Christy Dicksey, Director, assisted me with the visit. Your program currently operates with a three-star license, issued April 20, 2022, earning 4 points in the education component, 2 points in the program standards component meeting enhanced ratios and enhanced space, and 1 quality point for using an approved curriculum. The last annual compliance visit was conducted April 4, 2023. The sanitation inspection was completed June 27, 2023, with a “Superior” classification. The last fire inspection was conducted December 14, 2023, and your facility was approved for daytime care only. The center's compliance history was reviewed with the operator. The program’s compliance history was ninety two percent as of March 19, 2024. The NC Secretary of State website was reviewed today and Happy Kids Daycare, Inc. was listed as current- not active; however, the program was able to pay all delinquent fees and provide a receipt for my review which put them in current-active standing. You visited each indoor and outdoor space with me. Children were observed in approved indoor and outdoor play spaces. Active supervision was observed and staff/child ratios were in compliance. Staff engaged in play with children and informal conversations were on-going. All activity plans were posted, current, and aligned with NC Early Childhood Foundations. The following violations were observed. Violation Number Comment Rule 844 Prescribed medicine was not in original labeled container or accompanied by signed and dated written instructions from prescribing physician or health care professional. An epi-pen and an inhaler were present in space 4. Neither were in the original labeled container. .0803(2)(a) 849 Leftover medicines were not returned to the parent after the course of treatment was completed, after authorization was withdrawn or after authorization had expired and/or medication was not discarded within 72 hours of completion of treatment or withdrawal of authorization. The permission form for the epi-pen in space 4 expired December 2023 and the medication was not discarded or returned to the parent within 72 hours. .0803(12) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. The violation(s) documented must be corrected immediately. On or before April 3, 2024, I must receive a written, dated, and signed compliance letter that describes accurately and in detail, how and when the violations were corrected. Please be aware any information submitted by you is legal documentation. If it is determined the information provided in the letter is not true, this may be considered falsification of information. If sufficient information is not received by the due date, a follow-up visit will be conducted. I strongly encourage you to review the child care rules regarding medication and share them with staff. It may be helpful to create a checklist for staff to assist them in making sure requirements regarding permission, storage and administration are met. I also encourage you to check the classroom medicine boxes on a regular basis as an additional monitoring measure. Reminder: Your Online Annual Report Fees are due once a year. If the program does not remain in good standings with the NC Department of The Secretary of State your child care license could be in jeopardy. Please ensure this fees is paid annually. You, Christy Dicksey, Director, assisted me with the visit. Your program currently operates with a three-star license, issued April 20, 2022, earning 4 points in the education component, 2 points in the program standards component meeting enhanced space and enhanced ratios and 1 quality point. Restrictions on the permit include: daytime care only; no cooking allowed in building; meets enhanced ratios; and meets enhanced space. Prior to the visit the compliance history score was 96%. The NC Secretary of State website was reviewed today Happy Kids Daycare, Inc. was listed as current- active. The license was posted, and the restrictions were in compliance. A walk-through of the facility was completed today, all indoor and outdoor areas were monitored. I observed children in both the indoor and outdoor learning environments and found supervision and staff/child ratios to be in compliance. Children throughout the facility were participating in group time, free play in activity areas, transitions and personal care routines. Infants were engaged in tummy time, napping, and diapering routines. The caregivers were interacting and meeting the developmental needs for each of the children. Files for new staff were reviewed. Rated license requirements were reviewed to ensure compliance was maintained with current program and education components as well as the quality point. Fire and sanitation inspections remain current. The following violations were observed. Violation Number Comment Rule 1048 All staff did not successfully complete certification in First Aid appropriate to the age of children in care. Verification of staff completion of First Aid training from an approved training organization was not in the staff file. A staff member hired in May 2023 has not completed First Aid certification from an approved training organization. .1102(c) 1049 All staff did not successfully complete certification in CPR training appropriate to the age of the children in care. Verification of staff completion of the CPR course from an approved training organization was not in the staff file. A staff member hired in May 2023 has not completed CPR certification from an approved training organization. .1102(d) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. We discussed tracking tools such as an Outlook calendar to ensure that trainings are obtained in a timely manner for new staff and for those who’s certificates are about to expire. CPR and First Aid training for child care must be taught in-person by an approved training organization, and only certain courses meet requirements.
