During today’s visit I completed a walk-through of the facility with Administrator A. Farrior. I monitored the indoor and outdoor environments for compliance with child care requirements. Staff/child ratios, supervision, use of space and capacity were monitored for compliance. The permit, sanitation, evacuation, safe arrival, and departure procedures, first aid chart, menus, activity plans, daily schedules, emergency care plan, emergency telephone numbers, staff records, were all posted at the time of the visit. The storage of medication and hazardous products was also monitored for compliance. Prior to the visit I received your staff and training worksheets. Your signature on these forms will serve as verification that the information provided is accurate. A random selection of staff and children’s files were reviewed, and the children’s record worksheet was completed. Today you stated you had hired several new staff members since my last visit in February 2026. The new staff files were reviewed and in compliance. The infants were observed sleeping in their cribs. The toddlers were observed playing outside and the preschool groups of children were observed during morning group time. The lunch menu met the meal pattern requirements. This program currently operates with a Letter of Compliance issued 8/22/24. Your last fire drill was completed 5/29/26. The last monthly playground inspection was dated 5/18/26. Your last EPR drill was a lockdown completed 4/30/26. I reminded you that an EPR drill must be completed every three months. Please keep all documentation on file for review. The fire inspection was dated 5/29/26 and a violation was documented due to the fire inspection was not obtained within 12 months of the previous inspection. Your last sanitation inspection was completed 4/29/26 with a superior rating. Please contact Environmental Health and your local fire inspector within 30 days of the due date to request an inspection to be completed. Once your inspections have been completed, mail or email them to me. I recommend that you place your due dates on a calendar or spreadsheet to help in maintaining compliance. The violation documented today was corrected during the visit. Violation Number Comment Rule 106 Operator has not scheduled and obtained a fire inspection within 12 months of the previous inspection. Operator did not submit the original approved report to DCDEE within one week of the inspection visit on a form provided by the Division. The fire inspection completed 5/29/26 was not obtained within 12 months of the previous inspection. 10A NCAC 09 .0304(a) Childcare licensing requirements are established to ensure a safe and healthy childcare environment. Therefore, it is important for you to be knowledgeable of all of the licensing requirements that apply to your type of program. It is your responsibility to maintain compliance with all of the applicable laws and rules at all times. The best way for you to make sure that you are meeting all requirements is to periodically review the childcare law and rules. Technical assistance regarding the following items was reviewed with you today. I reminded you that the health and safety training courses have been relocated from Pro-Solutions to Moodle on the DCDEE website and they are free of charge. I discussed various other training resources, including those online and in-person. Remember continuing professional development training provides you and your staff with the knowledge and skills needed to provide a quality child care program. Please be reminded that the health and safety training courses are required to be completed every five years. Today we reviewed the most recent copy of the staff and training worksheet which can be found on our website under Provider documents and forms. Our area will be experiencing extreme heat with temperatures in excess of 100 degrees in the coming days and over the summer months. We discussed several concerns presented by these high temperatures and ways to address them: Outdoor time must be limited to no more than fifteen minutes and must occur in the early hours of the day. Please refer to your weather watch chart for further instructions for your youngest children in care, as well as those with special health concerns that may be made worse when exposed to high temperatures. While outside, please pay special attention to all children and staff members to watch for signs of heat exhaustion including heavy sweating, pale or clammy skin, headaches, dizziness, weakness, vomiting and/or a fast, weak pulse. Heat strokes are considered a medical emergency and require immediate medical attention. Symptoms of heat stroke include a dangerously high body temperature (104 or higher), hot and dry skin, confusion, rapid pulse and potential loss of consciousness. If you suspect a child or staff member is experiencing either of these conditions, please seek medical attention. Drinking water must be freely available to all children and should be provided during outdoor play, as well as immediately upon re-entry into the facility following outdoor play. During the visit, I discussed the allegations with Ms. Farrior and additional staff members. Limited monitoring of child care requirements occurred during today’s visit. Violation Number Comment Rule 820 A person(s) was smoking in a vehicle used to transport children or on the premises of the child care center. On April 7, 2026, and April 13, 2026, a staff member was observed using a vape in the staff lounge. .0604(h) 1805 A child care operator did not notify the Division of any new child care providers, as defined in G.S. 110-90.2(a)(2), who were hired or moved into the child care facility within five business days. On April 15, 2026, the center’s ABCMS provider portal was not current with all staff. Upon arrival I was greeted by Ms. Farrior, Administrator, who accompanied me on the walk through and assisted with today’s visit. The group size, supervision, ratio, capacity and approved space were in compliance. The restrictions, license and emergency care plan were posted. First Aid/CPR, storage of hazardous materials and the NC Child Care Summary of the Law was posted. During the visit you stated you had hired new staff members since my last visit. Today the staff and training worksheet was completed for the new staff members. I monitored the program requirements, furnishings and equipment, outdoor area, and medications. Three infants were observed sleeping in the infant room, while the staff members were interacting with the awake infants. The toddlers and the preschool children were observed playing in activity areas in their classrooms. The menu met the meal pattern requirements. During the visit you stated you had hired nine new staff members since your last visit. The staff and training worksheet was completed for the new staff members. The infants were observed during tummy time with 2 asleep in their cribs on their back. The preschool children were observed playing in activity areas and later playing outside. The lunch menu consisted of chicken nuggets, buns, peaches, peas, and milk. This program currently operates with a Letter of Compliance issued 8/22/24. Please be reminded you will have an annual compliance visit in the future. Your last fire drill was completed 3/28/25 and your last monthly outdoor playground inspection was dated 3/18/25.
