The last annual compliance visit was conducted by Child Care Consultant Shereen Pickett on October 09, 2024. Prior to this visit, the facility’s eighteen-month compliance history was 98%. According to the Secretary of State’s website, the corporation’s status, Child Development Center, Inc. was current and active. Sanitation Inspection – 6/05/2025 - Superior classification Fire Inspection –9/18/2025 - Facility was approved for daytime H. Ratliff, Administrator, was present and available for consultation. All indoor and outdoor spaces approved for use with the children were visited. Children in spaces 4 – 8 were engaged in free play, accessing a variety of age-appropriate materials. Children in spaces 1, 3 and 9 were observed during outdoor play. Children in space 2 were engaged in morning group time. Space 10 is not currently being used. Adequate supervision and positive interactions were observed throughout the program. Morning snack consisted of oatmeal squares, blackberries, and water. Administration reported today the facility meets the NC Division of Child Development and Early Education requirements as a "Certified Developmental Day" program. Each of the requirements as outlined in 10A NCAC 09 .2900 were reviewed today. The following is a summary of our conversations: The program operates 10 hours per day, 5 days per week, Monday through Friday, and 12 months per year. All staff meet educational requirements per child care rules. As discussed, it is vital for the program to maintain a four or five star rated license with an average score of 5.0 on the appropriate environment rating scale in each classroom evaluated. This facility complies with the ratios outlined in this section. In accordance with Developmental Day Family Services Requirements, I confirmed this facility provides the following five family involvement activities: (1) Providing parent workshops at least four times a year; (2) Holding parent/teacher conferences at least twice a year; (3) Communicating on an individual basis with parents via daily notes, progress reports or surveys; (4) Providing opportunities for parent volunteers to assist with special classroom activities and other learning experiences for children (5) Providing parents with referral information about other community programs and resources serving young children. NC Pre-K Requirements: Spaces 2, 6 and 7 serve as NC Pre-K classrooms. The NC Pre-K Monitoring Tool was reviewed. The tool was not yet completed. The program has until October 31, 2024 for completion. The NC Pre-K Monitoring Tool will be reviewed in its entirety during your next Routine Unannounced visit to ensure that all requirements were met. The program follows the New Hanover County School calendar, the length of the day meets requirements, and all staff meet education requirements. The Creative Curriculum 6th edition has been implemented and the assessment tool, Teaching Strategies Gold, is in place. Three formal assessments with parent conferences are scheduled throughout the school year. Portfolios are maintained on Teacher Strategies Gold by taking pictures of the children’s work and uploading them to the program and were observed today. All required screenings were completed at the beginning of the year. NC Pre-K requirements were met today. In accordance with Developmental Day Family Services Requirements, I confirmed this facility provides the following five family involvement activities: (1) Providing parent workshops at least four times a year; (2) Holding parent/teacher conferences at least twice a year; (3) Communicating on an individual basis with parents via daily notes, progress reports or surveys; (4) Providing opportunities for parent volunteers to assist with special classroom activities and other learning experiences for children (5) Providing parents with referral information about other community programs and resources serving young children. One violation was observed and must be corrected immediately. On or before October 21, 2024, I must receive a written, dated, and signed compliance letter that describes accurately and in detail, how and when the violations were corrected. Moving forward, I recommend placing a checks and balances system to ensure medications are checked when received from parents before they are placed in classrooms for use. The program currently operates with a Five Star License, issued December 02, 2019, earning 7 points in Education, 7 points in Program, and 1 quality point for choosing a Programmatic Option. The last annual compliance visit was conducted by Child Care Consultant Shereen Pickett on 10/17/2023. Prior to this visit, the facility’s eighteen-month compliance history was 100%. According to the Secretary of State’s website, the corporation’s status, Child Development Center, Inc. is current and active. Sanitation Inspection – 6/26/2024 - Superior classification Fire Inspection –9/20/2024 - Facility was approved for daytime H. Ratliff, Administrator, was present and available for consultation. All indoor and outdoor spaces approved for use with the children were visited. Children in spaces 2, 4 – 5, 7 and 9 were engaged in free play, accessing a variety of age-appropriate materials. Children in spaces 1, 3 and 8 were observed during outdoor play. Children in space 6 were engaged in music/movement activities. Space 10 is not currently being used. Adequate supervision and positive interactions were observed throughout the program. Morning snack consisted of cereal, blackberries, and water. NC Pre-K Requirements: Spaces 2, 6 and 7 serve as NC Pre-K classrooms. The NC Pre-K Monitoring Tool was reviewed. The tool was not yet completed. The program has until October 31, 2024 for completion. The NC Pre-K Monitoring Tool will be reviewed in its entirety during your next Routine Unannounced visit to ensure that all requirements were met. The program follows the New Hanover County School calendar, the length of the day meets requirements, and all staff meet education requirements. The Creative Curriculum 6th edition has been implemented and the assessment tool, Teaching Strategies Gold, is in place. Three formal assessments with parent conferences are scheduled throughout the school year. Portfolios are maintained on Teacher Strategies Gold by taking pictures of the children’s work and uploading them to the program and were observed today.
