The entire home is licensed for child care and must meet the applicable child care requirements. Although you designated space to be used for child care in a specified section of your home, the license is issued for the entire location. Any monitoring visit conducted may include spaces other than those you designated for child care. L. Sutton, Operator was present and available to assist with today’s visit. Your program currently operates with a three-star license issued June 11, 2019, earning 4 points in the education component, 2 points in the program standards component and 1 quality point for infant capacity restricted to no more than two (2) children under one year of age one. The last annual compliance visit was conducted on May 31, 2023. The center’s compliance history was reviewed with the operator. The program’s compliance history was 99% percent as of March 26, 2024. You had one (1) child present. I observed the child engaging in free play with developmentally appropriate materials and the caregiver interacting in an appropriate and nurturing manner. The outdoor environment was not observed today, due to inclement weather. It will be observed during the next visit. All transportation requirements were in compliance. Any violations of the child care requirements observed today were discussed with you and documented in the visit summary report and reviewed with you at the conclusion of the visit. The following violation(s) were documented: Violation Number Comment Rule 904 Documentation of the operator’s emergency medical care plan to follow in the event of a child medical emergency, was not on file and available for review. There was no emergency medical care plan available for review. .1713 1103 For each child being transported, the operator or other transportation provider did not have identifying information, including the child's name, photograph, emergency contact information, and a copy of the emergency medical care information form required by Rule .1721(a )(3) in the vehicle whenever children were transported. One (1) child's file that is being transported did not have a picture of the child attached to the application. .1723(13) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4)(d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Sutton, are listed as the Sole Proprietor on the Family Child Care Home’s License and you stated during today’s visit this ownership remains the same. Prior to changing the facility name and/or ownership (i.e., forming a corporation), please contact me to discuss procedures. Failure to comply may affect your Family Child Care Home License. You verified the mailing address, phone number, and email address listed on the facility profile are correct. STAR RATED LICENSE REASSESSMENT (COHORT TWO 2): You requested to reassess your license during the visit and you had already completed your three (3) month self-study. I also reviewed with you that your facility is not due to be reassessed because you are in cohort two (2), but you have completed the requirements requested to proceed with the reassessment. Education Standards – According to the DCDEE WORKS system, you, L. Sutton (operator) have completed the NC Early Childhood Credential equivalent and 6 additional semester hours of Early Childhood Education. Based on this information, it appears your program is eligible for four (4) points in Education Standards. Program Standards - You are meeting minimum child care requirements. You have also completed the three (3) month self-study using the FCCERS-R. You provided me documentation of the three (3) month self-study during today’s visit. You declined to have the Family Child Care Rating Scale completed at this time. Based on this information, it appears your program is eligible for 2 points in Program Standards at this time. I informed you that you could complete the FCCERS-R at another time per your request. Quality Point Option - You stated that you would like to continue to serve no more than two infants under one year of age. Based on this information, it appears your program will be eligible for 1 Quality Point. PERMIT INFORMATION: 4 points (Education Standards) + 2 points (Program Standard), + 1 Quality Point= 7 points, a 3 Star- Rated License. You will be notified if changes are needed. Please review the Division of Child Development and Early Education (DCDEE) website at https://ncchildcare.ncdhhs.gov/, periodically to make sure you are using the most current forms available. You will click on the Provider tab and scroll down to provider documents and forms. EMERGENCY MEDICAL CARE PLAN (EMC): The EMC was not posted or available for review. When asked, you stated, “You were not sure what happened to the EMC". I printed you off a copy from the DCDEE’s website and you completed and posted the EMC form. I reminded you the EMC needs to be reviewed and/or updated annually and needs to remain posted. This was corrected during the visit. EMERGENCY INFORMATION AND RECORD KEEPING: One child being transported did not have a picture attached to his application. Please remember a picture of each you are transporting needs to be attached the child's application incase of and emergency. This will help emergency personnel determine who the child is when transporting. CLEAN WATER FOR US KIDS: We discussed the Clean Water for Carolina Kids program and what that means for you as a family child care home provided. We reviewed the website together and I reminded you that you must enroll in all three (3) programs by May 1, 2024. I also informed you that I sent an email to you on March 5, 2024, with the following information included. I also attached to that email three (3) flyers that discuss the process for testing, for lead in the water, lead in paint, and asbestos. The Clean Water for Carolina Kids program is expanding to the Clean Classrooms for Carolina Kids program. This is a legislatively mandated effort to address lead and asbestos hazards in North Carolina public schools, licensed child care centers, and licensed family child care homes. Participation allows facilities to meet all rule requirements for identified lead and asbestos hazards, as required by law. Rules 10A NCAC 41C .1001 through .1007 require all programs to be free of lead and asbestos hazards. RTI is coordinating all the lead in water, paint and asbestos testing and remediation. There are webinars that child care providers can watch to get instructions. Go to https://www.cleanwaterforuskids.org/en/carolina/ for more information. Currently operating child care facilities and FCCH’s are required to test for lead in paint and asbestos once unless the consultant notes a concern during a visit and refers the program to environmental health. All existing licensed programs must complete the application summary for their program regarding lead paint and asbestos by May 1, 2024. Rule 15A NCAC 18A .2816 requires currently operating child care centers to test water initially and every three years. Family child care homes are required to test water for lead once. Child care rule 10A NCAC 09 .1725(a) for FCCH’s - to assure the health of children through proper sanitation, the family child care home operator shall: (2) collect and submit samples of water from each water outlet used for drinking or food preparation for lead analysis to the local health department or a laboratory certified to analyze for lead in drinking water by the North Carolina State Laboratory of Public Health. Results of the analysis shall be on file in the home. This rule became effective January 1, 2024; therefore, water samples must be collected by the operator and tested within 12 months of the effective date of this rule. This means that lead in water testing must be completed by January 1, 2025.
