During today’s visit I completed a walk-through of the facility with Ms. Hall Family Specialist. The group size, supervision, ratio, capacity and approved space were in compliance. The restrictions, license and emergency care plan were posted. First Aid/CPR, storage of hazardous materials and the NC Child Care Summary of the Law was posted. I monitored the program requirements, furnishings and equipment, outdoor area, and medications. Upon arrival the children were observed in all three classrooms playing in activity areas. The themes in the lesson plans were autumn/fall, and shapes. The lunch menu for today consisted of cheeseburger with a bun, green beans, pear cup, and milk. The program currently operates with a five- star license issued March 5, 2018. During the visit I reminded you to make sure all staff have sent their education to WORKS to be evaluated. The hold harmless has been extended until further notice at this time. Your last fire drill was completed 9/26/24, and your last monthly outdoor playground inspection was dated 8/23/24 and a violation was documented. You stated an EPR drill had not been completed yet for this new school year. I reminded you that an EPR drill must be completed every three months. Please keep all documentation on file for review. Three violations were documented and corrected during today’s visit. Violation Number Comment Rule 612 Each child's bed, cot, or 2" mat was not individually assigned and identified. Space #136 did not have a mat/cot individually assigned on a chart for review posted in the classroom. A mat/cot chart completed and posted during the visit. 15A NCAC 18A .2821(b) & (c) 812 Electrical outlets and power strips, not in use, which were located in space used by children did not have safety outlets or were not covered with safety plugs unless located behind furniture or equipment that cannot be moved by a child. In space #128 an electrical outlet under the smart board was not covered with a safety plug. A safety plug was placed over the uncovered electrical outlet during the visit. 10A NCAC 09 .0604(c) 859 Monthly playground inspections were not completed and/or they were not completed by an individual trained in playground safety requirements. The last monthly playground inspection on file was completed 8/23/24. During the visit a playground inspection was completed and dated 10/2/24. .0605(q) Childcare licensing requirements are established to ensure a safe and healthy childcare environment. Therefore, it is important for you to be knowledgeable of all of the licensing requirements that apply to your type of program. It is your responsibility to maintain compliance with all of the applicable laws and rules at all times. The best way for you to make sure that you are meeting all requirements is to periodically review the childcare law and rules. Technical assistance regarding the following items were reviewed with you today. All flexibilities expired, except for the flexibilities related to the star rated license. During the visit I reminded you a playground inspection must be completed monthly and kept on file for review. I reminded you to speak with the custodian of the classrooms to make sure they understand the importance if they remove a safety plug covering an electrical outlet that they replace the safety plug. You stated you would discuss this with your custodian and staff. I reminded you the health and safety trainings have been relocated from Pro-Solutions to Moodle on the DCDEE website and they are free of charge. I discussed various other training resources, including those online and in-person. Remember continuing professional development training provides you and your staff with the knowledge and skills needed to provide a quality child care program. Please be reminded the health and safety training courses are required to be completed every five years. DHHS Memo on Funding and Enrollment Public schools and licensed child care facilities in North Carolina are eligible to participate in the funding mechanisms to cover the costs of testing for lead in water and inspecting for asbestos and lead-based paint hazards beyond the May1, 2024 deadline. Facilities that have not enrolled should complete the online process by November 1, 2024. The Clean Classrooms for Carolina Kids Program is providing free facility-wide testing and inspections without any out-of-pocket costs. Due to the volume of testing and inspections, completion of the online enrollment process in the program is considered temporary compliance with the testing and inspection requirement and will allow facilities to participate in the funding mechanisms. Required water testing for child care centers under Rule 15A NCAC 18A .2816 is not affected by the November 1 deadline. Enroll today at www.cleanwaterforuskids.org/carolina! If you have enrolled for only one of two of the program sections, log back in to complete surveys for the remaining section(s) to comply with the rule requirements. Listed in 10A NCAC 41C .1002(a).
