The last annual compliance visit was conducted 5/2/24. The family childcare home’s compliance history was reviewed with the operator. The program’s compliance history was one hundred percent as of 11/4/24. The NC Secretary of State website was reviewed on 11/4/24 and this facility is not currently owned or operated by a corporation. Please contact me prior to any changes regarding ownership of this facility. Two (2) children were present. The children were engaged in free play in designated care area. Educational posters were on display. Toys and materials are stored for easy access by the children. Child sized tables and chairs are also available for the children. The outdoor space includes a variety of portable toys and material. The following violations were documented: Violation Number Comment Rule 1922 Plastic bags, toys, and toy parts small enough to be swallowed, including but not limited to materials that can be easily torn apart such as foam rubber and styrofoam, were accessible to children under the age of three. Plastic bags were located inside the unlocked doors of the changing table and in the tubs on the outdoor play area. .1719(a)(18) 1938 Operator did not provide supervision according the individual age, needs, and capabilities of each child. When we arrived, you were outside the front of the home and the children were inside the home. .1711(a)(4)(B) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. On or before 11/19/24, I must receive a written, dated, and signed compliance letter that describes accurately and in detail how and when the violations were corrected. Please be aware any information submitted by you is legal documentation. If it is determined the information provided in the letter is not true, this may be considered falsification of information. If sufficient information is not received by the due date, a follow-up visit will be conducted. Mail or email the information to: Jennifer Linhardt, Licensing Supervisor PO Box 127 South Mills, NC 27976 Jennifer. Linhardt@dhhs.nc.gov If you email the compliance letter, it must be sent from the email address registered with the DCDEE (this serves as your signature) and the following information must be included: name, position, facility name, and facility ID number. An example is: Jane Doe, Administrator AAA Child Care ID # 12345678 Technical Assistance: Supervision: Adequate supervision of children is essential to keep children safe from accidents and injuries. Staff must remain with the children at all times. Leaving a child or a group of children alone is unacceptable. When we arrived, you were outside the front of the home and the children were inside the home. You stated that the children had just ran into the home and the gentleman was looking at your vehicle. Staff must provide supervision appropriate to the individual age, needs and capabilities of each child. If you have to go outdoors or to talk to someone outside of the designated child care space, be sure to take the children with you. Plastic Bags- Plastic bags are a suffocation hazard for young children and should be made inaccessible to children less than three years of age. Plastic bags were located inside the unlocked doors of the changing table and in the tubs on the outdoor play area. You stated you used plastic bags for soiled diapers and didn’t realize the other bags were accessible to the children. These bags must be stored out of reach of the children, which is five feet or higher from the finished floor. Reminders: Equipment/Toys - You must have equipment and toys that are age appropriate for all of the ages of children in your care. Toys with small pieces must not be accessible to young children, because they pose a choking hazard. All toys that are broken must be safely repaired or removed. Indoor and outdoor toys must be kept clean. If toys require a battery, the batteries must be charged. You can use an empty toilet paper or paper towel roll to test toys to see if the toy is safe. If the toy or any of its pieces fit inside the roll, then it is too small and poses a choking hazard for young children. Outdoor toys will last longer and stay cleaner if they are kept in a shed, garage or a covered container. First Aid Kit – You showed me today a brand-new first aid kit you bought. We discussed the importance of removing items that are not safe for children. This includes the removal of all medicines and creams because they have to be kept under locked storage. Additional Comments: We discussed Clean Classrooms for Carolina Kids and you have completed lead in water, lead-based paint, and asbestos testing and no further action is needed at this time. As stated in G.S. 110-90.2 & .2703(r) child care operators are to notify the Division of any new child care providers working who were hired or moved into the child care facility within five business days. The process of notifying the Division has changed and is now captured in ABCMS. This change has been in effect since February 2024. Effective immediately, you will need to obtain a Business NCID and complete Provider Portal training in Moodle at https://www.dcdee.moodle.nc.gov/course/view.php?id=119. No action is needed on your part if you have completed the reference training and are currently using the ABCMS Provider Portal to update information regarding new hires or residents. Once the training has been completed and access has been given, you must verify your facility roster to ensure current staff are noted on the roster. This information should be updated in ABCMS in an ongoing basis as staff members are hired and when their employment is terminated. This satisfies the requirement to notify the Division of new child care providers working who were hired or moved into the child care facility within five business days. The compliance of this rule will be monitored during your next visit. Please note, the hard copy of the Change of Information form will no longer be needed or accepted. Should you need assistance please contact the Criminal Background Check Unit at (919) 814-8401 and someone will assist you.
