V. McKoy, Owner/Operator, was present and assisted with the visit today. The program operates with a five (5) star license issued May 29, 2025. Restrictions on the permit include: daytime care and overnight; maximum of 5 preschool children at any time; and no more than 3 children less than 1 year old. The last annual compliance visit was conducted on July 23, 2025. The center's compliance history was reviewed with the operator. The program’s compliance history was ninety-four (94) percent as of June 28, 2026. All indoor and outdoor spaces were monitored. Activity plans were available. A variety of age-appropriate learning materials were observed for each age group. All children were adequately supervised. Provider/child interactions were positive and in appropriate manner. Lunch for today consisted of rice, turkey, green beans, peaches, and milk. There were four (4) children present, ranging from 4-8 years of age. Children engaged in free play during the visit. The FCCH Verification Form and the Operator’s Statement of Responsibility were received and monitored. The following violation was observed and corrected during the visit. Violation Number Comment Rule 706 Corrosive agents, pesticides, bleaches, detergents, cleansers, polishes, and products under pressure in an aerosol dispenser and any substance that may be hazardous to a child if ingested, inhaled, or handled were not kept in locked storage when children were in care. The panty was open and liquid white out was observed in reach of the children in the playroom. .1719 (a)(7) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violations documented may impact the compliance history score. Technical Assistance: All items labeled keep out of reach of children and all aerosols must be locked. During today's visit child care requirements monitored for compliance included supervision, staff/child ratio, CPR and First Aid, Criminal Record Checks, storage of hazardous substances and medications, approved space, posting of the license, and other applicable requirements. Victoria McKoy, Owner/Operator, assisted me with today’s visit. Your program currently operates with a five-star license, issued February 20, 2020, earning 7 points in the education component, 7 points in the program standards component and 1 quality point for serving no more than two children under the age of 1. The last annual compliance visit was conducted August 13, 2024. Two (2) children were present during the visit, both 3 years of age. They were observed washing their hands and eating morning snack that consisted of sausage, banana, and milk. Adequate handwashing routines were observed during arrival. Ms. McKoy engaged in free play and informal conversations with the children during routine care needs such as toileting. Age-appropriate materials and activities are available for all age groups enrolled. All Health & Safety Trainings have been completed for their 5 year renewal. The ABCMS portal was monitored today and all household members were represented. The following violations were observed today. Items labeled “Keep out of reach of children” with no other warnings must be stored at a minimum of five feet off the floor. Hazardous cleaning supplies, including those kept under pressure in an aerosol can, as well as medications must be kept in locked storage. The definition of locked storage requires that the lock be unlocked with some type of device such as a key or combination. Regular childproofing locks do not meet this requirement. Ensure that all cleaning supplies and other items labeled “Keep out of reach of children” are kept inaccessible while children are in care. Today I suggested storing all hazardous materials in your kitchen pantry and changing out door handle to one with a lock and key. Lockdown or shelter-in-place drills should be practiced at least every three months as part of your facility's EPR plan. These drills should be documented on the Emergency Drill Record. Frequent practice will allow children and staff members to be familiar with the steps to take to keep everyone safe in an emergency. Today I suggested you plan the dates and times of your drills in advance and use calendar reminders to ensure they are completed at least every three months. Rated License: The “hold harmless” state of rated license reassessments is ending and the new Quality Rating Improvement System standards are forthcoming. This means that you will not be required to have a reassessment according to the timelines discussed previously; however, you may request one voluntarily. Today I encouraged you to review information about the new standards as it becomes available and to plan on training your staff on the new assessment tools if you are interested in Environment Rating Scales assessments. I will share more information as I am able. North Carolina Rated License Assessment Project (NCRLAP): As of February 1, 2025, the new and improved Environment Rating Scales – Third Additions will be implemented. You, Victoria McKoy, Owner/Operator, assisted me with the visit. Your program currently operates with a five-star license issued February 20, 2020, earning 7 points in the education component, 7 points in the program standards component and 1 quality point for serving no more than 2 children under the age of 1. Your program was also monitored for compliance with implementing an approved curriculum as required for all four- and five-star licensed facilities where four-year-old children are enrolled. A walk-through of the facility was completed today, all indoor and outdoor areas were monitored. I observed children in the indoor learning environment. Children throughout the facility were participating in free play in activity areas, transitions and personal care routines, and eating lunch. Rated license requirements were reviewed to ensure compliance was maintained with current program and education components as well as the quality point. A current activity plan was posted and aligns with NC Early Childhood Foundations. The following violations were observed. It is important that the plan is updated as soon as the parent or guardian makes any changes. It is also important that the caregivers are following what the feeding schedule states. We also discussed the required information that must be written on the feeding schedule and the frequency that it must be updated. Today all your feeding schedules were up to date and contained all required information. However, we discussed that there will be some times when the schedule might not coincide with the daily request of the parents or guardians. For example, if the feeding schedule states that a child will eat at 8 am, 10 am and 2 pm however the parent or guardian comes in and states that the child just ate at 7:30 am and will not need a bottle for another one and a half hours, the feeding schedule would no longer be accurate. Victoria McKoy, Owner/Operator, assisted me with today’s visit. Your program currently operates with a five-star license, issued February 20, 2020, earning 7 points in the education component, 7 points in the program standards component and 1 quality point for serving no more than two children under the age of 1. The last annual compliance visit was conducted August 23, 2024. One child (infant) was present during the visit. Two additional children arrived (2 year olds) during the visit. Adequate handwashing routines were observed during arrival. Ms. McKoy engaged in free play and informal conversations with the children during routine care needs such as diapering and during free play. Age-appropriate materials and activities are available for all age groups enrolled. All Health & Safety Trainings have been completed for their 5 year renewal. Fire drills and shelter-in-place/lock down drills were recorded and in compliance. The following violations were observed today. A health assessment was not on file for the infant who has been enrolled since June 2024.
