H. Weatherington, Administrator, assisted me with today’s visit. Your program currently operates with a five-star license, issued 4/3/23, earning 7 points in the education component, 6 points in the program standards component and 1 quality point for meeting the program standards of staff benefits package and infrastructure of parent involvement. The last annual compliance visit was conducted on 4/4/25. The sanitation inspection was completed on 11/14/25 with a “Superior” classification. The last fire inspection was conducted on 8/1/25. The center's compliance history was reviewed with the operator. The program’s compliance history was one hundred percent as of 3/3/26. The NC Secretary of State website was reviewed on 3/3/26 and Economic Improvement Council, Inc. was listed as current-active. You visited each indoor and outdoor space with me. Children throughout the facility were participating in group time, free play in activity areas, transitions, and personal care routines. Children in space #1 were having group time on the carpet that included songs and alphabet yoga. In space #2, children were learning about exercise and practicing balance. All children transitioned to the outdoor space and were playing with hula hoops and building structures with blocks. The outdoor space was observed to have a stationary climber, riding toys, musical instruments, and balls for the children to engage in gross motor activities. Large trees offer natural shade for the outdoor learning environment including a reading area with chairs and books. Lunch was observed and consisted of spaghetti, green beans, pineapple, cheese sticks, and milk. The following violation was documented. Violation Number Comment Rule 1914 The person identified as the person or alternate person responsible for carrying out the emergency medical care plan was not on the premises at all times and/or did not accompany children for off premise activities. The emergency medical care plan listed a staff member designated as available emergency transportation that is not available to be on the premises at all times. .0802(b)(1-2) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. Technical Assistance with Documented Violations: Emergency Medical Care Plan: Your program’s Emergency Medical Care plan was created to assist you with following a plan in the event of an emergency and who is responsible for each task list. You must update the plan whenever changes occur in your program. The emergency medical care plan listed a staff member designated as available emergency transportation that is not available to be on the premises at all times. You stated that the staff member recently became unavailable to work every day. During the visit, you updated the emergency medical care plan to correct the violation. Review the emergency medical care plan monthly to ensure that it is up to date. Resources: As a licensed child care facility, it is your responsibility to be knowledgeable of the child care laws and rules and to teach your staff the rules to ensure your center remains in compliance. The administrator assisted me with today’s visit. Your program currently operates with a five-star license, issued 4/3/23 earning 7 points in the education component, 6 points in the program standards component (meeting enhanced ratios and space) and 1 quality point for: Staff benefits package and an infrastructure of parent involvement. Hold harmless has been extended until the new QRIS is implemented (SB 425). This means that you do not need to schedule a rated license assessment unless you voluntarily request one. The new QRIS has been approved by the Child Care Commission. The Division is working on implementation and trainings for the new system. Your program was also monitored for compliance with implementing an approved curriculum as required for all four and five star licensed facilities where four-year-old children are enrolled. Your facility uses the Creative Curriculum. The last annual compliance visit was conducted 9/5/23. The sanitation inspection was completed 4/10/24. with a “Superior” classification. The last fire inspection was conducted 7/24/24. and your facility was approved for daytime care only. The center's compliance history was reviewed with the operator. The program’s compliance history was 96% as of 8/26/24. Facility Information: We reviewed your facility information and per your statements, you will see if the registered email needs to be updated from L. Mason to D. Banks. You would need to submit a letter requesting to make the change. A walk-through of the facility was completed today, all indoor and outdoor areas were monitored. I observed children in both the indoor and outdoor learning environments and found supervision and staff/child ratios to be in compliance. Children throughout the facility were participating in group time, free play in activity areas, transitions and personal care routines. On the fenced playground, the children had access to stationary rocking riders and a climbing structure. Both were located over approved TPV Colored Granule rubber surfacing. Staff stationed themselves around the space to be able to see and hear the children as they played. The children and staff washed hands as required. Lunch was observed and consisted of a ham and cheese sandwich on whole wheat bread, peaches, green beans, and milk. After lunch, the children rested on linen covered cots which were spaced at least 18 inches apart or separated by a solid barrier. Corporation Status: This facility is currently owned by Economic Improvement Council, Inc.. According to the NC Secretary of State's website, this corporation is current and active. Please contact me prior to any information changing regarding the ownership of this facility. Technical Assistance: Discipline Policy - Maintaining accurate documentation at the child care center is important because it demonstrates compliance with the child care rules and ensures the health and safety of each child. A discipline policy must be reviewed with each parent prior to enrollment, and they must sign the form showing this was completed. The date of enrollment must be indicated on the form to demonstrate this review was done before the child started in the center. Review your children’s files on a regular basis to ensure all information is on file, as required. As we discussed, use the Children’s Record form left with the report to periodically audit your files. Additional Information: The Healthy Social Behaviors (HSB) Project supports teachers to promote healthy social-emotional development and reduce the expulsion rate among young children in licensed child care centers across North Carolina. Provider Access to ABCMS - Beginning February 1, child care administrators can access the Automated Background Check Management System (ABCMS) This access will allow providers to: •See the real-time background check status of staff members. •Run a printable report of the staff roster to assist with compliance visits. •See new background check applicants and add them to staff roster. Access to the ABCMS requires the successful completion of a Moodle course consisting of a short video followed by a test. All staff must connect their CBC with your license number and the date this was completed listed on your Staff and Training Worksheet. Required Water, Lead Paint, and Asbestos Testing - New child care rules require child care facilities to test for lead in drinking water, lead paint, and asbestos. Testing is required by 1/1/2025. Check out the FAQ in the updated Clean Classrooms for Carolina Kids. Currently there is funding to pay for the testing and to mitigate lead paint or asbestos hazards. Depending on the age of your home or building and the information you provide in the enrollment process, testing for lead paint and asbestos may not be required. The administrator assisted me with today’s visit. Your program currently operates with a five-star license, issued 4/3/23, earning 7 points in the education component, 6 points in the program standards component (meeting enhanced ratios and space) and 1 quality point for: Staff benefits package and Infrastructure of parent involvement. On June 27, 2023, the Division of Child Development and Early Education (DCDEE) introduced a cohort model and timeline for resuming the star rated license reassessments. This cohort model includes a preparation year and a reassessment year. Your facility will be in Cohort 3 which means your preparation year will be 7/1/25-6/30/26 and your reassessment year will be 7/1/26-6/30/27. There are opportunities within the preparation year that will help prepare your facility for the reassessment year. The first aid kit located on bus 22, sting relief medication, antiseptic towels, ammonia inhalants, and iodine. All medications, other than topical ointments like sunscreen, diaper cream, lotion, are required to be kept in locked storage. Written permission must be obtained from the parent before applying any medication to a child. Per our discussion, when new first aid kits are bought, providers must go through the contents and remove any medications. Only items like band aids, gauze, tweezers, and cold packs can be included in the kit. The bus driver removed the medications from the bus. Transportation Requirements – Vehicles used to transport children must be safe and in good repair. The seats must in good repair. On both busses used to transport the children, the padding on 6 seat belt seat padding had torn upholstery that allowed children to remove the interior foam padding. All of the seat belt seats must be checked and any that are torn must be replaced to ensure that the children do not have access to the interior foam padding. You stated that you have some extra seats to use now and you plan to order new ones. Transportation Requirements – Vehicles used to transport children must be safe and in good repair. The seats must in good repair. All of the seat belt seats must be checked and any that are torn must be replaced to ensure that the children do not have access to the interior foam padding. Additional Information: Provider Access to ABCMS - Beginning February 1, child care administrators can access the Automated Background Check Management System (ABCMS) This access will allow providers to: •See the real-time background check status of staff members. •Run a printable report of the staff roster to assist with compliance visits. •See new background check applicants and add them to the staff roster. Access to the ABCMS requires the successful completion of a Moodle course consisting of a short video followed by a test. All staff must connect their CBC with your license number and the date this was completed listed on your Staff and Training Worksheet. Required Water, Lead Paint, and Asbestos Testing - New child care rules require child care facilities to test for lead in drinking water, lead paint, and asbestos. Testing is required by 1/1/2025. Depending on the age of your home or building and the information you provide in the enrollment process, testing for lead paint and asbestos may not be required.
