This program currently operates with a Five Star License, issued May 01, 2024, earning 7 points in Education, 7 points in Program, and 1 quality point for choosing a Programmatic Option. The last annual compliance visit was conducted by Child Care Consultant Shereen Pickett on April 24, 2025. Prior to this visit, this facility’s eighteen-month compliance history was 92%. This facility is operated by New Hanover County Schools. Heather Elliott, Child Care Consultant, assisted during the visit. Sanitation Inspection – 05/07/2025 - Superior classification. Fire Inspection – 05/24/2025 - Facility was approved for daytime only L. Lampley, Principal, was present and available for consultation. All approved indoor and outdoor spaces were monitored today. Daily schedules were available for children. Activity plans were observed in the classroom. A variety of age-appropriate learning materials were observed in the classrooms. Preschool children in spaces 1, 7, 9, 10 – 11 were engaged in free play activities, accessing a variety of age-appropriate materials. Preschool children in spaces 2, 5 and 8 were outside in the play area riding bikes, playing basketball, playing in sandboxes, and sliding on the slides. Spaces 3, 4 and 6 are EC only. Breakfast consisted of a super donut, apples, and milk. The following violations were observed and must be corrected immediately. Violation Number Comment Rule 844 Prescribed medicine was not in original labeled container or accompanied by signed and dated written instructions from prescribing physician or health care professional. In space 1, the inhaler used with a child did not have a pharmacy label with instructions from the prescribing physician. .0803(2)(a) 1041 Prior to employment a Criminal Background Check was not completed. A staff member, hired on November 17, 2025, did not have a criminal background check completed prior to employment. G.S. 110-90.2(b) 1757 A valid qualification letter was not on file and available to review at the facility. A staff member, hired on November 17, 2025, did not have a current qualification letter on file. G.S. 110-90.2(b) & (d) & .2703(e) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. The violation(s) documented must be corrected immediately. On or before December 04, 2025. I must receive a written, dated, and signed compliance letter that describes accurately and in detail, how and when the violations were corrected. Please be aware any information submitted by you is legal documentation. If it is determined the information provided in the letter is not true, this may be considered falsification of information. If sufficient information is not received by the due date, a follow-up visit will be conducted. If you email the compliance letter, it must be sent from the email address on file with DCDEE (this serves as your signature) and the following information must be included: name, position, facility name, and facility ID number. TECHNICAL ASSISTANCE RELATED TO VIOLATIONS CITED: Prior to allowing medications into classrooms, ensure all prescription medications have the instruction label from the pharmacy attached to them. All new staff members must have a current criminal background qualification letter completed and on-file prior to beginning their employment at your program. One staff member, hired on November 17, 2025, did not have a valid qualification letter. After researching the ABCMS system, it appeared that her status was still pending, therefore she should not have been allowed to work with children in approved spaces. To remedy this violation, Ms. Lampley replaced the staff member with another that has an active letter. This was to ensure staff/child ratios were followed. Ms. Lampley is going to follow up with the human resources office to ensure rules are followed. REMINDERS: Child care licensing requirements are established to ensure a safe and healthy child care environment. Therefore, it is important for you to be knowledgeable of all of the licensing requirements that apply to your type of program. It is your responsibility to maintain compliance with all of the applicable laws and rules at all times whether or not they have been monitored or specifically discussed with you in the past. The best way for you to make sure that you are meeting all requirements is to periodically review the child care law and rules. Today we discussed the new QRIS Modernization and Ms. Lampley stated the program chose to follow Pathway 1. The program’s permit is current until February 2026. The plan is for the program to complete an outreach assessment by the end of 2025 and transition to the new system by October 2026. Clean Classrooms for Carolina Kids: Your facility’s status, according to the Clean Classrooms for Carolina Kids website, shows the following: • Water Testing-Completed on November 01, 2023. Water testing must be completed every three (3) years. • Lead-Based Paint-No results • Asbestos- No results For the health and safety of children enrolled, ensure leaves are cleaned up often from the playground spaces. To avoid possible tripping hazards, remember to hammer down bolts that are on the plastic borders of the playground areas when they begin to rise. A monthly fire inspection is due for November. At the completion of this visit the summary was reviewed, signed and a copy was left with you. Prior to this visit, this facility’s eighteen-month compliance history was 100%. This facility is operated by New Hanover County Schools. Sanitation Inspection – 02/23/2024 - Superior classification. Fire Inspection – 10/09/2024- Facility was approved for daytime only There are one hundred and twenty-five children enrolled and one hundred and nine children ages 3-5 were present today. All approved indoor and outdoor spaces were monitored today. Daily schedules were available for children. Activity plans were observed in the classroom. A variety of age-appropriate learning materials was observed in the classrooms. Children in spaces 1, 5, 8 and 9 were engaged in free play, accessing a variety of age-appropriate materials. Children in spaces 2 and 10 were seated down for morning group time. Children in space 7 were enjoying morning snack, which consisted of a cheese stick, graham crackers and fruit punch. Spaces 3 and 4 are EC only. Spaces 6, 11, and 12 are not currently in use. Space 13 is a multi-purpose room. The following violations were observed and must be corrected immediately. Violation Number Comment Rule 1048 All staff did not successfully complete certification in First Aid appropriate to the age of children in care. Verification of staff completion of First Aid training from an approved training organization was not in the staff file. S. Anderson's First Aid certification expired in September 2024. .1102(c) 1049 All staff did not successfully complete certification in CPR training appropriate to the age of the children in care. I recommend you track CPR/FA expiration dates 6 months in advance, in order to ensure proper scheduling and completion of recertification for your staff members prior to the expiration date.
