Jennifer Bradshaw Garrett, Child Care Consultant, accompanied me on the visit today. L. Quinn, operator, assisted me with the visit. Your program currently operates with a four star license, issued on February 20, 2023, earning seven (7) points in the education component, two (2) points in the program standards component and one (1) quality point for serves no more than two (2) children younger than one-year of age. The last annual compliance visit was conducted on July 7, 2025. The family childcare home’s compliance history was reviewed with the operator. The program’s compliance history was ninety nine percent (99%) as of June 10, 2026. The NC Secretary of State website was reviewed on June 10, 2026, and this facility is not currently owned or operated by a corporation. The family child care home is owned as a Sole Proprietorship. Please contact me prior to any changes regarding ownership of this facility. The contact information for the facility was reviewed with you and all information was verified. No changes are required. The children pretended to have a tea party and built with magnet blocks. They participated in a caregiver led circle time. The caregiver sat on the floor and read to the children and sang songs. Her interactions with the children were nurturing and responsive. The children rode scooters, colored with chalk, and played with bubbles outside. Breakfast was observed and consisted of blueberries, pancakes, and milk. Lunch was observed and consisted of peanut butter and jelly, grapes, pickles, goldfish, and milk. The following three (3) were documented. Violation Number Comment Rule 702 Potentially hazardous items, including but not limited to, power tools, nails, chemicals, propane stoves, lawn mowers, and gasoline or kerosene, whether or not intended for use by children were not stored in locked areas, removed from the premises, or otherwise inaccessible to children. The shed containing power tools was unlocked. The lid to the gas line was not secured and was rusted. The red playhouse had a cracked doorway and threshold. .1719 (a) (1) 910 Copy of each child's health assessment, including the operator's own preschool child(ren), was not on file within 30 days of enrollment. A child with an enrollment date of July 7, 2025, did not have a health assessment on file until August 19, 2025. The shed containing power tools was unlocked. You said you just got the shed, and there was no electricity in it. The shed must be locked. The lid to the gas line was not secured and was rusted. You said that the gas had just been filled, and the children are not allowed near it. Secure the gas line and paint the lid to cover the rust. Rust can cause a skin infection or tetanus. I completed your last Annual Compliance visit on 7/23/24. The family child care home’s 18-month compliance history from 8/15/23 – 2/14/25= 100%. The FCCH Early Learning Professional, L. Quinn, was present and assisted me with the visit. The family child care home currently operates with a Four-Star License, issued 2/20/2023, earning points in the following components: Program (2 PTS) + Education (7 PTS) + Quality Point (1 PT) = 10 Points = 4 Stars *Quality Point met and remains in effect: Serves no more than two (2) children younger than one-year of age. Your program was also monitored for compliance with implementing an approved curriculum (Bank Street Curriculum - Explorations with Young Children) as required for all Four and Five-Star facilities with four-year old children enrolled. Your three-year rated license assessment is due 2/20/26; however, changes are being made to the Quality Rating Improvement System (QRIS). The Written Plan of Care currently reflects that the operator performs routine tasks during operating hours by transporting children in her vehicle. If there are any changes to the Written Plan of Care, it must be revised and provided to parents. Parents must sign that they have received the updated Written Plan of Care. Observations No children were present when I arrived, but a preschool-aged child arrived. Her parent signed her in and she washed her hands. She played with materials before she and the operator left to go to story time. Developmentally appropriate toys were available indoors and outdoors. Outdoors children had access to a sand pit for digging, a wooden climber with a slide and swings, portable climbers, riding toys and dramatic play. Morning snack was banana and milk. The operator stated that lunch will be hamburgers with lettuce and tomato, apple slices, yogurt, and milk. I observed and documented the following violation during today’s visit. Violation Number Comment Rule 930 Prior to the expiration date of the qualification letter, the child care provider did not complete and submit required forms to complete a criminal background check (a qualification letter is valid for a maximum of five years from the date of issuance).
