Limited child care requirements pertinent to this visit type were monitored. Michelle Manis, Director, was present and available for consultation. This facility currently operates with a Five Star License that was issued to this facility on May 31, 2022, earning 7 points in Staff Education, 7 points in Program Standards, and a quality point. Restrictions on the permit include: an age range of 3-5 with a first shift capacity of 90, meeting enhanced space and enhanced ratios minus 1, and children are not allowed in the kitchen. As of 10/19/2025, this facility has an 18-month compliance history of 97%. Child Care programs are expected to always achieve and maintain compliance and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. New Hanover County Schools operates this program. The last annual compliance visit was conducted on 04/29/2025. The new school year began on 09/02/25, and there are three (3) new staff and a substitute was present. Files for new staff and the substitute were monitored today. Sanitation Inspection – 05/12/2025 – 0 Demerits – Superior Classification Fire Inspection – 10/06/2025 – Approved for day time care only There are five (5) indoor spaces, and one (1) outdoor space approved for use; all classrooms are being utilized by NC Pre-K children. There are ninety (90) children enrolled and eighty-six (86) children, ages 4-5, were present today. Accurate attendance sheets were observed in each classroom. Preschool children in space #201 were observed transitioning indoors from outdoor gross motor play. All children adequately washed their hands before gathering for circle time. Preschool children in space #202, 205, and 206 were observed participating in free play. Free choice activities included magnetic blocks, dramatic play, books, sensory table, painting, and blocks. Preschool children in space #204 participated in group circle time. Today’s lunch consisted of cheese quesadilla, steamed broccoli, pineapple, and milk. Each classroom had spaces arranged into activity areas that include art, literacy, computers, listening, blocks, science, library, dramatic play, manipulative, music, and writing. A variety of age-appropriate learning materials were accessible and observed in each classroom. Activity plans and daily schedules were available for each group of children and observed posted in each classroom. During today's visit child care requirements monitored for compliance included supervision, staff/child ratio, CPR and First Aid, Criminal Record Checks, storage of hazardous substances and medications, approved space, posting of the license, and other applicable requirements. There was one (1) violation observed today. Violation must be corrected immediately. Continued compliance with all applicable child care requirements is always required. Violation Number Comment Rule 1757 A valid qualification letter was not on file and available to review at the facility. A new staff member who has a valid qualification letter in the ABCMS portal did not have a her letter on file at the facility. G.S. 110-90.2(b) & (d) & .2703(e) For your facility to remain in compliance with NC Child Care Requirements, violation must be corrected immediately. On or before November 3, 2025, I must receive a written, dated, and signed compliance letter that describes accurately and in detail how and when the violations were corrected as well as how compliance will be maintained in the future. Other Information: Criminal Background Check Information – Jessica Mullins, PreK Coordinator Early Childhood Education Department New Hanover County Schools, has completed the required ABCMS training and is currently using the ABCMS Provider Portal to update information at facilities by verifying the roster to ensure current staff are noted on the roster. This information should be updated in ABCMS on an ongoing basis as staff members are hired and when their employment is terminated. This satisfies the requirement to notify the Division of new child care providers working who were hired or moved into the child care facility within five business days. CLEAN CLASSROOMS FOR CAROLINA KIDS - Your facility’s status, according to the Clean Classrooms for Carolina Kids website, shows the following: • Water Testing-Completed on 10/25/2023. Michelle Manis, Director, assisted me with the visit. The program currently operates with a 5-star license issued January 18, 2022, earning 7 points in program standards, 7 points in staff education, and 1 quality point in the education option. Restrictions on the permit include: daytime care only; children in spaces 201, 202, 204, 205 and 206 only; meets .2818(c); children prohibited from kitchen; meets enhanced ratios; and meets enhanced space. The last annual compliance visit was conducted May 6, 2024. Prior to the visit the compliance history score was 100%. All licensed spaces were monitored today. Children in spaces 201, 202, 204, 205, and 206 as observed in free play indoors or outdoors. All activity plans were current and aligned with NC Early Childhood Foundations. Staff had informal conversations with children and engaged in play as well. Lunch for today consisted of Doritos walking tacos, fresh fruit, refried beans, and milk. NC Pre K Monitoring: The NC Pre-Kindergarten Program Site Monitoring Tool was reviewed today. The tool has been completed by the contract administrator. The program follows the New Hanover County school calendar, the length of the day meets requirements, and all staff meet education requirements. The Creative Curriculum for Preschool, 6th Edition, has been implemented and the assessment tool, GOLD, Teaching Strategies are all in place. Three formal assessments with parent conferences are scheduled through the school year. Portfolios are maintained on Teacher Strategies, GOLD by taking pictures of the children’s work and uploading them to the program. The facility uses the developmental screening tool, Brigance Early Childhood Screen III (3-5 Years). NC Pre-K requirements were met today. The following violations were observed. Violation Number Comment Rule 1048 All staff did not successfully complete certification in First Aid appropriate to the age of children in care. Verification of staff completion of First Aid training from an approved training organization was not in the staff file. A staff members first aid certification expired March 2025. .1102(c) 1049 All staff did not successfully complete certification in CPR training appropriate to the age of the children in care. Verification of staff completion of the CPR course from an approved training organization was not in the staff file. A staff members CPR certification expired March 2025. .1102(d) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. I will share more information as I am able. North Carolina Rated License Assessment Project (NCRLAP): As of February 1, 2025, the new and improved Environment Rating Scales – Third Additions will be implemented.
