K. Sessoms, Lead Teacher/Legal Designee, assisted me with today’s visit. You, (Amy Emerson), NC Pre-K Coordinator, arrived shortly after and assisted. Your program currently operates with a five-star license, issued July 31, 2019, earning 7 points in the education component, 7 points in the program standards component (meeting enhanced ratios minus one) and 1 quality point for all lead teachers having an AAS or higher in ECE/CD. There is also a restriction on the permit indicating this is a certified developmental day program. Your program was also monitored for compliance with implementing an approved curriculum (Creative Curriculum with Teaching Strategies Gold) as required for all four- and five-star licensed facilities where four-year-old children are enrolled. The last annual compliance visit was conducted on September 11, 2025. The sanitation inspection was completed May 20, 2026, with a “Superior” classification. The last fire inspection was conducted on August 22, 2025, and your facility was approved for daytime care only. The center's compliance history was reviewed with the operator. The program’s compliance history was 94 percent as of May 22, 2026. Martin County School is listed as the current owner of this program. Prior to making any changes in the ownership status, contact me to discuss changes in ownership procedures. I visited the indoor and outdoor spaces used by children. Children in Spaces #3 & 4 were engaged in free choice play, completing morning routine activities, completing toileting and hand-washing routines, circle time, interacting with teachers. Children in Spaces #1 &2 were observed eating breakfast, engaged in story time, completing hand washing routines. Breakfast consisted of cinnamon buns, pears and milk. The developmental day requirements in section .2900 of the child care rules were monitored for compliance. Staff-child ratios and maximum group sizes required in Child Care Rule 10A NCAC 09 .2902(f) were verified in compliance. The lead teachers assigned to this space has the NC Birth-through-Kindergarten license and the administrators have a Level III NCECAC with over ten years’ experience. I confirmed oversight and supervision for caregivers assigned to serve children ages birth to three years is provided by a B-K licensed teacher. The program operates 7.5 hours per day, Monday through Friday, 10 months per year. Children’s individual educational plans for care are monitored through the children’s goal sheets and the teacher conducts progress monitoring. The developmentally appropriate activity plans are followed, and opportunities for inclusion with children who are typically developing are offered. I confirmed this facility provides the following five family involvement activities: open house during enrollment, parent/teacher conferences twice a year; utilize class Dojo to communicate with parents daily, school-wide title-one night, newsletters, field trips, opportunities for parent volunteers to assist with special classroom activities, and other learning experiences for children; and provides parents with referral information about other community programs and resources serving young children. The program distributes information from Martin Pitt Partnership for Children. The NC Pre-K requirements in section .3000 of the child care rules were monitored for compliance. Checkpoint assessments are conducted three times per year: at the beginning, middle and end of the school year. The first day of school was 8-25-25. The classroom operates from 7:35am. to 2:50pm. The environment rating scale score received on 5/10/2022 was 6.35. The following violations were documented today. On or before June 5, 2026, I must receive a written, dated, and signed compliance letter that describes accurately and in detail how and when the violations were corrected. K. Sessoms, Lead Teacher/Legal Designee, assisted me with today’s visit. You, (Amy Emerson), NC Pre-K Coordinator, arrived shortly after and assisted. Your program currently operates with a five-star license, issued July 31, 2019, earning 7 points in the education component, 7 points in the program standards component (meeting enhanced ratios minus one) and 1 quality point for all lead teachers having an AAS or higher in ECE/CD. There is also a restriction on the permit indicating this is a certified developmental day program. Your program was also monitored for compliance with implementing an approved curriculum (Creative Curriculum with Teaching Strategies Gold) as required for all four- and five-star licensed facilities where four-year-old children are enrolled. The last annual compliance visit was conducted on September 11, 2025. The sanitation inspection was completed May 20, 2026, with a “Superior” classification. The last fire inspection was conducted on August 22, 2025, and your facility was approved for daytime care only. The center's compliance history was reviewed with the operator. The program’s compliance history was 94 percent as of May 22, 2026. Martin County School is listed as the current owner of this program. Prior to making any changes in the ownership status, contact me to discuss changes in ownership procedures. I visited the indoor and outdoor spaces used by children. Children in Spaces #3 & 4 were engaged in free choice play, completing morning routine activities, completing toileting and hand-washing routines, circle time, interacting with teachers. Children in Spaces #1 &2 were observed eating breakfast, engaged in story time, completing hand washing routines. Breakfast consisted of cinnamon buns, pears and milk. The developmental day requirements in section .2900 of the child care rules were monitored for compliance. Staff-child ratios and maximum group sizes required in Child Care Rule 10A NCAC 09 .2902(f) were verified in compliance. The lead teachers assigned to this space has the NC Birth-through-Kindergarten license and the administrators have a Level III NCECAC with over ten years’ experience. I confirmed oversight and supervision for caregivers assigned to serve children ages birth to three years is provided by a B-K licensed teacher. The program operates 7.5 hours per day, Monday through Friday, 10 months per year. Children’s individual educational plans for care are monitored through the children’s goal sheets and the teacher conducts progress monitoring. The developmentally appropriate activity plans are followed, and opportunities for inclusion with children who are typically developing are offered. I confirmed this facility provides the following five family involvement activities: open house during enrollment, parent/teacher conferences twice a year; utilize class Dojo to communicate with parents daily, school-wide title-one night, newsletters, field trips, opportunities for parent volunteers to assist with special classroom activities, and other learning experiences for children; and provides parents with referral information about other community programs and resources serving young children. The program distributes information from Martin Pitt Partnership for Children. The NC Pre-K requirements in section .3000 of the child care rules were monitored for compliance. The NC Pre-K Program Site Monitoring Tool was reviewed today and no concerns were identified. Staff-child ratios and maximum group sizes required in Child Care Rule 10A NCAC 09 .3009 were verified in compliance The current NC Pre-K staff are lead teachers, Kimberly Sessoms, Erin White and Marcy Raynor; and teachers, Jamie Alvarez, Heather Robinson, Angela Bradshaw, Tiffany Ainsley, Michelle Wilson and Sara Beck. Checkpoint assessments are conducted three times per year: at the beginning, middle and end of the school year. The first day of school was 8-25-25. The classroom operates from 7:35am. to 2:50pm. The environment rating scale score received on 5/10/2022 was 6.35. The following violations were documented today. The center's compliance history was reviewed with the operator. The program’s compliance history was ninety-five percent as of January 6, 2026. This program is currently owned by Martin County Public Schools. Prior to making any changes to the ownership status, contact me to discuss changes in ownership procedures. The license was posted, and the restrictions were in compliance. A walk-through of the facility was completed today; all indoor and outdoor areas were monitored. I observed children in both the indoor and outdoor learning environments and found supervision and staff/child ratios to be in compliance. Children throughout the facility were participating in group time, free play in activity areas, outdoor play, transitions, personal care routines and eating breakfast. Breakfast consisted of cinnamon rolls, oranges and milk. The caregivers were interacting and meeting the developmental needs for each of the children. Files for new staff were reviewed. Fire and sanitation inspections have not occurred since the last visit and remain current. One violation was observed today. The violation was corrected during the visit. The documentation needed to create a file for an uncompensated provider working in Space #1was emailed to the facility. The health questionnaire and emergency information were completed by the individual and signed by the administrator. Violation Number Comment Rule 1043 All staff records, except financial records, were not made available for review. A staff file for an uncompensated provider working in Space #1 with required documentation was not available for review during the visit. G.S. 110-91( 9) TECHNICAL ASSISTANCE: During today’s visit, a file that included the criminal background check and other required documents was not available for review. A public-school off-site form was reviewed with permanent staff and qualified substitutes able to work in the NC Pre-K program; however, the uncompensated provider’s name was not included. You shared the program recruits’ substitutes needed from a contracted agency. Additionally, staff in NC PreK utilizes substitutes that are on the list until exhausted. I recommended your program communicating with the contracted agency to discuss a plan for ensuring required documentation is provided for any new substitutes assigned. Collaborating with partnering agencies will help and sharing necessary information about child care laws and requirements will help ensure compliance can always be maintained. During the visit we also reviewed the definition of an uncompensated provider versus a volunteer and requirements for both. We also reviewed the staff/child ratio requirements for program operating as Developmental Day using the child care rules/requirements. STAFF/CHILD INTERACTION: Children were observed actively engaged in free choice play through all classrooms. Staff rotated throughout the classrooms talking to children about their play and encouraging them to utilize materials. Staff were observed providing guidance to children with conflict resolutions and allowing children to make decisions regarding how to resolve situations. A variety of materials were utilized during play. The activity plans posted listed activities children were completing. Developmental domains were documented on the activity plans. QRIS CONVERSATION: A meeting has been scheduled with the NC Pre-K Coordinator (Amy Emerson) for January 21, 2026, to discuss the QRIS plans for all NC Pre-K programs. At that time, we will discuss the requirements for the selected pathway, resources and support needed and the transition process. During a telephone call Ms. Emerson stated Pathway #1 was the desired pathway for the programs. The teacher reported staggered enrollment was completed for three days. Flyers, sign-in rosters and documentation for relating to parental involvement was observed in the NC Pre-K notebook. CRIMINAL BACKGROUND QUALIFICATION LETTERS” Qualification letters were not on file for three substitutes observed working in NC Pre-K classrooms. The teacher stated the qualification letters are kept on file in the NC Pre-K Coordinators office. I explained copies of the qualification letters must be printed and placed in the file with other substitute documents. SAFE ENVIRONMENT: I informed the teacher that the swifter solution label included a statement indicating it must kept out of reach of children along with additional warnings I explained that the solution could not be stored in space accessible to children. I advised the teacher to remove the solution from the mop and place it in a locked storage. This was corrected during the visit. We also talked about monitoring labels on the back of diaper wipes. We observed labels on diaper wipes in cubbies with warning labels as well. These items should be stored appropriately. PATHWAYS TO THE STARS: The Pathways to the Stars transition process is now in the implementation stages. Child Care rule roll-out modules have been added to the DCDEE e-learning Moodle platform. I advise you to schedule some time to review the modules. I encouraged you to begin reviewing the information and materials available on the QRIS Modernization page as these resources will assist you in determining which pathway your program will select for the Rated License Assessment. I shared that a technical assistant visit will be scheduled soon to discuss the beginning stages and transition process from your program from the Star rated license to the pathways to the stars. In September, child care consultants will host in-person facility operator/administrator meetings within the counties they serve to provide additional guidance on the changes, the transition plan and timeline. Beginning In October, child care consultants will begin discussing the new rules in Section .3200; Standards for Two through Five Star Rated Licenses during licensing visits. The teacher reported staggered enrollment was completed for three days. Flyers, sign-in rosters and documentation for relating to parental involvement was observed in the NC Pre-K notebook. After large group time the children transitioned to breakfast. Breakfast consisted of a Breakfast doughnut, applesauce, and milk. Developmentally appropriate toys were available on low-lying open shelves. The lunch menu reflected cheese pizza, collards, mixed fruit, and milk. Technical Assistance: Storage of Hazardous Items: Intentional planning of the environment ensures a safe environment has been created which prevents and reduces injuries to young children. Non-aerosol sanitizing, disinfecting, and detergent solutions, hand sanitizers, and hand lotions shall be kept out of reach of children when not in use but are not required to be in locked storage. Staff purses and personal items should be inaccessible to children. Review hazardous storage with staff and designate storage areas in the classroom. This was corrected during the visit. Currently there is funding to pay for the testing and to mitigate lead paint or asbestos hazards. The program’s compliance history was ninety-four(94) percent as of May 17, 2024. The NC Secretary of State website was reviewed on May 17, 2024 and the facility is not currently owned by a corporation. The facility is currently owned by Martin County Schools. There were four(4) groups of children observed. Indoor freeplay activities were observed, large group times, and proper handwashing throughout the classroom spaces were observed. After large group time the children transitioned to breakfast. Breakfast consisted of a Breakfast doughnut, applesauce, and milk. Developmentally appropriate toys were available on low-lying open shelves. The lunch menu reflected cheese pizza, collards, mixed fruit, and milk. The NC Pre-K requirements in section .3000 of the child care rules were monitored for compliance. The NC Pre-K Program Site Monitoring Tool was reviewed today.
