According to the Secretary of State’s website, the corporation’s status, Soleil Learning Development L.L.C, is current and active. The last annual compliance visit was conducted by Child Care Consultant Shereen Pickett on September 18, 2024. Sanitation Inspection – 08/27/2025 - Superior classification Fire Inspection – 08/26/2025 - Facility was approved for daytime C. Tietje, Administrator, and M. Montgomery, Assistant Administrator, were present and available for consultation. Infants in spaces 1 and 2 were observed receiving care based on individual needs. Infant feeding schedules and safe sleep checks were monitored and found to be in compliance. Infants not engaged in routine care were either held by caregivers or placed in different areas of the classroom and allowed the opportunity to explore with a variety of materials. Children in space 5 were engaged in free play. Children in spaces 3 and 6 were observed during outdoor play. Children in space 4, 7 – 9a were engaged in morning group time. Space 9b is used with school-age children. Due to the timing of the visit, school-age children were not present. Breakfast served consisted of pancakes, orange slices and milk. Children in spaces 3 and 7 were observed during outdoor play. Children in spaces 4 and 5 were engaged in music/movement activities. Children in space 8 were engaged in morning group time. Spaces 9a and 9b are currently used as one. Children in space 9a/b were completing toileting routines and preparing to go outdoors. School-age children are not currently enrolled. Breakfast served consisted of scrambled eggs and cheese, bananas and milk. Two violations were observed and must be corrected immediately. Violation Number Comment Rule 844 Prescribed medicine was not in original labeled container or accompanied by signed and dated written instructions from prescribing physician or health care professional. An epi-pen, used with a two-year-old child as part of an action plan was not stored in its original box. .0803(2)(a) 846 Over-the-counter medicines were not in their original containers or administered as authorized in writing by parent, physician or authorized health professional. A bottle of zyrtec, used with a two-year-old child for allergies was not stored in its original container. 10A NCAC 09 .0803(4) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. The violation(s) documented must be corrected immediately. On or before September 27, 2024. I must receive a written, dated, and signed compliance letter that describes accurately and in detail, how and when the violations were corrected. Loose cords from objects such as CD players should be taped against the wall or tucked behind furniture, so they do not become tripping hazards. As discussed today, remember that infants should not be left in equipment such as cribs, swings, excersaucers, boppy pillows and bumpos for more than 15 minute increments when happy. Remind staff members to remain diligent about wiping noses and washing hands throughout the day. As discussed, ensure close supervision is taking place during toileting routines in preschool-aged classrooms. Meka Montgomery, Assistant Director, accompanied me during a walk-through of the facility. During the visit, I discussed the allegations with Courtney Tietje, Administrator, and additional staff members. Limited monitoring of child care requirements occurred during today’s visit. This facility was issued a One Star license issued on July 16, 2017. Prior to this visit, the facility’s eighteen-month compliance history was 88%. According to the Secretary of State’s website, the corporation’s status, Soleil Learning Development L.L.C, is current and active. The last annual compliance visit was conducted by Child Care Consultant Shereen Pickett on 10/11/2022. Sanitation Inspection – 10/02/2023 - Superior classification Fire Inspection – 10/02/2023 - Facility was approved for daytime C. Tietje, Administrator, was present and available for consultation. Infants in space 1 were observed receiving care based on individual needs. Infant feeding schedules and safe sleep checks were monitored and found to be in compliance. Children in spaces 2 - 5 were engaged in free play. Children in space 6 were observed during morning group time. Children in spaces 7 and 8 were observed during outdoor play. Spaces 9a and 9b are currently used as one. Children in space 9a/b were seated at child-size tables, completing ditto sheets. School-age children are not currently enrolled. Breakfast served consisted of scrambled eggs, sausage, orange slices and milk. The following violations were observed and must be corrected immediately. Violation Number Comment Rule 1065 Child care providers scheduled to work in the infant room, did not complete ITS-SIDS training within two months of employment or did not complete the training every three years. Child care administrators did not complete the ITS-SIDS training within 90 days of employment and every three years thereafter. One administrator's ITS-SIDS certification expired on January 27, 2023. .1102(f) 1898 Staff did not complete the health and safety training within one year of employment. One staff member, hired on May 10, 2022, did not complete the health and safety trainings until October 01, 2023.
