Upon my arrival to the facility Natasha Gilmore, owner/administrator, had not arrived for the day. I spoke with her via telephone and she informed me that she would be in later during my visit due to a previous appointment. Once she arrived to the facility, she assisted me with the remainder of the visit. The program currently operates with a Four-Star license, issued September 2, 2021, earning 7 points in the education component, 2 points in the program standards component (meeting enhanced space and ratios) and one quality point for meeting the education option. The last annual compliance visit was conducted on September 11, 2025. The last sanitation inspection was conducted on August 6, 2025, earning a superior rating. The last fire inspection was conducted on August 12, 2025. The program compliance history was ninety-nine (99) percent as of May 25, 2026, and was reviewed with the administrator. The NC Secretary of State website was reviewed during the visit, and Tasha’s Caring & Sharing Daycare, LLC was listed as current- active. The license was posted, and the restrictions were in compliance. A walk-through of the facility was completed today and all indoor and outdoor areas were monitored. I observed children in the indoor learning environments and found supervision and staff/child ratios to be in compliance. Children throughout the facility were participating in teacher directed activities, free play in activity areas, personal care routines such as handwashing and toileting, transitions and outdoor play. The caregivers were interacting and meeting the developmental needs for each of the children. Three new employees have been employed since my last visit. Those files were reviewed and one violation was documented. There were no infants enrolled. Rated license requirements were reviewed to ensure compliance was maintained with current program and education components as well as the quality point. Breakfast consisted of meals brought in from home and they each met the USDA guidelines. The following violation was cited during today’s visit: Violation Number Comment Rule 1805 A child care operator did not notify the Division of any new child care providers, as defined in G.S. 110-90.2(a)(2), who were hired or moved into the child care facility within five business days. The facility had not entered any staff in the portal as of the day of the visit. G.S. 110-90.2 & .2703(r) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. The violation(s) documented must be corrected immediately. On or before June 10, 2026, I must receive a written, dated, and signed compliance letter that describes accurately and in detail, how and when the violations were corrected. Please be aware any information submitted by you is legal documentation. If it is determined the information provided in the letter is not true, this may be considered falsification of information. If sufficient information is not received by the due date, a follow-up visit will be conducted. When you post the artwork at their eyelevel, you can use it to create opportunities for conversation starters as well as help to build on their language and introduce new concepts or ideas. By posting their artwork, it also helps to give them a sense of ownership and pride in the classroom. Lastly, it can help to tie in the weekly or monthly themes. It can create extensions or build upon what you are working on with the children in the activity plans. Technical assistance was also on completing the ABCMS portal training and entering the facility’s roster in the portal. All current staff should be entered and new staff or staff who terminate their employment should all be entered with five business days of the additions or changes. You must complete the ABCMS portal training in Moodle prior to be allowed access to the portal to enter your current staff. If you have any questions or issues with the portal, contact the Criminal Background Check Unit at (919) 814-6401 for further assistance. Technical assistance was also offered on providing alternate activities for children during planned group activities. Children have different attention spans and learn differently. By allowing children the opportunity to continue free play or other free choice activities you lessen the likelihood of possible disruptive behaviors during planned group activities. When you have to continually stop to redirect a child’s attention to the activity, you should take that opportunity to allow them to leave the group if they choose to. You can sometimes try creating different groups such as group A and group B, when completing routines like restroom breaks and handwashing for meals and snacks. This helps with reducing wait times and again preventing possible behavior issues that may arise. During these times, when one group is finished, they could read books quietly or have a small group time and talk about “today’s highlights” in which they tell their friends about the highlight of their day so far. These are just a couple of ideas to get the staff started on brainstorming ways to incorporate other activities that will be useful during transition times. During this visit we discussed the QRIS Modernization Pathways to the Stars. Ms. Gilmore has decided to follow the option #2 Program Assessment for Child Care Centers and Centers Located in a Residence (CLIAR). This pathway includes the following: • Enhanced Ratio(required) and/or Enhanced Space (optional) • 50% of all Lead Teachers and 50% other educators meet 5 Star Education Standards • Family and Community Engagement Foundational Practices AND 2-4 additional choices (depending on the star rating level) • CQI Plan for Facility and Individuals • Approved curriculum and assessments (if applicable to the star rating level), and coaching/training options for administrators and lead teachers (if applicable to the star rating level). • Ms. Gilmore and her staff will also begin working on the self-assessment study and develop goals to work towards. Ms. Gilmore will also work on the CQI plan for both the center and staff and documenting family and community engagement standard practices that the facility already practice. The last annual compliance visit was conducted on October 16, 2024. The last sanitation inspection was conducted on 8/6/2025, earning a superior rating. The last fire inspection was conducted on August 12, 2025, and was resubmitted during the visit. The inspection was previously emailed but was not legible when printing. The program compliance history was ninety-six (96) percent as of 9/10/2025. The NC Secretary of State website was reviewed during the visit and Tasha’s Caring & Sharing Daycare, LLC. was listed as current- active. I visited each indoor and outdoor space. Children enrolled were observed in free play in the centers, participating in teacher directed activities and routines such as diapering, toileting and handwashing and eating lunch. One infant enrolled was observed during tummy time, nap and free play. Safe sleep records for that infant were reviewed. I observed the children eating lunches brought from home and each lunch met the nutritional requirements. The following violations were observed during the visit: Violation Number Comment Rule 852 Incident reports were not completed each time a child was injured, it did not include all the information required in rule, it was not signed by the parent and/or it was not maintained in the child's file. An incident report for F. Schofield dated for 5/6/2025 was not signed by the parent or administrator. .0802 (e) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Technical assistance was offered on offering children table top toys when waiting in for others to complete teacher directed projects. Being offering other activities while they wait you can prevent behavior issues or other issues that may arise because they have nothing to do while they wait. Technical assistance was also offered on the importance of ensuring that program/staff records are available daily. Even if the office where the records are stored is locked and the administrator is not on site, at least one staff member should be able to access them. This can be important not only for possible visits by a DCDEE representative but also in case of emergencies. When there are times that parents may need to be called, a child’s file may need to be reviewed for information like a pickup list, allergies, likes or dislikes or in case a staff member’s information is needed, there should be a way that these files can be easily accessed without having to wait for the administrator to arrive. I suggest that whomever is left in charge in the administrator’s absence be given access. I left a copy of the North Carolina Foundations for Early Learning and Development Book for your center. Staff can use this book when working on activity plans to incorporate goals for the children. The last fire inspection was conducted on July 28, 2023. This information was changed in Regulatory during the visit. The program compliance history was ninety-two (92) percent as of November 6, 2023. The NC Secretary of State website was reviewed on November 7, 2023 and Tasha’s Caring & Sharing Daycare, LLC was listed as current- active. I visited each indoor and outdoor space. Children enrolled were observed in free play in the centers, outdoor play, participating in teacher directed activities and routines such as diapering, toileting and handwashing and eating lunch. Lunch was observed and consisted of turkey and cheese sandwiches on wheat bread, peas, orange slices and milk. The following violations were observed during the visit: Violation Number Comment Rule 106 Operator has not scheduled and obtained a fire inspection within 12 months of the previous inspection. Operator did not submit the original approved report to DCDEE within one week of the inspection visit on a form provided by the Division. The fire inspection conducted on 7/28/2023 was submitted during the visit. 10A NCAC 09 .0304(a) 837 The EMC plan did not name the person responsible, and at least one alternate, for choosing and carrying out the plan of action to obtain appropriate medical care. The alternate person listed on the EMC plan is no longer employed with the facility. .0802(a)(1)(A-B); Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. The violation(s) documented must be corrected immediately on or before November 22, 2023, (an extra day was given due o the Holiday) I must receive a written, dated, and signed compliance letter that describes accurately and in detail, how and when the violations were corrected. Please be aware any information submitted by you is legal documentation. If it is determined the information provided in the letter is not true, this may be considered falsification of information. If sufficient information is not received by the due date, a follow-up visit will be conducted. Technical assistance was offered on regularly checking the weather reports for the next day to ensure that the building temperature upon arrival on the next day is within regulation and comfortable. Upon my arrival the temperature both outdoors and inside the building were right at what is required. To keep from running into issues where the building may be too cold or hot upon arrival due to overnight temperatures, check the forecast the prior to closing the day before and make adjustments if needed. Or consider coming in earlier. We discussed requesting Environment Rating Scale (ERS) assessments in an effort to maintain the program's star rating. Resources such as Child Care Resource and Referral and Smart Start can be valuable when preparing for the ERS. “All about ECERS-R” and the NCRLAP website (www.ncrlap.org) can also be helpful as staff prepare for the ERS. On the NCRLAP website, there are training videos, sample questions and clarifying information regarding the assessments you may find helpful. Your facility is in Cohort 3 of the rated license process. Your prep year will begin 7/1/2025-6/30/2026. Please consider contacting the Partners for Families and Children of Moore County for help with technical assistance, room arrangements, mock observations, self observations and in any other areas that will help prepare you for the assessments as well as increase/maintain the quality level of care that your staff provide.
