morning snack consisted of cottage cheese, multigrain crackers and water. Afternoon snack planned for the day consisted of cheerios, raisins and water. Staff/child ratios were monitored and found to be in compliance. Allegation #1: There is a concern that staff did not interact with the children in a nurturing and caring manner. This allegation is in reference to the Pre-K 1 classroom, which is used with children ranging in age from three-to-four years old. The reporter stated concerns that since the bathroom is not within the classroom and has multiple stalls, children may be exposed to other children and parents during busy routines when parents are helping their children wash hands upon arrival. I observed toileting routines of whole groups and parents with their children during arrival times today. There are two bathrooms. Each located across from each other in the hallway area. One of the bathrooms has six stalls and the other one has three stalls. Each stall is equipped with a door. Only one child is allowed per stall. Children are not alloowed to close the stall doors for supervision purposes. The staff members usually stand by the main bathroom door and supervise the children’s activities. This way, they are aware to direct the children and ensure sanitary conditions take place. Parents were observed assisting their own children. A parent brought their concern to Ms. Mellor on February 28, 2024. Ms. Mellor explained that she has not had any previous concerns with children’s privacy during bathroom routines, however; she will send out an email to all parents with policy updates regarding bathroom use. On March 3, 2024, Ms. Mellor’s email went out to all parents, alerting them to either wait outside the bathroom door if children are occupying the bathroom or use an alternate bathroom altogether. Ms. Mellor stated all parents were understanding following her email. Several staff members were interviewed today. Each stated they have no concerns with children being exposed to others during bathroom routines and they are aware that adequate supervision is vital. Another concern was regarding inappropriate touching of private parts in the Pre-K 1 classroom. On February 16, 2024, a child reported to her parents that another child in her class touched her privates. The parents brought their concern to Ms. Mellor’s attention. Ms. Mellor stated she was unaware of any concerns with children touching each other in an inappropriate manner, however; she would alert the staff members to pay close attention to the children’s activities. On February 23, 2024, Ms. Azucena, the Lead Teacher, noticed three girls playing “diaper changing” in dramatic play. Video footage was made available to the parents and observed by me today. The girls are seen laying down while fully clothed and pretending to change each other’s diaper. Once Ms. Azucena noticed the girl’s play, she went over to them and was heard asking about what they were doing. One of the girls is heard on the video saying “pretend diaper change” to her teacher. Ms. Azucena redirected the girl’s play and went to the toddler classroom to borrow some diapers. She showed the girls that they can use baby dolls to change diapers. The same day, Ms. Azucena held a “special circle time” and talked to the whole group about proper diaper changes using baby dolls. This is an age and developmentally appropriate behavior. Similar incidents have not occurred following this incident. Based on interviews with staff and my investigation, this allegation was unsubstantiated. Allegation #2: There is a concern that inappropriate discipline was used. The program uses several books including “Little Red Riding Hood” and “The Three Little Pigs” as part of their annual curriculum when exploring fairy tales and fables. They also sing a traditional Spanish nursery rhyme titled “The Wolf and the Apples” as part of their curriculum when exploring apples. The program engages in other activities involving the wolf or “Lobo,” which is the Spanish translation. One of the activities is where children can take turns, dressing up with wolf ears, tail, and claws, running after their friends during outdoor time. Ms. Mellor and several staff members were interviewed today and stated they remind children that “Lobo” is pretend. They also stated they have not had any parent concerns in the past. During the interviews, Ms. Melor along with Ms. Azucena, Lead Teacher in the Pre-K 1 classroom, stated that during quarterly lockdown drills, some staff members jiggle the doorknob and tell the children “Shh….be quiet, the wolf is trying to come in” as a way to get the children to behave. Based on interviews with staff and my investigation, this allegation was substantiated. The following violation was observed and must be corrected immediately. TECHNICAL ASSISTANCE RELATED TO VIOLATION CITED: Regarding Discipline – The word discipline means to teach and guide. Discipline is not punishment. The discipline standard should reflect an approach that prevents behavior problems by supporting children in learning appropriate social skills and emotional responses. Those that work with young children should care for children without ever resorting to physical punishment or abusive language. When a child needs assistance, needs to express feelings, needs, and wants, the adult should help the child learn strategies for dealing with any situation. Conventional discipline too easily slides into punishment. For example, if we embarrass children by singling them out as part of our discipline strategy, this is punishment. Punishment makes young children feel stressed, hurt, rejected, and angry; these feelings make it harder for children to learn emotional and social skills. When we punish children, we are actually making life more difficult for --the child, who feels rejected and unworthy and becomes more challenged in learning social skills --other children who worry for themselves and the punished child --adults who are not being the leaders they want to be Guidance is about building an encouraging setting for every person in the group. It means helping young children understand they can learn from their mistakes, and it starts with showing them how. To give this help successfully, we need to build relationships with every child—especially with the children we find difficult to connect with and understand. We build these relationships from day one, outside of conflict situations. It is only when children know and trust us in day-to-day interactions that they will listen to us when conflicts happen (after we have helped everyone calm down). Remember, as discussed today, I strongly encourage you to review your entire book collection and ensure no violent or scary images are present. I also encourage you to alert your parents prior to using books or other materials that may be viewed as sensitive to others. Getting permission from parents before exploring certain topics that may be offensive or scary to families or children is important. I suggested keeping extra outlet covers in a box in every classroom or using Velcro on outlet covers so that they can be stored near the plug when removed. During the visit, outlet covers were located and placed on the power strips. For the health and safety of the children, all staff members are required to obtain CPR and First Aid certification and keep it current. Renewing and receiving this certification is crucial for staff to be refreshed in first aid and other lifesaving techniques as well as receive the most up to date information. Today we discussed that you are having difficulties getting all staff into training in your area as classes can fill up quickly. You have a class scheduled for your facility for tomorrow and staff that have expired or not obtained the certificate will take the class. Today we discussed strategies, such as partnering with another facility, to help ensure you have spaces at local Smart Start classes or enough participants for private instructors. E. Technical Assistance: Child Care Rule 10A NCAC 09 .0508 ACTIVITY SCHEDULES AND PLANS states that all centers shall have a current schedule and activity plan for each group of children posted for reference by parents and by caregivers. Today we discussed posting activity plans on Friday afternoons so that on Monday mornings they are available for caregivers and for parents to reference. Child Care Rule 15A NCAC 18A .2803 HANDWASHING states that children shall wash hands upon arrival at the childcare center; after each diaper change or visit to the toilet; before eating meals or snacks; before and after water play; after outdoor activity; and after handling animals or animal cages. Except for diapering and before eating meals or snacks, hand sanitizing products may be used in lieu of handwashing while children are outdoors if hands are washed upon returning indoors. Today we discussed reminding staff that using baby wipes and hand sanitizer is acceptable but should not be the norm if there is water and soap available to use. Reminders: Your last fire inspection was 12/5/2022. You stated today that you have scheduled your fire inspection for tomorrow.
