Upon arrival I was greeted by Juan Barreto, Director Assistant. The Co-Director, Gabriela Roush arrived within thirty minutes of the visit. Ms. Roush me with today’s visit. I completed a general walk-through of the indoor and outdoor learning environment. At the time of the visit, there were a total of 131 children present, ranging in age from infants to six (6) years old. The children were observed in circle time, transitioning to the playground, playing in centers, having water play, and completing routine tasks. LICENSE STATUS Currently, this Child Care Center operates with a five (5) star license issued May 1, 2021, earning six (6) points in education, six (6) points in program standards and one (1) quality point. I reviewed the NC Secretary of State’s website and observed the owner of the facility as Spanish For Fun!, Inc., listed as current/active. INSPECTIONS *The last fire drill was conducted on 5/15/25. *The last emergency drill was conducted on 5/22/25. *The last playground inspection was completed 5/15/25. *The last sanitation was completed on 2/11/25 with a ‘Superior’ classification. MONITORING During today’s visit, a partial assessment of Child Care Requirements was conducted for all classrooms. The monitoring included CPR/First Aid, criminal background checks and special training requirements of one (1) newly hired staff. I also monitored three (3) new children files. The monitoring also included License and permit restrictions, staff/child ratios, supervision, storage of hazardous items, medication, materials/equipment, and all space occupied by the children including outdoor play environment. Transportation is not provided; therefore, these requirements were not monitored during today’s visit. The following violations were observed and documented during today’s visit. Violation Number Comment Rule 841 Medications including prescription and non-prescription items were not stored in a locked cabinet or other locked container. Sunscreen medications were stored in an unlocked cabinet under the sink in space #6 for Preschool children. 15A NCAC 18A .2820(d) 865 A child was given over the counter medication without written authorization from a parent to follow the direction of the NC State Health Director during a public health emergency and/or the authorization did not contain the required information. Vaseline and Bourdreaux Butt Paste was observed without a parent authorization form in space #2 for Toddlers. 10A NCAC 09 .0803(9)(a-d) To comply with the NC Laws and Rules any violations cited today MUST be corrected immediately. A compliance letter must be received on or before June 26, 2025, letter must address each violation, explain how it has been corrected and how the violation will maintain compliance in the future. Please make sure to include: -Facility name -Facility ID number -Each item number The letter can be emailed to Shamequa.Wilkerson-Harris@dhhs.nc.gov COMPLIANCE HISTORY Prior to today’s visit, the program’s compliance history was 91%. According to NC General Statue 110-90(4)(d) requires all child care facilities to maintain a compliance history score of at least 75% for the past eighteen months or during the length of time the facility has operated, whichever is less. Failure to do so may result in the issuance of a provisional license or other administrative action. TECHNICAL ASSISTANCE The following items were discussed during today’s visit to help you maintain quality within your program and to prevent further violations. MEDICATION During today’s visit I observed Space 2 for the Toddlers Vaseline and Bourdreaux Butt Paste without parent authorization forms. I would recommend checking all medications and diaper creams weekly for expiration dates and authorization forms. In space # 6 for the Preschool children, sunscreen was stored in an unlocked cabinet under the sink. I would recommend checking all locks to make sure the locks are working. I would also recommend reviewing the medication policy with all staff regarding storage of medication. HEALTH AND SAFETY TRAINING Health and Safety training is now available through Moodle on the DCDEE website. This training is provided free of charge. You should use your NCID username and password to access the Moodle portal. The Health and Safety trainings must be renewed at least every five (5) years. If you completed the training in 2020, you should begin to retake the training now. CRIMINAL BACKGROUND As of July 11, 2022, criminal record checks are now to be renewed every five (5) years instead of three (3) years. Please make arrangements to complete your 5-year re-qualification before the expiration date. AGENCY UPDATES Please remember to check the Division of Child Development and Early Education website (ncchildcare.gov) on a weekly basis to stay up to date on all new policies and rules. The center currently operates with a 5-star license, operating at 35 sq. ft. inside, 100 outside & ratios at 2818 (b). My visit was conducted with you, Edaliz, Director. I conducted a partial assessment monitoring for safety issues, supervision, capacity, discipline, program records, posted documents, permit restrictions, medications, and I spot checked two new staff files for compliance. The children were observed playing outside. One violation was observed and corrected during the visit. Violation Number Comment Rule 807 A safe indoor and outdoor environment was not provided for the children. In Preschool B, an employees handbag was in an unlocked cabinet, that measured below 5 ft. making it accessible to children. The center currently operates with a 5-star license, operating at 35 sq. ft. inside, 100 outside & ratios at 2818 (b). My visit was conducted with you, Edaliz, Director. The children were observed playing outside and preparing for nap. A checklist was used to document the childcare requirements monitored. VERIFICATION OF RECORDS: *Last fire inspection=12-14-23 (send me your 2024 inspection within 5 days of completion) *Sanitation inspection=10-17-23 (remember to scan me all inspections) *The EPR plan was updated on 11-29-23. EPR training was completed by Edaliz on 7-16-22. *The last playground inspection was on 12-6-23 by Edaliz. Edaliz completed playground safety training on 6-22-22. *The center uses Creative Curriculum in combination with a Spanish Curriculum. *I reviewed the NC Secretary of State’s website and observed the owner of the facility (Spanish for Fun!, Inc.) listed as current-active. To maintain compliance with NC laws and rules regarding childcare operation, the following violations must be corrected immediately. Please email me a signed and dated corrective action letter with your ID # and facility name BY 1-31-24, to michelle.ezzell@dhhs.nc.gov. Remember to address each violation/item number separately explaining how the violation is now corrected. One child's permission slip for asthma medication expired August 2023. .0803(13)(a-e); .2318(3) 871 Center staff did not comply with the safe sleep policy. Two infants had sound machines attached to their cribs. 10A NCAC 09 .0606(a) *****TECHNICAL ASSISTANCE/REMINDERS: ******* *Today, I showed you how to use DCDEE’s rule book and how to save it to your desktop for future reference. *No items such as sound machines can be hung on an infant’s crib. *Remember to add each staff member’s full name as it appears on their criminal background letter to the staff/training worksheets and update changes on your electronic version that were made today on your staff/training worksheets. *Medical Action Plans for chronic illness must be updated annually and/or as changes occur. *Permission slips for chronic illnesses must be updated every 6 months. ****Rated License Reminders***** *Remember to have staff’s education information on file with DCDEE/Workforce and their information must be current in WORKS database. ****Early Educator Certificate (EEC) **** The EEC certificate is optional for staff. Although, it may increase staff’s education points and may help keep or increase the number of STARS the facility has.
