You, Beth Womer, Director, assisted with the visit. The program currently operates with a 1-star license issued May 12, 2020. Restrictions on the permit include: capacity of 222; daytime care only; second grade and above only on second floor; only children aged 30 months and above may be cared for on the second floor; and children under 2.5 years old in rooms with direct access only. The last annual compliance visit was conducted on June 18, 2025. The last sanitation inspection was conducted on December 2, 2025, and the program received a supervisor classification. The last fire inspection was conducted on September 2, 2025, and the program was approved for day time care only. The center's compliance history was reviewed with the operator. The program’s compliance history was ninety-three (93) percent as of May 26, 2026. The NC Secretary of State website was reviewed today, and ETOILE LEARNING DEVELOPMENT LLC, was listed as current- active. You visited each licensed space with me. Infants present in space 1 had routine care needs met such as rest time or participated in free play. Toddler aged children in spaces 2, 3, and 4 participated in free play either indoors or outdoors, or engaged in group circle time. Preschool aged children in spaces 5-11 also participated in free play either indoors or outdoors. Age-appropriate materials and activities were observed for all age groups. Routine toileting and handwashing procedures were monitored, and requirements were met. Staff/child ratios were in compliance in all classrooms. All children were adequately supervised. Caregivers and children interacted with children. Lunch for today consisted of ham and cheese slider, pickles, honey dew melon, and milk. Staff and Training Worksheets- There were thirty-four staff members employed at this facility. There was one new staff; all new staff and a percentage of veteran staff’s files were reviewed. Health & Safety Training – All staff members who have been employed for at least one year, have completed Health and Safety training as outlined in Child Care Rule 10A NCAC 09 .1102. New staff are in the process of completing these training courses. Health and safety trainings are required to be completed during the first year of employment and renewed every 5 years. Remember, the Recognizing and Responding to Suspicions of Child Maltreatment training must be taken at www.preventchildabusenc.org, within the first 90 days of employment. Handwashing is like a "do-it-yourself" vaccine—it involves five simple and effective steps (Wet, Lather, Scrub, Rinse, Dry) you can take to reduce the spread of diarrheal and respiratory illness so you can stay healthy. Regular handwashing, particularly before and after certain activities, is one of the best ways to remove germs, avoid getting sick, and prevent the spread of germs to others. It's quick, it's simple, and it can keep us all from getting sick. Handwashing is a win for everyone, except the germs. The program currently operates with a One Star License, issued May 12, 2020. Restrictions on the permit include: daytime care only; and children under 2 1/2 years old in rooms with direct exits only. The last annual compliance visit was conducted by Child Care Consultant, Shereen Pickett on 07/13/2023. Prior to this visit, the compliance history score was 94%. According to the Secretary of the State website, Etoile Learning Development L.L.C., is current and active. Sanitation Inspection – January 26, 2024 - Superior classification Fire Inspection – September 1, 2023 - Facility was approved for daytime only Beth Womer, Director, was present and available for consultation. Infants in spaces 1 (little dippers) & 3 (moon beams) received care based on individual needs, including diaper, feeding and napping routines. Infants not engaged in routine care were observed engaged in free play with age appropriate materials and activities. Feeding schedules and safe sleep checks were monitored and found to be in compliance. Children one year of age in spaces 2 (shooting stars), space 4 (cosmos) and Space 5 (asteroids) were observed in free play or having routine care needs met such as diapering. Children two years of age in space 6 (sunbursts), space 7 (meteors) and space 8 (comets) transitioned from outdoor play to indoors. Adequate handwashing was observed. Children three – four years of age in space 9 (astronauts) and space 10 (super novas) were observed in free play on their designated playgrounds. Preschool children in space 11 (galaxies) were on a field trip to the aquarium. Therefore, transportation requirements were monitored and found in compliance. School aged children in space 12 (galaxies) participated in free play. Lunch consisted of chicken, pasta, carrots, peas, watermelon, and milk. One violation was observed today and corrected during the visit. Violation Number Comment Rule 614 Bed, cribs, playpens, cots or mats were not placed at least 18" apart or separated by partitions when in use. Cribs in space 1 (little dippers) and space 3 (moonbeams) were placed perpendicular to one another rather than placed 18" apart or separated by a solid barrier. 15A NCAC 18A .2821(e) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Technical Assistance: Cribs, cots, and mats must be placed at least 18” apart or separated by a solid barrier to keep the spreading of germs minimalized. Today we discussed the option of placing plexi glass on the long side of the crib if they need to be placed perpendicular to one another.
