A rated license assessment was also conducted today. The facility’s Temporary License was issued March 3, 2025, and is valid through September 3, 2025. Restrictions on the permit include a first shift capacity of 60 children aged 3 to 12 years old: daytime care only: no children under 3. Restrictions were in compliance today. Prior to the visit, the facility had an eighteen-month compliance history score of 100% as required by North Carolina General Statute 110-90(4)(c-d). Child Care Consultant Natalie Pond was present during today’s visit. Administrator P. Jackson was present and available for consultation today. According to the North Carolina Secretary of State website, your corporation Rising Stars of North Carolina, LLC is current and active as of today July 22, 2025. The information on record with DCDEE was verified as correct by P. Jackson. Current Inspections are as follows: Superior Sanitation Inspection, with two (2) demerits was earned March 19, 2025. Fire Inspection, approved for daytime only, dated February 20, 2025. The most current fire drill was completed on June 25, 2025 at 10:00am. The most current lockdown drill was completed on June 10, 2025. The most current outdoor inspection checklist was completed on June 25, 2025. All approved indoor and outdoor spaces were monitored. Space 1 is not used as a classroom and has been used for storage. Today, space 1 was used for a dance class. An outside instructor and five enrolled children were observed in space1. In spaces 2 and 3, daily schedules and activity plans were posted and current. The spaces are arranged into activity areas that include but are not limited to dramatic play, fine motor/manipulitives, blocks, art, books, language, writing, science and music. Sand and water are offered at least weekly. The materials and equipment in each activity area are in sufficient quantity to allow at least three children to use the area regardless of whether the children choose the same or different activities. Children were observed during free play. Children were working on puzzles, building in blocks and making cappuccino cookies, drawing, cutting and gluing in art, cooking in dramatic play, reading books and playing with various fine motor materials. Staff were engaged in play with the children and had informal conversations with children during play. The Clean Classrooms for Carolina Kids website reflected the following information about your center’s required three-year water testing, lead paint testing, and asbestos testing: Three-year Water Testing was completed February 19, 2025. The Lead Paint and Asbestos application section has been started but not yet completed. Children’s and staff files were monitored on May 20, 2025. Required center program records were monitored today. At the completion of the visit, the Visit Summary was reviewed with P. Jackson. The following violation was observed and corrected during the visit: Violation Number Comment Rule 829 Gas tanks, gas, and/or charcoal grills, were not inaccessible or in a protective enclosure, making them accessible to children. A grill and propane tank were in space 1 accessible to children. The gill and propane tank were removed during the visit and a no children allowed sign was placed on the door of space 1. .0604(n) No compliance letter is due at this time as the violations was corrected during the visit. As a reminder, Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4)(d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. The violation observed and documented today may impact the compliance history score. Technical Assistance Specific to Today’s Visit: The grill and propane tank were removed during today’s visit. Relocate excess materials from space 1 to a storage space or make the space inaccessible to children. Today you placed a sign on the door stating, “no children allowed”. The sign will remain on the door until the materials have been relocated. Reminders specific to today’s visit: When children are moving from one space to another to use the restroom, ensure staff are communicating with each other. Each classroom staff should know who has left the space and how many children they are responsible for at all times. Today one caregiver (L. Bland) left space 3 with two children to come into space 2 to use the restroom. Moments later a third child came into space 2 from space 3. L. Bland was unaware the third child had joined them as he went into a separate bathroom. The child was supervised as other staff were in the space. The Staff from space 3 should be speaking to the staff in space 2 letting them know x number of children are coming to the bathroom. Then staff from space 2 should let staff from space 3 know that x number of children are returning to their classroom. Rated License Assessment: An application for assessment for a voluntary 2-5 star rated license was received today. The facility did not request the ERS as part of the rated license assessment. Education Standards: The Education component is broken down into different areas. Points in the Education Component are based on the lowest level of education. See below the areas in Education that apply to your facility. Administrator – The administrator is qualified as a Level II administrator, has more than 24 years of experience as an administrator in licensed childcare and has completed BSAC. The administrator earns five (5) points. Program Coordinator – The program coordinator meets minimum requirements (NCECAC + NCECC + BSAC) has more than 24 years of experience as an administrator in licensed childcare and has over 900 hours licensed school-age experience. The program coordinator earns five (5) points. Lead Teacher – One lead teacher is required. According to WORKS, she has the North Carolina Child Care Credential equivalent and more than 5 years of experience. The lead teacher earns 4 (4) points. Teacher- One teacher is required. The facility earns four (4) points in education. Program Standards: This program has approved Operational and Personnel Policies and Procedures and has appropriate information on file for staff. Children's files have statements on file indicating parents received their copies of the policies as well as copies of the brochure "Summary of the NC Child Care Law and Rules". The space contains a minimum of five activity areas available daily. Activity areas include dramatic play, fine motor/manipulitives, blocks, art, books, language, science and music. At the end of the temporary time period, the rated license assessment packet will be completed and submitted to Raleigh for the issuance of a star rated license. The facility file will be transferred to the child care consultant in the assigned territory once the new license has been issued. Technical Assistance: Provider Portal for ABCMS (the criminal records check database): As stated in G.S. 110-90.2 & .2703(r), child care operators are to notify the Division of any new child care providers working who were hired or moved into the child care facility (household members in a Family Child Care Home) within five business days. Previously, written notification such as the “Change of Information” form was used, however the process of notifying the Division has changed and is now captured in ABCMS. Once you receive your Star Rated License, you will need to obtain a Business NCID and complete Provider Portal training in Moodle at https://www.dcdee.moodle.nc.gov/course/view.php?id=119. No action is needed on your part if you have already completed the training and are currently using the ABCMS Provider Portal to update information regarding new hires or residents. Once the training has been completed and access has been given, you must verify your facility roster to ensure current staff are noted on the roster. This information should be updated in ABCMS on an ongoing basis as staff members are hired and when their employment is terminated. As a reminder, Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4)(d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. The violation observed and documented today may impact the compliance history score. Technical Assistance Specific to Today’s Visit: The grill and propane tank were removed during today’s visit. Relocate excess materials from space 1 to a storage space or make the space inaccessible to children. Today you placed a sign on the door stating, “no children allowed”. The sign will remain on the door until the materials have been relocated. Reminders specific to today’s visit: When children are moving from one space to another to use the restroom, ensure staff are communicating with each other. Each classroom staff should know who has left the space and how many children they are responsible for at all times. Today one caregiver (L. Bland) left space 3 with two children to come into space 2 to use the restroom. Moments later a third child came into space 2 from space 3. L. Bland was unaware the third child had joined them as he went into a separate bathroom. The child was supervised as other staff were in the space. The Staff from space 3 should be speaking to the staff in space 2 letting them know x number of children are coming to the bathroom. Then staff from space 2 should let staff from space 3 know that x number of children are returning to their classroom. Rated License Assessment: An application for assessment for a voluntary 2-5 star rated license was received today. The facility did not request the ERS as part of the rated license assessment. Education Standards: The Education component is broken down into different areas. Points in the Education Component are based on the lowest level of education. See below the areas in Education that apply to your facility. Administrator – The administrator is qualified as a Level II administrator, has more than 24 years of experience as an administrator in licensed childcare and has completed BSAC. The administrator earns five (5) points. Program Coordinator – The program coordinator meets minimum requirements (NCECAC + NCECC + BSAC) has more than 24 years of experience as an administrator in licensed childcare and has over 900 hours licensed school-age experience. The program coordinator earns five (5) points. Lead Teacher – One lead teacher is required. According to WORKS, she has the North Carolina Child Care Credential equivalent and more than 5 years of experience. The lead teacher earns 4 (4) points. Teacher- One teacher is required. According to WORKS, she has a high school diploma, the North Carolina Child Care Credential equivalent. She earns four (4) points. Group Leader- One group leader is required. The group leader has BSAC + 30 semester hours in school age related care and 16 years of experience in licensed school age acre. She earns seven (7) points. The facility earns four (4) points in education. Program Standards: This program has approved Operational and Personnel Policies and Procedures and has appropriate information on file for staff. Children's files have statements on file indicating parents received their copies of the policies as well as copies of the brochure "Summary of the NC Child Care Law and Rules". The space contains a minimum of five activity areas available daily. Activity areas include dramatic play, fine motor/manipulitives, blocks, art, books, language, science and music. Sand and water are offered at least weekly. The materials and equipment in each activity area are in sufficient quantity to allow at least three children to use the area regardless of whether the children choose the same or different activities. The early childhood environment rating scales were declined with this application. The facility meets requirements in Rule .2806, and enhanced space. The facility has earned 2 points in program standards. Quality Point: The facility earns one (1) quality point for the administrator having more than 10 years of experience as an administrator in licensed child care. The facility earns 2 points in program, 4 points in education and 1 quality point for a total of 7 points which is a 3 star license. Congratulations! At the end of the temporary time period, the rated license assessment packet will be completed and submitted to Raleigh for the issuance of a star rated license. The facility file will be transferred to the child care consultant in the assigned territory once the new license has been issued. Technical Assistance: Provider Portal for ABCMS (the criminal records check database): As stated in G.S. 110-90.2 & .2703(r), child care operators are to notify the Division of any new child care providers working who were hired or moved into the child care facility (household members in a Family Child Care Home) within five business days. Previously, written notification such as the “Change of Information” form was used, however the process of notifying the Division has changed and is now captured in ABCMS. Once you receive your Star Rated License, you will need to obtain a Business NCID and complete Provider Portal training in Moodle at https://www.dcdee.moodle.nc.gov/course/view.php?id=119. No action is needed on your part if you have already completed the training and are currently using the ABCMS Provider Portal to update information regarding new hires or residents. Once the training has been completed and access has been given, you must verify your facility roster to ensure current staff are noted on the roster. This information should be updated in ABCMS on an ongoing basis as staff members are hired and when their employment is terminated. This satisfies the requirement to notify the Division of new child care providers working who were hired or moved into the child care facility within five business days. Should you need assistance with the portal or the training, please contact the Criminal Background Check Unit at (919) 814-6401and someone will assist you. Annual Compliance Visit: Your center will be due for an annual compliance visit prior to March 3, 2026. Additional visits may be conducted by the Child Care Consultant prior to that date. I encourage you to keep an up-to-date staff and training worksheet available for any monitoring visit that may be conducted. You will need to submit your completed staff and training worksheet to your consultant in preparation for your annual compliance visit. You will need to have an annual fire inspection. It is your responsibility to contact the local fire inspector to request this inspection. On-going Training: Training hours will be monitored for compliance during your annual compliance visit. Training hours are required to be recorded on the on-going training log with certificates attached to the log for verification. Health & Safety Training: All staff must complete Health & Safety training topics within one year of hire. CPR/First Aid and Recognizing and Responding to Suspicions of Child Maltreatment are due within the first 90 days of hire. After initial completion all topic areas must be completed every five years. A training log is available on the DCDEE website. This training information will be reviewed by a DCDEE consultant during a monitoring visit. Annually you must review the EPR plan online and print the review form for your records. You must review the EPR plan and the EMC plan with all staff when it is created, and on an annual basis. I recommend doing this at the same time everyone completes an annual health questionnaire and emergency information. This would also be a good time to review the center’s Emergency Medical Care Plan and to conduct annual staff evaluations and staff development plans. Annual Licensing Fee: Pursuant to GS 110-90(1a) the Division establishes an annual fee for licensed child care facilities. The invoices for the fees are assessed based on your licensed capacity and mailed after the 1st of November every year. You will only receive one invoice, and payment is due in full within 30 days. Please closely monitor your email and be on the lookout for your invoice. Please don’t delay making your payment and be aware that Payment Plans are not available. In addition, please be aware that failure to pay a license fee within 30 days of receipt will result in late charges. If payments are made late and late charges are applied, the fee as well as the late charge must be resolved. Please be reminded that failure to pay a license fee could also result in the facility's child care license being revoked.
