T. Hedrick-Hardy, Director, assisted me with today’s visit. Your program currently operates with a five-star license, issued 5/5/2018, earning 6 points in the education component, 6 points in the program standards component and 1 quality point for the administrator completing a business training course of at least 30 clock hours. The last annual compliance visit was conducted 12/5/24. The sanitation inspection was completed on 6/11/2024 with a “Superior” classification. The last fire inspection was conducted 4/7/25. The center's compliance history was reviewed with the operator. The program’s compliance history was ninety one percent as of 7/15/25. The NC Secretary of State website was reviewed on 7/15/25 and OUR CHILDREN CHILDCARE, LLC was listed as current- active. We reviewed your facility contact information listed on the Division of Child Development and Early Education (DCDEE) website and all information is current. Contact me if you need to make any changes to your contact information, e.g., phone numbers, mailing address. You visited all indoor and outdoor areas with me. Children throughout the facility were participating in free play in activity areas, transitions, and personal care routines. Toddlers were observed in the outdoor space pushing toys. Preschoolers had water day in the outdoor space with water tables, sprinklers, and a slip and slide. School age children were drawing cars on paper and creating 3D art. In the outdoor spaces, stationary climbers, basketball hoops, riding toys, and tunnels were observed for the children to engage in gross motor play. Lunch was observed and included chicken nuggets, green beans, applesauce, and milk. The following violations were documented. Violation Number Comment Rule 1048 All staff did not successfully complete certification in First Aid appropriate to the age of children in care. Verification of staff completion of First Aid training from an approved training organization was not in the staff file. A staff member hired on 1/6/25 had certification of First Aid from a distance learning agency. .1102(c) 1049 All staff did not successfully complete certification in CPR training appropriate to the age of the children in care. Verification of staff completion of the CPR course from an approved training organization was not in the staff file. A staff member hired on 1/6/25 had certification of CPR from a distance learning agency. .1102(d) Child care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Being trained in CPR and first aid can be invaluable when someone is in serious medical distress. Therefore, it is very important that all staff working directly with children have current CPR and First Aid Certification. Staff have 90 days from the day of hire to complete the required trainings. Blended classes with on-line instruction and face-to-face skills test are now allowed if provided by an approved agency and trainer. A staff member hired on 1/6/25 had certification of CPR and First Aid from a distance learning agency. You stated that you did not know that training had to be completed in person. We reviewed the approved agencies on the Division’s website together and discussed that the skills portion of the training must be completed with a trained instructor. You scheduled a training during the visit for the staff member on 7/30/25. Send a copy of the CPR/First Aid certificate with your correction letter. Review the approved agency list on the Division’s website when accepting CPR/First Aid certificates to ensure that it is from an approved agency and completed in person. We discussed that repeated CPR/First Aid violations could warrant an administrative action. Additional Comments: NC Child Care Commission’s QRIS Modernization Plan (QRIS Reform): Today, we looked on the Division’s website at the proposed rules and pathways. Review to learn more about the offering of a choice of three pathways to demonstrate quality and earn a 2-5 Star Rated License, updates to education standards for early childhood educators to expand options; and how it adds standards for both educators and facilities that support continuous quality improvement and family/community engagement practices that promote communication and collaboration. We discussed completing the survey with this information. Infants were being cared for according to their individual needs. Preschoolers were finishing breakfast and transitioning to the carpet for group time. The following violation was documented during the 12/5/24 visit and was not corrected and documented as repeated violation: 1756- Enhanced staff/child ratios and group sizes were not met. This is a violation of a requirement in 10A NCAC 09 .2818. Today, in space #1, eleven (11) children one year of age were in care with one staff member. The ratio for children one year of age was 1:6. As stated in the 12/5/24 visit summary, all violations must be corrected immediately and a compliance letter verifying this must be received by the established due date. At the time of today’s visit, a compliance letter had been received. Due to a violation regarding inadequate staff child ratio documented on two consecutive visits, an administrative action may be recommended, and you will be notified in writing of any action taken. Upon arrival, a staff member assigned to space #1 was observed in the hallway and proceeded to come down the hallway and unlock the door to let me in the building. In space #1, eleven (11) children one year of age, were in care with one staff member. We discussed that rather than leaving the classroom space, call for assistance for someone to open the door. During the visit, you gathered walkie-talkies and plugged them in to charge beside the computer that staff members use to clock in and out. You stated that staff members will take a walkie talkie to their classroom in the morning after they clock in that can be used to call for assistance and this new process will be implemented immediately. You also stated that you will be holding a staff meeting next week to discuss this new process with all staff members. Ensure that all staff members understand that they can not leave a classroom until someone replaces them to meet ratio. Preschoolers were having group time on the carpet with a staff member reading the book Santa’s Underwear before playing freeze dance. The outdoor space included climbing structures, sand areas, shade structures riding toys, blocks, and balls for the children to engage in gross motor activities. Lunch was observed and consisted of breaded corn dog nuggets, green beans, peaches and milk. The following violation(s) were documented. Because younger children need more direct one-on-one interaction, response, and supervision, staff-to-child ratios are lower for younger children than for older ones. Ratio and group size are two factors that are critical to a child’s health, safety, and development. Ratios and group sizes help ensure that a child gets enough one-on-one attention from an adult who is available to take care of each child’s unique needs. This responsive caregiving is extremely important to a child ’s social and emotional development, physical well-being, and overall learning. In space #2, eleven (11) children ages 0-1 were in care with two (2) staff members. You stated that the infant turns one at the end of the month and was spending time in the classroom to get ready for the transition. We discussed that ratios must be maintained for the youngest child in the classroom even during the transition periods. You immediately moved the infant to the infant room once it was brought to your attention. If a child is going to be spending time in a new classroom, ensure that the ratio will be met according to the age of the youngest child. ABCMS: As stated in G.S. 110-90.2 & .2703(r) child care operators are to notify the Division of any new child care providers working who were hired or moved into the child care facility within five business days. The process of notifying the Division has changed and is now captured in ABCMS. This change has been in effect since February 2024. Effective immediately, you will need to obtain a Business NCID and complete Provider Portal training in Moodle at https://www.dcdee.moodle.nc.gov/course/view.php?id=119. Once the training has been completed and access has been given, you must verify your facility roster to ensure current staff are noted on the roster. You stated that you will complete the training and send me your certificate with the compliance letter. This information should be updated in ABCMS in an ongoing basis as staff members are hired and when their employment is terminated. This satisfies the requirement to notify the Division of new child care providers working who were hired or moved into the child care facility within five business days. When children participate in off premise activities the center shall post a schedule of off premise activities in each participating classroom where it can be viewed by parents, and a copy shall be given to parents. The schedule shall be current and shall include the location of the activity, purpose of the activity, time the activity will take place, date of the activity, and name of the person(s) to be contacted in the event of an emergency. Since your summer camp program is going on field trips, we discussed the transportation policy and what needs to be posted when the children go on an off-premise activity. Rated License: Currently this center operates with a 5 Star License, issued May 5, 2018. The hold harmless in star rating for education will continue through 6/30/2024. All programs can voluntarily request Star Rating Assessment now to take advantage of the hold harmless period. Per our discussion, your facility is in Cohort 1 and your preparation year has started as of 7/1/23-6/30/24 and your assessment year will be 7/1/24-6/30/25. You stated that you have been working with Craven Smart Start to begin getting ready for the assessment. North Carolina Early Childhood Equivalency Exam The North Carolina Early Childhood Equivalency Exam is a new pathway option comparable to a NC Early Childhood Credential. Applicants who achieve a score of 80% or higher on the NC Early Childhood Equivalency Exam earn the new North Carolina Early Childhood Equivalency Certificate. This certificate is equivalent to a North Carolina Early Childhood Credential and will qualify the individual to be a lead teacher in an early childhood classroom.
