Upon arrival I rang the door bell, a teacher was returning from lunch, I greeted her and stated the purpose of my visit and we walked inside to find the administrators. Mrs. Jhalisa, administrator greeted me in the hallway and I restated the purpose of my visit and proceeded with the walk-through. During this visit I was assisted by Mr. and Mrs. Marsh, owner and administrators. The North Carolina Secretary of State Corporation website was viewed prior to the visit and Oasis Kingdom Kids Learning Center, LLC was not active. This information needs to be updated as soon as possible to avoid administrative action. If any changes to the corporation need to be made or you decide to sell your business, then you must notify your consultant at least thirty days prior to any changes occurring. The license cannot be brought sole, subleased, transferred to another person or location or inherited. Children were observed in small group learning activities and puzzles, napping, outdoor gross motor play. Children were also observed in circle time. Lunch was monitored and the children were served turkey meatloaf, peas, mixed fruit, and milk. Snack consisted gold fish crackers, and water. Prior to today’s visit, the facility notified me that they would like to lower their age range. It was discovered that Zoning needs to come out and re-inspect because their prior approval stated that they will serve children four and older. Facility is still waiting on Zoning. The first day of school was on September 2, 2025, and they allowed the three-year-olds to attend. I conducted a walkthrough of the facility, and the following items were monitored: supervision, staff/child ratio, CPR/first aid, required trainings, CBC qualification, Emergency Medical Care Plan, administration of medication, storage of hazardous products, storage of medication, general safety, discipline, adequate/approved space, program records and files, permit restrictions, safe arrival and departure, and all required posted documents. This facility currently does not provide transportation. Staff and Training worksheets were completed prior to arrival. The attached checklist was used to note the requirements we monitored today. INSPECTIONS: The last sanitation inspection was conducted 02/05/25 The last fire inspection was conducted 03 -17 -25. The last documented fire drill was conducted 6-3-25. The last documented shelter-in-place or lockdown drill was conducted 6-3-25. The last documented playground inspection was conducted 9-2-25. Last compliance history was 95% prior to today’s visit. NCPreK: The facility holds a 4 star license and received an ECERS-R score of 5.03 and currently only has one classroom. The Nc pre K children started on August 25, 2025, the time are 7:30am-2:30pm. The NC Pre-K Monitoring Tool, developmental screenings, dental and vision screenings were not available for review as parents are still with-in the requirements for having them completed. The facility uses Creative Curriculum, and is planning on going self-made assessments that will be conducted throughout the school year to track children’s ongoing progress. Samples of the children’s work are completed using information gained from the assessments and will be shared with parents. I viewed three children files and portfolios today. The classroom operates for the required 32.5 hours per week. Newsletters are sent home at least monthly and home visits are conducted at the beginning of the school year. The facility has completed home visits and plan on hosting parent/teacher conferences are held two times per year. There was also evidence of upcoming family involvement with conference/celebrations. Violation Number Comment Rule 540 An individual written feeding plan was not provided by child's parent or health care provider or was not followed and posted. (omit posting for centers located in a residence). Outdoor toys: Frisbee and stacking ring was cracked. .0601(d) 812 Electrical outlets and power strips, not in use, which were located in space used by children did not have safety outlets or were not covered with safety plugs unless located behind furniture or equipment that cannot be moved by a child. Mrs. Jhalisa, administrator greeted me in the hallway and I restated the purpose of my visit and proceeded with the walk-through. During this visit I was assisted by Mr. and Mrs. Marsh, owner and administrators. The North Carolina Secretary of State Corporation website was viewed prior to the visit and Oasis Kingdom Kids Learning Center, LLC was not active. This information needs to be updated as soon as possible to avoid administrative action. If any changes to the corporation need to be made or you decide to sell your business, then you must notify your consultant at least thirty days prior to any changes occurring. The license cannot be brought sole, subleased, transferred to another person or location or inherited. Children were observed in small group learning activities and puzzles, napping, outdoor gross motor play. Children were also observed in circle time. Lunch was monitored and the children were served turkey meatloaf, peas, mixed fruit, and milk. Snack consisted gold fish crackers, and water. Prior to today’s visit, the facility notified me that they would like to lower their age range. It was discovered that Zoning needs to come out and re-inspect because their prior approval stated that they will serve children four and older. Facility is still waiting on Zoning. The first day of school was on September 2, 2025, and they allowed the three-year-olds to attend. I conducted a walkthrough of the facility, and the following items were monitored: supervision, staff/child ratio, CPR/first aid, required trainings, CBC qualification, Emergency Medical Care Plan, administration of medication, storage of hazardous products, storage of medication, general safety, discipline, adequate/approved space, program records and files, permit restrictions, safe arrival and departure, and all required posted documents. This facility currently does not provide transportation. Staff and Training worksheets were completed prior to arrival. The attached checklist was used to note the requirements we monitored today. INSPECTIONS: The last sanitation inspection was conducted 02/05/25 The last fire inspection was conducted 03 -17 -25. The last documented fire drill was conducted 6-3-25. The last documented shelter-in-place or lockdown drill was conducted 6-3-25. The last documented playground inspection was conducted 9-2-25. Last compliance history was 95% prior to today’s visit. NCPreK: The facility holds a 4 star license and received an ECERS-R score of 5.03 and currently only has one classroom. The Nc pre K children started on August 25, 2025, the time are 7:30am-2:30pm. The NC Pre-K Monitoring Tool, developmental screenings, dental and vision screenings were not available for review as parents are still with-in the requirements for having them completed. The facility uses Creative Curriculum, and is planning on going self-made assessments that will be conducted throughout the school year to track children’s ongoing progress. Samples of the children’s work are completed using information gained from the assessments and will be shared with parents. I viewed three children files and portfolios today. The restrictions states, Day Time Care only; Children under 2 ½ years old in rooms with direct exits only.. During the visit, the Child Care Center Item Number Listing (DCD 0357) was used as a basic monitoring tool to assess compliance with all applicable childcare requirements pertinent to this facility. In addition to monitoring for health and safety, I reviewed two (2) new staff records, three (3) children’s records, center files and required postings. I observed staff to child and child to child interactions, a large group time, and free choice play. A copy of the Emergency Preparedness and Response Training documentation must be on file for review. & Once the training is completed, the trained staff must complete an EPR Plan on a template at the following website https://rmp.nc.gov/portal/portal.aspx within four (4) months. & If you do not have a computer, you may access one at a public library. & To get on the template you will need an email address and an NCID. Detailed instructions for getting an NCID and for accessing the template are on the Division’s website on the Emergency Preparedness tab. & After you complete the Emergency Preparedness and Response in Child Care training, you must conduct either a shelter-in-place or a lockdown drill every three months. A new form has been created to document these additional drills as well as the fire drills. It is under the Provider Documents tab titled, “Emergency Drill Log.” You will have a year (June 17, 2022 to June 17, 2023) to complete your EPR training. Health and Safety Trainings: The Child Care Development Block Grant (CCDBG), also called the Child Care Development Fund (CCDF), is a federal grant which provides funding for child care subsidies for low income working families and improvements in child care quality. The recent reauthorization of CCDBG, Child Care and Development Block Grant Act of 2014, brought for the first time in 18 years new state requirements. These requirements promote the health and safety of children in child care, create continuity of access to subsidies for low-income families, better educate parents and the general public about the child care choices available to them, and improve the overall quality of early care and education programs. States must have pre-service or orientation and on-going minimum health and safety training requirements in place for child care providers. The trainings must cover the following content areas: • Administration of medication • Appropriate precautions in transporting children • Building and physical premises safety • Pediatric First Aid and CPR appropriate for the ages of children in care • Prevention and control of infectious diseases, including immunizations • Prevention of and response to emergencies due to food and allergic reactions • Prevention of shaken baby syndrome and abusive head trauma • Prevention of SIDS and use of safe sleeping practices • Recognizing and Responding to child abuse and neglect • Handling and storage of hazardous materials and the appropriate disposal of bio-contaminants • Emergency preparedness and response planning for emergencies To help child care providers meet the new training requirements, the Division of Child Development and Early Education has provided professional development opportunities in Moodle provide, FREE online training modules. Technical Assistance: 1. I spoke with the administrator, to provide additional details about the specifics of gross motor play on the activity plans. If the staff members are focusing on a specific skill, they can document that on the activity plan to help track development. 2. I discussed coats can not touch on the hooks on the wall. 3. I highly recommend following up with Partnership for Children in Anson County for additional classroom support, classroom management, ERS preparation, and overall support to increase quality for the children enrolled. Ms. Jalisa, Marsh upon arrival. I stated the purpose of the today's visit and begun my walk-through of the indoor and outdoor learning spaces. Currently this center operates with a Temporary License, issued on September 17, 2024. The restrictions include daytime care only, with the building capacity of 75; Age ranging from 0-12 years of age. The NC Secretary of State website was viewed before the visit Kingdom Kids Learning Center, LLC- current/active as of June 28, 2023. If any changes to the company need to be made or you decide to sell your business, then you must notify your consultant at least thirty days prior to any changes occurring. The license cannot be bought, sold, subleased, transferred to another person or location or inherited. Indoor Learning Environment: There are 10 children enrolled in building. Out of the 10 enrolled children, seven (7) children were present. During the morning arrival children were engaged indoor activities and a small group reading for young infant/toddlers. The fire drill report was discussed today and was observed in compliance with the latest date of 9/30/2024. The playground inspection was observed completed on 9/30/2024. The program is awaiting an updated Sanitation Inspection from Environmental Health Inspector. Transportation: This program does not participate in transportation. The outdoor learning environment was monitored during today’s visit and in full compliance. Records: All staff records were monitored during today’s visit and in compliance. Three (3) child’s record was reviewed during today’s visit. No violation was cited concerning children’s record. Nutrition: Today’s lunch included Turkey burgers (wheat bread) Potato tots, green beans and pineapples, and milk. The allergy list was posted in the kitchen area and where children eat. Weapons: Your facility is in compliance with Child Care Requirements regarding firearms. Violation observed today were discussed with you, documented, and corrected during today’s visit. The next two Temporary Time Period visits will be unannounced. During those visits a full assessment of the center's ability to maintain compliance with all applicable Child Care Requirements will be conducted. Please note that any violations cited today or during future visits will negatively impact your compliance history. North Carolina General Statute 110-90(4)(d) requires all child care facilities to maintain a compliance history of at least seventy-five percent (75%) for the past 18 months or during the length of time the facility has operated, whichever is less. Failure to do so may result in the issuance of a provisional license or other administrative action against the facility's license. Rated License: We discussed the two-component rated license process. You were aware that the program can still be in harmless hold and wanted to take advantage of utilizing the previous information to maintain the current star level. I explained, discussed enhanced ratios, and enhanced space with you. I explained that if you receive a four or five-star license, then you will be required to have an approved curriculum for children at four years of age. As discussed, at the end of your temporary license period you must be at least a three (3) star facility to continue to provide care for children who receive subsidy. I discussed with the administrator that due to her already receiving the required EPR Training. She must upload her EPR plan on the NC EPR Portal. She is aware of the expectation of keeping the binder updated as well as the online portal. Violation Number Comment Rule 428 A current activity plan was not posted for each group of children for reference. In the infant/toddler classroom, a current activity plan was not posted for review.
